        소득격차와 소득변화, 그리고 미래기대

        본 연구는 개인의 주관적 후생(행복)과 소득의 관계에 있어서 미래기대의 중요성과 그 형성요인에 대한 이론적·실증적 검토를 목적으로 한다. 미래기대는 소득수준 이외의 다양한 소득변화 양태를 복합적으로 고려한 중요한 판단임에도 불구하고 미래기대의 형성요인과 그 역할에 대한 논의는 그동안 많이 이루어지지 못하였다. 이러한 문제의식 하에 본 연구는 미래기대에 대한 소득격차와 소득변화(소득이동성, 소득안정성)의 관계를 실증적으로 분석하였다. 분석결과 안정적인 소득상승의 경험은 미래기대를 제고하는 것으로 나타났으며, 이러한 소득변화의 경험은 준거집단에 대한 소득격차에 비해 통계적으로 유의미하게 차이가 났다. 또한 동일한 소득상승을 경험하더라도 안정적 소득변화를 경험하는 경우 또는 동일한 소득안정성을 갖더라도 소득하락보다는 상승을 경험하는 경우 미래상황에 대한 기대는 보다 긍정적인 것으로 나타나, 소득변화에 있어서 소득이동성과 소득안정성은 시너지효과를 갖고 있음을 발견하였다. 이러한 발견은 다양한 사회·고용정책에 있어서 안정적인 소득보장의 가치와 필요성을 강조할 뿐 아니라 주관적 후생 증진의 연결고리라는 점을 제시하는 근거라고 할 수 있다. The purpose of this study reviews the theoretical importance of future expectation in the relationship between subjective well-being and income, and explores the determinant factors of future expectation related to income change. Although the future expectation is individual"s crucial judgment concerned their various income change aspects, it hasn"t almost been discussed about how future expectation formed. In these respects, we investigate empirically the relationship between future expectation and income disparities, income mobility, and income stability. Empirical results show that experience of stable income increase raises future expectation when it considered with income changes. In addition, we found that income mobility and income stability have a synergy effect on the future expectantly. When people experience more stable income change even if they experience same income increases with others, people have a more positive future expectation. And when people experience an income increase even if they experience same income stability with others, people have a more positive future expectation, too. Based on these empirical results, we noted that stable income security plays a key role in forming a future expectation in policy reality.

        맞벌이 여성의 삶의 만족도에 관한 연구

        Previous studies have focused on analyzing the unequal division of housework in explaining the women’s life satisfaction, yet paid little attention to the incongruent situations that surround women. We test the hypothesis that the two incongruent dimensions will decrease working women’s life satisfaction. The one is the incongruence on gender role attitude between wife and husband, the other is the incongruence on the couple’s gender role attitude and the actual share of housework. For this, we employ types of the couple’s gender role attitude types and a relative measure of housework. By using the 2014 Korean Time Use Survey, we analyze the relationship between gender role attitude, the actual share of housework and working women’s life satisfaction. The results show that the conflict gender role attitude between partners has a negative relationship with women’s life satisfaction. Furthermore, women in the egalitarian type are related to lowering life satisfaction due to the discrepancy between gender role attitude and their share burden reality. In particular, women in the conflict and egalitarian type of couples’ gender role significantly decrease their satisfaction level when they have over 20% housework. We discuss the contributions of women’s life satisfaction literature and policy implications of our findings.

        재산세공동과세제도의 수평적 재정형평성 효과에 관한 연구 : 공급비용과 배분방식을 중심으로

        This study analyzes the effect on the horizontal fiscal equity of the shared property tax system(revenue sharing) initiated by Seoul Municipal Government since 2008 with respect to two distinguished points; first, it compares the equal allocation method of the shared property tax revenue in progress with other allocation methods(the financial power index, the population size index, and mixed index), second, it takes into account the service supply cost differentials among 25 autonomous districts. Analysis shows that 1) the shared property tax system in Seoul has contributed to the decrease in horizontal fiscal disparity but the effect size is a pretty modest rather than significant, and 2) a allocation method by the financial power seems better than the current equal allocation method.

