민간항공기 제작자에 대한 미국인증당국(FAA)의 품질요건 동향

미국 인증당국(FAA)은 전 세계적으로 산재한 많은 민간항공기 제작자에 대한 품질요건을 엄격하게 규정하여 산업체가 보다 안전한 항공기를 제작하도록 하기 위한 품질시스템을 리드해 나가고 있고, 국제적 항공안전 및 인증분야에서도 주도적인 역할을 수행하고 있다. 최근 FAA는 이러한 품질요구조건을 보다 명확하도록 하고 범세계적인 항공기 제작환경 변화에 적절하게 대처하기 위하여 규정을 개정하였다. 이 논문에서는 이러한 개정된 FAA의 품질시스템 요건에 대한 분석을 통하여 국내 항공우주 제품 제작사들이 구축하고 유지해야 할 품질시스템의 방안을 제시하고자 한다. The FAA has required that all the civil aircraft manufacturers in all over the world should establish the quality system which ensures that all product conform to their approved design and are in condition for safe operation and has performed the leading role in international aviation safety and certification. The FAA recently revised quality requirements to clear and respond appropriately for global aircraft manufacturing environment. This paper proposes guidelines for quality system that domestic aerospace products manufacturers must establish and maintain through the interpretation of FAA"s requirements.
항공기용 결빙방지액의 지상 사용승인을 위한 FAA의 최근 인증정책 연구

This study describes the Federal Aviation Administration(FAA) certification policy for approving the use of Type II, III, and IV deicing/anti-icing fluids on small category airplanes. These fluids can be characterized as non-Newtonian, pseudo-plastic fluids, also known as "thickened" fluids. Deicing fluids are used before takeoff to remove frost or ice contamination, while anti-icing fluids are used before takeoff to prevent frost or ice contamination from occurring for a period of time(referred to as "holdover time") after application. Thickened deicing/anti-icing fluids can affect airplane performance and handling characteristics and their residue may cause stiff or frozen flight controls. This study also describes an approval process that may be used by type certificate holders and applicants for a type certificate under parts 23 to support operational use of these fluids on their airplanes.

"The FAA's Next Generation Air Transportation System" is a comprehensive overhaul of U.S National Airspace System to make air travel more convenient and dependable, while ensuring the flight is as safe, secure and hassle-free as possible. At its most basic level, NextGen represents an evolution from a ground-based system of air traffic control to a satellite-based system of air traffic management. This evolution is vital to meeting future demand, and to avoiding gridlock in the sky and at U.S airports. NextGen will open worldwide's skies to continued growth and increased safety while reducing aviation's environmental impact.

In this paper, the design data of an aircraft generator have been reviewed to evaluate the compliance with the airworthiness standards, and the technical procedure to ensure safety and reliability of an alternate-current generator by the tests and computations have been developed.
