이 연구는 제주의 지역성에 관한 이론적 논의에 기여하기 위해 지정학적 위치, 본토 국가와의 관계, 문화적 가능성을 중심으로 제주지역을 정의한다. 기존 논의가 국가와의 관계를 소홀히 하고 육지에 있는 접경지역과 차이점을 간과한 것을 비판하며 본 연구는 관계적 관점에서 제주를 ‘별도공간(annexational space)’으로 개념화한다. 별도공간은 본토와 가깝지만 따로 위치하고, 본토에 귀속되어 있지만 독립적인 역사와 문화를 가지고 있는 지역을 뜻하다. 별도공간으로서 제주의 지역성은 다른 스케일에서 다음 세 가지로 나타난다. 첫째, 제주의 지리적 조건으로 인해 지정학적 질서 속에서 미국, 일본의 군사기지 장소로 이용되는 한편, 송금의 제도화와 세계화 흐름에서 국제자유도시 발전의 기회를 가졌다. 둘째, 본토와 국가는 국가수립, 경제성장, 이데올로기 통제를 위해 제주를 활용하고 도시개발 실험을 이행하여 제주는 도시개발의 혜택과 부작용을 가졌다. 셋째, 제주는 본토에서 가지기 힘든 대안적인 삶과 문화예술 활동을 위해 이주한 문화이주자들의 정착지로 발전하였다. 이 연구는 또한 제주의 지방정부와 도민들이 제주의 지역성에 대한 대응도 정체성의 중요한 부분을 이룬다는 함의를 제공한다. This paper contributes to the theoretical discussion on Jeju"s locality focusing on the geopolitical location, the relationship with the mainland, and cultural capacity. Criticizing the previous debates for neglecting the relationship with the state or overlooking the differences with border areas on land, this study conceptualizes Jeju as an ‘annexational space’ based on a relational approach. The annexational space refers to a place that is close to the mainland but located separately so, though belonging to the mainland, it has an independent history and culture. Jeju as an annexational space has the following three regional characteristics. First, in the geopolitical order encompassing South Korea, Jeju has been the site of military bases for the United States and Japanese armies, but since has become an international free city that engages in institutionalizing remittances and globalization. Second, the mainland and the state have used Jeju as a test ground for urban development along with state-building, economic growth, and ideological control. Third, Jeju has developed into a settlement for migrants who seek an alternative life and cultural and art activities that are hard for them to have on the mainland. The study implies that the responses that the local government and citizens have had to the Jeju’s locality also constitute the identity of Jeju.

Measuring urban sprawl with accessibility approaches is based on measuring interactions between housing and facilities in cities. Among them, multi-facility accessibility is noteworthy in that it measures the interactions directly using various kinds of facilities. However, there is a limit that existing methods of multifacility accessibility, up to now, have been applied only on local and urban scale. Without being applied on metropolitan scale, the methods could not measure influence of metropolitan area and that of adjacent urban area. Based on the limit, this study develops a method for measuring sprawl on metropolitan scale using multi-facility accessibility. To achieve the goal, the authors improve the existing methods in three ways. (1) This study subdivide research data on scales, and (2) expand the existing K-nearest facility accessibility to metropolitan scale. (3) The authors set the whole metropolitan region as research area to measure the influence of adjacent urban area. This study has implications in that it extends the measures to metropolitan scale, which would make sprawl management more comprehensive.
