미래의 산림행정은 과거의 정부주도식 공급자위주의 일방행정에서 벗어나 다양한 산림행정에 관련된 이해관계자 집단의 의견을 전향적으로 수렴하는 수요자 위주의 거버넌스 행정에 정책의 초점을 맞출 필요가 있다. 특히 최근에 들어와 정책 네트워크 연구를 거버넌스 관점에서 조망하는 작업이 활발하게 이루어지고 있으나 경험적 연구가 아닌 규범적 차원에 머무르는 한계점을 보여주고 있다. 이러한 문제인식하에 본 논문에서는 산림행정의 주무부처인 산림청을 중심으로 정부기관 및 민간조직 간 협력, 갈등 네트워크의 수준이 어느 정도인지를 실증적으로 분석함으로써 향후 산림행정 거버넌스 구축을 위한 구체적이고 실효성 있는 정책대안을 모색하였다. Forest administration in public administration represents a growing research concern in many countries. However, to date few studies have been conducted on Forest administration & policy in Korean public administration. The purpose of this study is to further understanding of forest governance system in the Korean context. In particular, the study focuses on how improving the governance system in Korea forest administration. The study presents the results of a survey of central government employees in Korea Forest Service. The result was analyzed by network analysis and we suggest some implications.

This study aims to investigate the strategic priority for activating the local government's multi-cultural supporting policy and programs. For this, we have conducted the intensive survey along with face to face interview with the civil officials of the local governments. Analytic results show that while the supporting strategy for immigrants' adaptation had a top priority among all strategies in terms of the measure domain, the activation of the social adaptation program for the foreigners had a top priority in terms of comprehensive analysis. This study suggests the following implications. First, the local governments should provide the social adaptation environment by activating a variety of programs such as education, informal groups, multi-cultural studies, and experiencing activities. Second, the local governments should make a high emphasis on changing the nations' negative cognition to immigrants through the education and public relations. Finally, the local governments as well as the central government should develop the systematic multi-cultural policy by integrating the overlapping and inconsistent multi-culty policies.

Based on the Competing Value Model, the study investigates the type of organizational culture, using the Organizational Culture Assessment Instrument developed by Cameron and Quinn and analyzed the gap between current and desirable organizational culture empirically. The analytic results show that while the organizational members prefer the hierarchical organizational culture as a dominant organizational culture on the current level, they prefer the relational organizational culture as a desirable organizational culture on the future level. In addition, the diagnosis of organizational culture by the type of task reveals that while the planning section recognized the hierarchical organizational culture as a strong culture, the implementing section identified the market culture as a dominant culture. Those findings suggest the following implications. First, the sustainable management of organizational culture requires the suitable strategic tool relevant to the reinforcement of organizational culture. Second, despite the fact that the balance among four types of organizational culture is needed theoretically, PPS should adopt the strategy to reinforce the dominant culture, considering the characteristic of the task of each section. Nevertheless, based on the vision of PPS, the study suggests that PPS should try to not only incorporate the market culture as a dominant culture but also maintain the balance among four types of culture.

Korea has a diffused crisis management system which is different from America’s. Under a diffused system. complexity and ineffective response are major problems. In order to overcome these problems. an integrated crisis management system is suggested and adopted in United States. Integrated Emergency Management System has following six steps: ① hazard analysis ② capability assessment ③ emergency planning ④ capability maintenance ⑤ emergency response ⑥ recovery efforts. To be successful for the integrated emergency management system. effective leadership. networking and coordination. reorganization and mission compatibility. and managerial flexibility are necessary required. In order to establish Korean emergency management system. we need to move from a diffused system to an integrated system and simultaneously to consider limitations which the integrated system has. Above all. tasks of leadership. coordination. and organizational reform should be solved.

조직내 내부고발에 대한 인식유형분석 : Q 방법론적 접근

본 연구는Q방법론을 이용하여 조직내 내부고발에 대한 관료들의 인식유형을 분석하고 이를 통해 관료부패 통제의 효과성을 제고시키고자 하였다. Q방법론을 적용하여 조직내 내부고발에 대한 공무원들의 인식을 분석한 결과 5가지의 내부고발에 대한 지배적 인식유형을 확인하였으며, 이러한 5가지의 인식유형들은 상이한 관점임에도 불구하고 공통적인 속성을 가지고 있는 것으로 나타났다. 즉 모든 유형에서 정도의 차이는 있지만 내부고발의 활성화에 있어 역기능에 대한 대비가 필요하다는 견해를 가지고 있는 것으로 분석되었다. 그리고 이러한 분석결과들을 통해 조직내 내부고발에 대한 조직구성원들의 다양한 의견들을 정확하게 파악할 수 있었으며, 이로 인해 내부고발제의 도입 및 활성화에 따른 시행착오를 최소화할 수 있을 것이다. 또한 내부고발제도의 도입시 이러한 다양한 관점을 충분히 고려하고, 이에 대한 향후대책을 수립한다면 내부고발제를 바람직한 방향으로 정착시키는데 크게 도움이 될 것이다.
