        민자유치사업의 리스크 관리를 위한 민감요인 분석 - BTL 사업을 중심으로 -

        Since the partly changed 'Private Investment Act for Social Infrastructure Projects' set forth in January 2005, the number of BTL(Build-Transfer-Lease) projects offered to the market has rapidly increased. The scope of BTL projects offered covers not only legally defined facilities but several facilities for the private schools. A BTL project, by definition, is a way of project management that includes the entire process of development such as planning, design, construction and operation over the period of 20-30 years. As a result, various types of risk may happen at each stage of the project and it is extremely important to efficiently control the sensitive factors that affect the risk profiles of the project. The examples of the sensitive factors are construction cost, interest rate, discount rate, lease amount, rental fee, O&M cost and so on. This study examines the characteristics of these sensitivity factors, analyzes their impact on the project feasibility and suggests the alternatives to manage them efficiently. 2005년 1월 민간투자법의 개정에 따라 전국적으로 44개 국공립 시설 뿐 아니라 사립대학을 중심으로 BTL사업의 발주가 급증하고 있다. 그러나 BTL사업은 시설의 기획, 설계, 시공, 운영 및 관리까지 포함하여 20여년 이상의 프로젝트 관리 과정을 대상으로 하는 포괄적 사업방식이다. 따라서 각 단계별로 다양한 리스크 인자들이 발생하게 된다. 그러나 사업제안단계에서 재무적 리스크를 정량적으로 분석할 수 있는 민감요인은 공사비, 차입금리, 할인율, 부대사업 임대료, 운영비용 등이 있다. 본 연구에서는 BTL사업 제안단계에서 사업에 영향을 미치는 리스크 요인들의 특성을 고찰하고 이 요인들이 사업성에 미치는 영향도를 분석하고 이에 대한 대응방안을 제시하는 것을 목적으로 한다.

        The global financial crisis resulting from sub-prime mortgage crisis in the United States, beginning in 2007, has had dealt a blow to domestic economy. The economic downturn, coupled with a large number of apartments remaining unsold has resulted in contracted investment sentiment of the builders. Thus it's difficult to even implement the business, unless the investment project is thoroughly verified as well as the accurate profitability is granted. Viewing the current situation, forecasting and evaluating the business profitability is more than important today. The study was planned to identify the factors influencing the business success and to evaluate the sensitivity, relative risk of each factor was measured, and the scope of the study was limited to the commercial buildings among other buildings except apartment buildings. Hence, the study was aimed to analyze the factors affecting the business and the sensitivity so as to be able to systematically materialize the risk management of the commercial buildings. The outcome of the study is expected to serve the useful data in analyzing the business profitability and implementing the investment projects as well.         기술사 자격취득요건 개선 방안

        현행 우리나라에서의 기술사 자격취득요건은 기술계와 기능계의 미분리, 대학교육 특히 공학교육인증 대학교육과의 연계 미비 등의 문제점으로 인하여, 선진 각국의 기술사 자격취득요건에 비하여 상당부분 그 요건이 미약한 실정으로서, 이러한 문제는 결국 우리나라 기술사의 국제 통용성 확보를 근본적으로 불가능하게 만드는 il인으로 작용하고 있다. 본 연구에서는 기술사 자격취득요건과 관련한 국제적 동향을 살펴보고 국내 제도와 선진국 제도를 고찰하여, 우리나라의 기술사 자격이 국제 통용성을 확보할 수 있는 방향으로 기술사 자격취득요건을 개선하기 위한 방안을 제시한다. Compared with the Certification Requirements for Professional Engineer in other country, those of Korean are not satisfactory. This is due to a few facts such as no relation with accreditation of engineering education and no separation of technical field and engineering field. Eventually, this problem makes it impossible to ensure the international mobility of Korean professional engineers. This research reviews the international trends regarding the professional engineer certification requirements, compares the requirements of Korea and other countries, proposes three alternatives for improvement, and suggests two implementation plans for the alternatives.

      • 국내 건설분야의 기술사 인력수요 현황 분석

        The policy to foster predominant professional engineers and arrange them in practice with authority should be urgently prepared to secure the national competitiveness as well as to respond to the recent fusion trend among different areas of high technology. The proper supply and demand of professional engineers (PEs) is a basis to bring up good quality of PEs and, therefore, the current activities and demands of PEs are analyzed in the industry before building the policy. In this paper, the supply and demand of PEs in the construction industry is analyzed under the current legal system. The results of this research will be used to establish various government policies for bringing up PEs in the level of developed country and building a proper supply and demand system.

