한국의 벤처캐피탈은 투자규모가 세계적인 수준이나 창업초기단계 벤처기업에 대한 투자가 미흡하고 첨단기술 분야 및 수도권에 투자가 집중된 데다 신규상장 및 M&A 시장의 높은 진입장벽 등으로 벤처캐피탈의 투자자금 회수 등이 어려운 상황이다. 첨단기술 벤처기업의 경우 투자자와 벤처기업간 정보의 비대칭성으로 투자자금 조달에 어려움을 겪을 수 있으나 벤처금융 선진국은 정부 자금지원시 시장과 민간투자자와의 연계, 해외 저명 벤처캐피탈사와의 공동투자 유도 등 다양한 유인설계(incentive mechanism design)를 통해 동 문제를 해결하고 있다. 이러한 점들을 감안하여 우리 정부 및 지자체는 민간부문과의 공동펀드 확대, 지역별로 특화된 매칭펀드 조성, M&A 등 벤처캐피탈사의 출구경로 다양화 등을 통해 창업벤처생태계를 개선하는 데 주력할 필요가 있으며, 벤처캐피탈사도 외국 벤처캐피탈사와의 공동투자 등을 통해 투자대상 기업선정 및 가치증대 활동에 노력을 경주할 필요가 있다.

The personal freedom in Rousseau’s thought consists of natural freedom and moral freedom. Natural freedom means not the liberty of the primitive but of the person in society who lives without contact of the others. It requires the constraint of one’s passions and indifference to the others’ regards or opinions. Moral freedom means the obedience to one’s own moral standards. It requires also the constraint of one’s passions and the subjection to the commands of the conscience. Rousseau’s theory of freedom differs from the modern liberalism in that natural freedom includes the liberation from the inner obstacles such as the vanity(amour-prepre) which the liberalists often ignore and in that his moral freedom include moral duties such as conscience which they exclude from their theory of liberty.

The civic freedom in Rousseau’s thought mainly consists of moral freedom. Because moral freedom means the obedience to one’s own moral standards, it requires the constraint of one’s passions and the subjection to the commands of the conscience. For the citizens who participate in the life of the community, it means mainly the obedience to the law and the exercise of civic duties. The general will that he suggests is to prevent the destruction of civic freedom by the government rather than to promote the totalitarianism. In that the general will implies and presupposes the obedience to the law and to liberate the citizens from the dependence to the other humans, Rousseau is a republican rather than a totalitarian. The solutions which he suggested were the educative ones that might move human hearts. Even though he was conscious of the limits and dangers of the education controlled by the state, he could not give up the aspiration to form the virtuous citizen by education.

창조경제 활성화를 위한 금융지원 방안에 대한 연구 : 신용보증제도를 중심으로

Considering the network externality and spill-over effects, this paper constructs the theoretical model for analyzing the financial policies focusing on the credit guarantee system for Creative Economy, which has been set as the new policy paradigm for the Korean Economy. The analytical results show that it is as much as important to improve the efficiency of the financial markets and construct the infrastructure for reducing the information asymmetry problem which would be more serious in the creative finance. Although it is important to fill the gap due to the market failure it is also crucial to construct the appropriate financial schemes for the various stages of the innovative firms growth. Without these, the impacts of current public funding policies may crowd out the amount of private market funds for the innovative firms or reduce the possibility of commercialization of new technologies in these firms. Based on the evaluation of current related public policies from the perspectives of creative finance, we imply that the current financial policies appear to be quantity oriented not the quality based. Although the policy goals would be appropriately set for vitalizing the Creative Economy in Korea, they appear to be still unsuccessful to address the information asymmetry issue which is the major concern in vitalizing the creative economy. Thus we emphasize the market friendly policies, risk-sharing between the various market participants, revitalizing the relationship banking and efficient management of credit guarantee system in Korea based on the analytical model as well as the evaluation of related policies regarding the creative economy.

방사선치료 시 자세와 device에 따른 호흡신호의 분석

방사선 치료에서 일정한 호흡주기의 유지가 필요한 흉부 및 복부를 치료할 때 환자의 자세와 belly board device의 사용 여부에 따라 다르게 나타나는 호흡신호의 차이를 통계적으로 분석하여 임상적용에 관한 유용성을 검정하였다. 호흡주기유지는 supine 자세에서 비교적 양호하게 나타났으며, prone 자세에서 호흡주기 유지가 양호하지 않은 경우에 belly board를 적용하여 85%가 유의하게 다른 패턴의 호흡주기를 보였고, 57%는 호흡주기 유지가 양호하게 변화한 것으로 나타났다. 각 피험자의 비만도와 체중에 따른 호흡주기유지 안정성의 차이는 보이지 않았으며, 안정성의 상대적 비교지수로 분석한 시간의 흐름에 따른 호흡의 안정성 유지는 supine 자세에서 비교적 안정적이었으며, 호흡주기 유지의 검정통계결과와 일치하였다(p=0.044, kappa=0.607). 흉부 및 복부 심지어 골반의 방사선치료에서도 호흡에 의한 환자의 움직임은 중요한 고려사항 중 하나이다. 환자의 치료부위와 target의 위치, 예상되는 plan의 beam arrangement에 따라, 환자의 자세 및 device의 여부가 결정되지만, 본 연구와 같이 호흡신호의 통계적 분석과 이의 적용을 통해, 호흡유지에 최적의 자세, belly board와 같은 device 사용여부를 결정하여, 호흡주기의 유지 및 호흡의 안정도 유지에 기여할 수 있을 것으로 사료된다. This study statistically analyzed the difference of the stability of maintaining a respiratory period shown according to position and use of a device to search the tendency and usefulness of a device. The supine position showed better maintaining respiratory cycles than the prone position. The 85% of subjects who showed bad maintenance pattern of a respiratory cycle were significantly different pattern with using belly board. It could be said that there was a significant correlation between the maintenance of a respiratory cycle and relative index of respirational stability(p=0.044, kappa=0.607). The movement due to respiration was one of important considerations in the radiation therapy on chest, abdomen, and even pelvis. This study could contribute to the high quality radiation therapy by statistic analysis of respiratory signals and its application.
