본 연구는 지역발전특별회계의 변화과정 및 문제점을 분석하고 개선방향을 제시하는 데 목적을 두었다. 지역발전특별회계는 2005년 균형발전특별회계(노무현정부)로 시작해, 2010년 광역지역발전특별회계(이명박정부), 2014년부터 현재의 지역발전특별회계로 변모되어왔다. 각 정부별 지역발전 비전 및 접근에 따른 지역발전특별회계의 변화내용 및 특징을 분석하였다. 지역발전특별회계의 문제점으로 균형발전 본래 취지 상실(이명박 · 박근혜 정부 기간 수도권 · 대구/경북 예산대폭 증액, 충청 · 호남 예산유지/감소), 제한적인 재원규모 및 국고보조사업 성격 잔존, 지역발전 추진역량 부재, 재정여건 미감안 동일보조율 및 부지매입비 부담 등이 도출되었다. 향후 지역발전특별회계 개선방향으로 첫째, 균형발전 가치 회복 및 배분과정 투명성 제고, 둘째, 재원규모 점진적 확대 및 진정한 포괄보조금화, 셋째, 재정여건 감안 차등보조율 설정 및 부지매입비 일부지원 등을 제안하였다. This study aims to figure out changing process of special grant for regional development and its innate problems, and provides improvement direction. Special grant for regional development was firstly called “account for balanced national development” in 2005(Roh’s administration), and changed its name “special grant for metropolitan regional development” in 2010(Lee’s administration) and finally in 2014 it has its current name. This study examines changes and characteristics of special grant for regional development by administrations’ development goal and approaches. Main problems of special grant for regional development are as follow: discrimination in budgeting by province(Under the Lee’s and Park’s administration, the government expenditures have increased in Seoul, Daegu and Gyeongsangbuk-do Province, but decreased in Chungcheong-do Province and Honam area), finance ceiling, heavy reliance on government subsidies, lack of consideration in financial situation, loss of development thrust, same subsidy ration and financial burdensome for site purchasing. Its improvement direction must aim to regain the value of balanced regional development and transparency in distribution of fund. Secondly, it must include increasing budget scale and block grants. Finally, it must offer differential subsidy ratio by the financial conditions of local bodies and financial support for site purchasing.

교통신호제어기를 관제하는 교통정보센터가 있는 지자체의 경우 긴급차량에게 우선신호를 부여할 수 있는 방법이 있으나 지자체간 사업화가 이루어져 긴급차량의 관외 출동 시 호환되지 않는 문제점 등이 있다. 이에 경찰청은 소방청과 함께 긴급차량의 관외 출동시에도 호환성을 확보할 수 있도록 경찰청 「긴급차량 우선신호 시스템 표준 규격」을 통해 규격화를 진행하고 있다.

In this study, the transit waiting time at signalized intersection for the active transit signal priority was modeled depending on the detector location, and this model can determine the detector location for the minimum transit delay in median exclusive tram or bus lane. With the application of the various transit speed and detector location, this study analyzed the change of transit delay. In addition, this study analyzed the active transit signal priority using a microscopic simulation under the same conditions with the analysis of transit waiting time. The result of microscopic simulation using VISSIM also showed the similar trend with the results from the waiting time model. This research made sure that the transit delay can be changed according to the detector location only, even if the delay of passenger car had a slight change.