        비교 계약법적 관점에서 본 CISG: 앞으로의 과제 -Battle of Forms와 몇 가지 점을 중심으로-

        United nations Convention on Contract for the International Sale of Goods(hereinafter CISG) is proved to be a successful effort to harmonize or unify the law international sale of goods. CISG has a lot of problem to be a international norm for the sale of goods. Nevertheless, it is hard to say that CISG couldn't be a international standard for the sale of goods. About 70 countries have ratified to be a contracting State of CISG. Once the initial step of acceptance has been achieved, the problem of a uniform application of the international instrument can be studied. This Article deals the problems of CISG as a model for the international sale of goods law from the comparative contract law, especially comparing with PICC, PECL and UCC Article 2. We found several issues of the CISG such as battle of forms, parol evidence rule and force majeure. The issues mentioned above yet to be solved. It is the time to review the CISG from the comparative contract law. We should consider the purpose of the CISG to vitalize the uniform law for the international sale of goods. To expect a full unification would be an utopian enterprise, however what can be said is that unification on the main issues of contractual laws is achievable.

        건설 리프트의 적정 대수 산정에 관한 연구

        The volume of material and number of workers mobilized has been on the rise in line with the domestic projects getting higher, larger and complex currently. Particularly for the project in downtown, delivering the resources in timely manner is very crucial in carrying out the overall project as scheduled. Inappropriate lifting plan often causes inefficiency over the entire project, resulting in increase in schedule and cost. Despite of such importance of lifting plan for architectural work, lifting plans at the most of domestic projects, except a few cases for large scale high-rise buildings, have been heavily dependent on engineer’s personal experience and intuition alone. To deal with such problems, the study was intended to develop and suggest a systematic and objective process for determining the lift, categorizing the lifting equipment into the two types, one for workers and another for material.

        작업일보 정보를 이용한 택트공정관리방안 연구

        Recent construction projects, characterized by its complication and high-tech, requites highly efficient management efforts. Among others, labor management is very important due to various trades and increasing number of activities. Along with advanced information technology, Web-based construction site management systems are widely adopted in order to improve the efficiency of construction management. However, such information systems have mainly 2 (two) shortcomings. One is that the existing systems were developed and implemented not in subcontractor-centered way but in main contractor-centered way, though the daily construction information is mainly generated, gathered and reported by subcontractors. As a result, subcontractors seldom have access to such information systems. The other is that loss or omission of information may uclw during the information processing process, in which subcontractors have no direct access to such information system. This becomes a major reason of losing the reliability of the information in daily construction report. As a solution for these problems, this paper suggests a Web-based information system that is subcontractor-oriented and also suitable for tact schedule management. 최근 건설업은 복합화$\cdot$고도화에 따라 효율적 인 관리가 요망되고 있다. 그 중 출역인원관리는 다양한 공정의 변화와 단위작업의 증가로 인하여 매우 중요하다. 이에 따라 IT기술의 발달과 더불어 공사관리의 효율화를 위하여 인터넷을 기반으로 웹(Web)을 통한 현장관리시스템을 사용하고 있다. 그러나 기존시스템은 작업 일보정보를 입력하는 협력사 중심이 아닌 시공사 중심으로 개발되었고, 협력사에서는 시스템을 사용할 수 있는 환경이 조성되지 못하고 있다. 또한 작업일보 정보가 보관 및 관리 될 때까지 몇 단계를 거 치 면서 정보의 손실 및 누락이 발생되어 작업 일보 정보의 신뢰성을 떨어트리고 있다. 따라서 본 논문은 작업 일보 정보를 수집, 보관, 관리할 수 있고 협력사 중심으로 효율적인 택트공정관리를 할 수 있는 시스템 제시를 목적으로 하였다.

        상업건축물의 공사칠적 데이터베이스(DB) 모델구축 밑 응용방안

        공사실적자료는 후속 공사에서 다양하게 활용할 수 있음에도 불구하고 공사 준공과 함께 방치되어 효율적으로 활용되지 못하고 있다. 이러한 문제점을 개선하기 위하여 다양한 연구가 진행되어 왔다. 본 논문은 이러한 연구의 일부로서 공사실적 데이터베이스를 후속 공사에 효율적으로 활용하기 위한 데이터 모델과, 이를 응용할 수 있는 방안을 자원 중심으로 제시하는 것을 목적으로 한다. 대상 건축물은 주거용 건축물과 함께 가장 많이 건축되는 상업건축물을 선정하였다. 데이터 모델을 구축하기 위하여 상업 건축물의 공사 영향요인 및 기획, 설계, 조달, 건설단계 등의 이용자별 필요정보를 분석하였다. 응용방안은 공사실적자료의 활용가치가 높은 원가와 자원관리 부분을 중심으로 제시하였고, 실적자료와 관련된 기개발 시스템에 지원이 가능할 것으로 기대된다. Actual construction data are unsystematically handled and uselessly hoarded after completion of the project although actual construction data can be applied to the various works of the future projects. Many researches have been carried out by several engineers and scholars of construction firms and research institutes, but the level of the application is not plausible yet. The objective of this paper is to propose a web-based data model and application system for commercial buildings in order to enhance the usability of the actual construction data on line. The principal factors of commercial building project data and the user$^{\circ}{\phi}s$ requirements in various areas, such as planning, design, procurement and construction and so on are analyzed to implement the database structure of the proposed system. The application of resource Information focused on cost, manpower, equipment is included in the system, which is expected to enhances the usability of actual database application system compared with other researches proposed so far.
