It is time for a full review of the consumer administration system to prepare for the era of decentralization of consumer sovereignty, improve the quality of life of local residents, and strengthen the local government's ability to respond to consumer problems. Through on-site experience, I’m trying to find out explore ways to develop local consumer administration by analyzing major obstacle factors to vitalizing consumer administration of local governments. There are many factors, but I focus on areas that need to be resolved first, local governments’ own recognition problems, legal issues (Local Autonomy Act and Framework Act on Consumers), and system issues (organizations, manpower, budgets). In particular, it is necessary to revise the Local Autonomy Act and the Framework Act on Consumers, which have served as the legal basis for local consumer administration, to suit reality. I hope that high-quality public services can be realized from the perspective of demand all over the region. 소비자기본법으로 전면 개정된 이후 지방분권시대가 열리고 있는 즈음에 소비자주권 또한 지방화시대를 준비하며 지역주민의 삶의 질을 높이고, 지방정부의 소비자문제 대응력을 강화하기 위해 소비자행정 체계의 전면적인 검토가 필요한 시점이다. 그간 많은 연구자들을 통해 지방소비자행정의 활성화를 위한 개선안을 내놓았음에도 불구하고 실제 개선된 부분이 거의 없다고 해도 과언이 아니다. 소비생활센터가 설치된 지 15년이 지난 시점에서 발전적인 변화 없이 인프라, 조직 등 많은 부분이 미흡한 채 운영되고 있다. 이는 결국 지역 주민들의 소비생활에 필요한 행정서비스 공백을 해소하지 못한 채 방치되고 있는 것이다. 이에 소비자 전담기구가 설치된 광역지방자치단체의 소비자행정 활성화 장애요인을 현장경험을 통해 분석함으로써 지방소비자행정의 발전방안을 모색하고자 한다. 여러 요인들이 있지만 우선적으로 해결되어야 할 부분들에 무게를 두고, 지방자치단체 스스로의 인식문제, 법적인 문제(지방자치법 및 소비자기본법), 제도적인 문제(조직, 인력, 예산) 등을 중심으로 서술하였다. 특히 지방소비자행정의 법적 기반으로서 역할 해 온 지방자치법과 소비자기본법을 현실에 맞게 개정하는 것이 필요하다. 이를 통해 지역 곳곳에서 수요자 관점으로 양질의 공공서비스가 실현될 수 있기를 기대한다.

스마트폰 센서를 활용한 공동주택 층간소음 모니터링 시스템 구축

The interlayer noise in apartment buildings is becoming a social problem, and the number of disputes related to it are increasing every year. Measuring and locating the noise sources using sound level meters is critical for the resolution of this problem. However, sound level meters are expensive, delicate, bulky, making them difficult to use. Smartphones are powerful minicomputers equipped with various sensors like microphones, accelerometers, gyroscopes, GPS, etc. They are a universal device used by the majority of the population. Many studies have proven the accuracy of smartphone noise measurement applications and their potential as environmental monitoring tools. But studies on the potential for the use of smartphones to resolve the issue of interlayer noise in apartment buildings are lacking. Therefore, this study proposes a system to monitor the interlayer noise that will measure the sound and estimate the location of the noise using the sensors and applications in smartphones. To evaluate how this system can be used effectively within an apartment building, a case study has been performed to verify its validity. The result shows that the Mean Absolute Error (MAE) between the actual noise generating position and the estimated noise source location was measured at 1.7 m, with a minimum error of 0.4 m and a maximum error of 3.2 m. This means that smartphones, in the future, can be used as low-cost monitoring and evaluation devices to measure the interlayer noise in apartment buildings 층간소음은 사회적 문제로 대두되고 있으며 이와 관련한 분쟁 건수는 매년 증가하고 있다. 이를 해결하기 위해서는 소음측정기(Sound level meter)를 사용한 소음의 측정과 소음원의 위치 파악이 매우 중요하다. 그러나 소음측정기는 비전문가가 사용하기 어렵다. 스마트폰은 다양한 센서(마이크로폰, 가속도계, 자이로스코프, GPS 등)가 탑재된 강력한 미니컴퓨터이며 인구 대다수에게 보편화된 기기이다. 많은 연구들은 스마트폰 소음측정앱의 정확성과 환경모니터링 도구로서의 가능성을 입증했지만, 층간소음 문제 해결을 위한 스마트폰의 활용 가능성에 대한 연구는 부족하다. 따라서 본 연구는 스마트폰의 센서와 어플리케이션을 활용하여 층간 소음의 측정과 위치추정을 위한 층간소음 모니터링 시스템을 제안한다. 본 시스템을 공동주택 내에서 효과적으로 활용할 수 있는 방법을 평가하기 위해 Case study를 수행하여 적용가능성에 대한 타당성을 검증한다. 실험 결과, 실제 음원 발생 위치와 추정된 소음원 위치의 절대평균오차(MAE)는 1.7m로 측정되었으며, 최소 오차 0.4m, 최대 오차 3.2m로 측정되었다. 이 결과는 향후 스마트폰이 층간소음을 위한 저비용 모니터링 및 평가 장치로 활용될 수 있음을 보여준다.

