成(성) 연간기획 김영철 : 지방공기업법개정으로 지방공사채 "특수채" 지위부여

지난 6월 3일 지방공기업법 일부 개정법률이 시행되었다. 이번 일부 개정법률에는 그 동안 안전행정부와 지방공사의 숙원이었던 공사채의 특수채 지위 부여가 담겨있다. 이번 법개정으로 지방공사들은 앞으로 채권시장에서 금리수준이 회사채에 비해 낮게 형성되고, 집합투자자의 투자한도가 상향되면서 지방공사의 부채감축 및 재정건전화에 기여할 것으로 기대된다.

홍차추출물 함유 누드팩의 Hairless 마우스 피부주름 형성 억제효과

The aim of this study was to evaluate the inhibitory effect of nude pack containing black tea water extract (NPBT) on skin wrinkle formation in hairless mice. Skin wrinkles were induced by UVB irradiation to the backs of hairless mice for 5 weeks. And at the same time, NPBT was applied topically. Wrinkle formation, histological changes, expression of matrix metalloproteinase-3 (MMP-3) and protein activities of MMP-2 and MMP-9 were observed or analyzed. Wrinkles for the control group were formed as a pattern of deep furrows and thick crests. Whereas wrinkles for the NPBT treated group were formed as a pattern of shallow furrows and thin crests, and their wrinkle areas were significantly (p<0.001) lower than the control group. Collagen fibers were arranged irregularly and sparse in density and some elastic fibers were degenerated in the control group, while they were almost intact in the NPBT treated group. MMP-3 mRNA expression in the control group was significantly (p<0.001) higher than the normal group, and that of NPBT treated group was significantly (p<0.001) lower than the control group. The NPBT treated group showed remarkably lower protein activities of MMP-2 and MMP-9 than the control group. NPBT could have a considerable inhibitory effect on skin wrinkle formation in hairless mice. 홍차함유 누드팩의 피부주름 형성 억제효과를 알아보기 위해 SKH-1 hairless 마우스 등 부위에 UVB를 5주간 조사하여 주름을 유발시키고 이와 병행하여 홍차함유 누드팩을 도포한 실험에서 다음과 같은 결과를 얻었다. (1) 육안적인 피부주름 양상 비교에서, 대조군은 정상군에 비해 주름 능선의 두께가 굵고 간격이 넓으며 주름이 깊게 형성된 반면, retinoic acid를 도포한 양성대조군과 홍차함유 누드팩 도포군은 대조군에 비해 상대적으로 주름 능선의 두께가 얇고 간격이 좁은 양상을 띠었으며 주름 총넓이 수치가 유의하게(p<0.001) 낮았다. (2) 피부의 조직학적 관찰에서, 대조군은 정상군에 비해 진피층내 교원섬유의 배열이 불규칙하고 양이 많이 줄어들었으며 변성된 탄력섬유가 군데군데 엉겨 있는 탄력섬유증이 관찰된 반면, 양성대조군과 홍차함유 누드팩 도포군은 대조군에 비해 상대적으로 교원섬유의 배열이 규칙적이고 밀도가 조밀하며 변성된 탄력섬유의 양이 줄어 있었다. (3) 피부조직의 MMP-3 mRNA 발현량 측정 결과, 정상군에 비해 대조군은 유의하게(p<0.001) 높았으며 양성대조군과 홍차함유 누드팩 도포군은 대조군에 비해 유의하게(p<0.001) 낮았다. MMP-2와 MMP-9 단백질 활성 측정 결과, 대조군은 정상군에 비해 현저하게 높은 반면, 양성대조군과 홍차함유 누드팩 도포군은 대조군보다 현저하게 낮게 나타났다. 본 연구를 통하여, 홍차함유 누드팩 도포군은 hairless 마우스에서 세포외 기질단백질의 분해 억제와 피부주름 형성 억제효과를 보였음을 확인하였다.

In this study, centrifugal model tests were performed to investigate the behavior of excavated earth retaining wall with the depth of excavation and different types of wall(aluminum, steel panel). Jumunjin standard sand was used for foundation soil. The raining method was adopted to form the required relative density of the model ground. The lateral earth pressure measured from tests were compared with estimated active earth pressure by Rankine's theory. The test results have shown that the earth pressure acting on the retaining wall and the rotation displacement of the wall are influenced by the depth of excavation and the type of wall. It was found from the test results that the deformation of the wall increases with the depth of excavation.

골반 림프절 절제술 후에 발생한 림프류 : 경피적 도관 배액술에 의한 치료

Purpose : To evaluate the efficacy of percutaneous catheter drainage for the treatment of postoperative lymphoceles following pelvic lymphadenectomyMaterials and Methods : Between January 1995 and May 1996, 23 symptomatic lymphoceles in 20 patients who had undergone pelvic lymphadenectomy for uterine cancer subjected to percutaneous catheter drainae under sonographic guidance. All the lymphoceles were confirmed by biochemical and cytolgical examination. When the amount of drainage decreased to less than 5-10ml/day and when the lymphocele was seen on US or sinography to have collapsed, the catheter was removed. US and sinography were performed to evaluate the efficacy of treatment at 1 week after catheter drainage, and all patients were followed up with US at 1, 3, and 6 months after catheter removal.Results : On follow-up sonography, 20 of 23 lymphoceles(87.0%) were seen to have collapsed completely and three had recurred. of these latter, two treated by secondary percutaneous catheter drainage, and the other, which was asymptomatic and small, had collapsed spontaneously during the fifth months after catheter removal. Successful treatment of lymphocele was eventually achieved in all patients. The duration of catheter drainage ranged from 3 to 49 (mean, 22) day, and the size of lymphocele on initial sinogram varied from 5$\times$4$\times$3$\times$cm to 25$\times$10$\times$10cm;the total volume of drainage ranged from 300 to 17,240(mean 2,012)ml. Complications during the procedure and drainage arose in three cases. In one, there was secondary infection of the lymphocele, and in two, infection at the site of catheter insertion was seen ; treatment involved changing the catheter and antibiotics.Conclusion : Percutaneous catheter drainage is thought to be a safe and effective alternative to surgery for the treatment of symptomatic lymphoceles following pelvic lymphadenectomy for uterine cancer.

프랑스 교육의 역사는 고대 고올(Gaul) 민족 시대에까지 거슬러 올라가게 된다. 그 당시는 승려들에 의해 귀족들을 대상으로 한 교육이 주로 이루어져 왔는데, 교육내용은 철학, 윤리학, 종교학 및 자연과학 등이었다. 그후 그리스와 로마 운영의 영향을 받으면서 여러 유형의 학교가 설치되기 시작했다. 그러나, 지방에까지 널리 설치된 기초학교들과는 달리 상급학교의 문화는 귀족 자녀에게 제한적으로 제공되었다. 이 당시 다양한 형태의 종교 학교들도 늘어나게 되었으나, 이러한 학교들은 중세기에서 교회의 권한이 모든 부문에 크게 영향력을 행사하던 5세기 경에 사라지게 된다.