        불평등의 다차원적 접근 -정 및 활용-

        The purpose of this paper is to measure inequality that exists in Korean society empirically using multidimensional approach. Until now, a method for inequality measurement has been mainly focused on economic inequality, like income inequality. However, to measure or evaluate income inequality by itself has limitations on understanding structure of inequality within society, because, in reality, inequalities have been occurring in various dimensions like education, health, and housing in addition to income. Thus, the efforts to measure the degree of inequality by various dimensions including income have been made and multidimensional inequality index (MDI), as part of this effort, has received many attentions recently. This paper introduces MDI and attempts to apply to Korean society using KOWEPS(Korea Welfare Panel Study) data with three dimensions(income, education, and health) for 2005-2011. Analysis on each dimension shows a decreasing trend just like MDI showing the same. However, we found different behaviors among them; the contribution of income and education to MDI continued to decrease, whereas that of health appeared to be steadily growing. In addition, each dimension seems to have a different role to MDI depending on regional level; health played a main role in urban whereas income did in rural.

        지역 내 소득불평등도에 따른 주민참여

        This study examines the relationship between the income inequality and the citizen participation on the local government level. Based on the hypothesis that the degree of participation by citizens concerning public interests of the community will partially be influenced by the level of income inequality of the relevant area, the types of citizen participation were classified into civic engagement and political participation before examination. This is because there may be a disparity among both sides with regards to the direct solution methods of participation capacity and public interests, and the influence of income inequality regarding such may be different. Moreover, the relevance of civic engagement regarding political participation was examined. Our results show that the degree of citizen participation pursuant to the level of income inequality within the area was found to manifest a disparity depending on the type of participation. In other words, the level of income inequality had a positive correlation with the number of volunteer associations in terms of the civic engagement, and had a positive correlation with the turnout in the local elections in terms of the political participation. Furthermore, in terms of civic engagement, there was a positive relationship with the turnout in the local election concerning the political participation, but concerning the degree of citizen-initiated contact, a statistically meaningful result was not found.

        소득불평등과 복지정책선호

        This paper seeks empirical evidence to test whether the median voter theorem (MVT) (Meltzer and Richard, 1981) is applicable or a relevant explanatory framework in accounting for the relationship between income inequality and support for welfare policy in Korea. Towards this end, we review the MVT and alternative models including those of Moene and Wallerstein (2001), Husted (1989). and Benabou (2000), and suggest the relationship can be separated into two stages following Kelly and Enns (2010): First, the relationship between inequality and policy preferences, and second, the transformation of policy preferences into policy proposals. Using Seoul Welfare Panel survey data and various inequality measures, we focus upon and test the first stage of the relationship, firstly, through a cross regional comparison across 25 municipal governments in Seoul, and secondly, through a comparison of serial changes in inequality and policy preferences in each of the municipalities. The findings show that higher inequality tends to be coupled with higher support for welfare policy across regions as well as across time in Seoul and offer tentative support for the MVT.

        만족도 측정 방법의 비교 가능성 연구: 행정서비스 만족도의 4, 5, 11점 리커트형 문항을 중심으로

        The aim of this study is to examine whether results of various Likert type scale items can be compared. Currently, survey results are often compared with questions measured by different scale items, but one of the two assumptions is needed for comparing those results. First, various Likert type scale items should have same results by previous conversion methods under same circumstances or second, there is a new way to convert different results from different scale items to same results. If these assumptions are not met, it is inappropriate for this comparison. So, we try to examine whether results of 4, 5 and 11 Likert type scale items are same under well-known 101(0~100) scale conversion methods. If not, we should consider which conversion methods can be suggested. Additionally, all this process was conducted based on a survey experiment. As a result, we confirm that 4, 5 and 11 Likert type scale items produce different results under well-known conversion methods and it can be difficult to suggest simple linear conversion methods. Consequently, we conclude that it is inappropriate to compare results from different Likert type scale items by linear conversion and it can be possible only under particular conditions.