Manufacture of Functional Yogurt Supplemented with Crude Materials extracted from Kaempferia parviflora

Kaempferia parviflora (Krachaidam, Zingiberaceae) is used as a traditional Thai medicine for treatingvarious ailments, including allergy, fatigue, sexual dysfunction, and ulcer. Moreover, it is also used topromote longevity and as a nerve tonic. The aim of this study was to develop functional yoghurtcontaining Kaempferia parviflora and to examine the physicochemical characteristics of yoghurt supplementedwith different concentration of K. parviflora. To this end, we examined the pH and sensoryevaluation of yoghurt containing K. parviflora. The pH of this yoghurt decreased whereas the TAincreased with incubation time (up to 5 h) without altering the amounts of K. parviflora added. In thesensory evaluation, the taste, flavor, color, and overall acceptability decreased in proportion to theamount of K. parviflora added. Among the experimental group, high scores were achieved by yoghurtcontaining 1% K. parviflora compared with that by the control group. We conclude there is an urgentneed for additional research on the production of this multi-functional yogurt (with properties includinganti-obesity and anti-inflammatory), using an optimum concentration of K. Parviflora.

상호 의존적 수명 분포하에서의 연생보험에 관한 연구

지금까지 연생 생명보험에 관한 대부분의 연구에서는 보험 가입자의 수명분포가 서로 독립이라는 가정하에서 연구가 진행되어 왔다. 하지만, 최근 이루어진 다양한 연구에서는 보험가입자간의 수명에 연관성이 존재할 수 있으며, 따라서 이 경우 보험 가입자의 수명에 관한 상호 연관성을 모형화하고자 하는 몇몇 연구가 이루어지고 있다. 본 연구에서는 보험 가입자의 수명분포가 공통적인 환경적 요인에 영향을 받는 경우를 고려하고, 상호의존적 수명분포하에서 연생보험에 관한 연구를 진행한다. 또한 보험가입자간 수명 분포가 실제 독립이 아닌 경우에 이에 관한 독립을 가정하는 경우 발생할 수 있는 문제점을 분석해 보기로 한다. Most studies on the joint life insurance assume the lifetimes of insurers to be mutually independent; however, there have been various studies that illustrate the dependency of insurers' lifetimes. Subsequently, some approaches to model this type of dependency have been suggested. This paper proposes a joint dependent lifetime distribution for coupled lives under common environmental effect and applies the proposed model to the study of the joint life insurance. In addition, we investigate the effect of the false assumption of independent lifetimes when there exists dependency between the insurers' lifetimes assumed in this paper.

영아기 기질적 활동성과 아버지의 양육참여가 유아기 또래 상호작용에 미치는 영향

The purpose of the study was to examine the longitudinal trajectories of infants' temperamental activity levels and their fathers' involvements in child rearing, and to analyze the influences of different trajectories on peer interaction at age 3. This study used the first to fourth wave data set of 1,150 families from the Panel Study of Korean Children, which was a birth cohort panel born in 2008. LGM was used to examine developmental changes of predictors and their longitudinal influences on the dependent variable. The results are as follows. First, the level of temperamental activity increased from birth to age 1, but after that it stayed stably without dramatic changes; fathers showed a steady increase in parenting their children through the first 3 years. Second, the initial level and slope of temperamental activity levels among boys had a direct influence on peer interaction, and the paternal involvement in parenting showed an indirect effect. In contrast, only the initial levels of fathers’ participation influenced girls’ interaction with friends. This study highlights different roles of children's early temperament and their fathers’ engagement in facilitating their peer interaction associated with gender. Also, it implies that longitudinal methodology is useful to find various developmental pathways to children's peer interactions.
