2020년 한국전쟁 70주년을 맞아 한반도 및 동아시아 탈-냉전·분단과 평화 시대에 대한 더 높은 수준의 상호 협력과 이행 로드맵의 준비가 요청되는 가운데 1987년 민주화운동과 1989년 미·소 냉전 종식에 대한 군사주의 및 반공주의적 반발로 건립된 용산 전쟁기념관은 변화의 중대 기로에 서 있다. ‘6.25’로 상징되는 한국전쟁의 기억, 국가주의 및 반공주의적 전쟁사에 매몰된 전쟁기념관은 평화사와 공공역사교육의 장이라는 관점에서 평화기념관의 구조와 전시 내러티브로 전환되어야 한다. 평화기념관은 전쟁의 역사를 객관적으로 기술하되 평화의 맥락에서 ‘사람’에 주목해 깊이를 보여주는 전시 내러티브와 전쟁으로 인한 모든 죽음과 고통을 되새기고 애도하며 평화와 인권을 지향하는 공간이어야 한다.

본 논문은 시화호 간척지의 지속가능한 개발을 위하여 이해당사자들이 의사결정과정에 참여하기 위한 체제와 구조, 그리고 절차를 개발하고자 시화호 유역에서 연안통합관리를 시행하는 과정에서 얻어진 문제점과 한계에 관하여 논하였다. 수질개선과 환경복원을 위해 2001년 수립된 시화호 종합관리계획의 시행평가를 통해 통합관리계획의 수립과 시행간의 격차를 감소시키기 위한 유용한 지침을 제공하고자 하였다. 시화호 간척지의 토지이용방식에 대한 이해당사자간 갈등을 해소하는 것은 이 지역의 연안통합관리에 가장 중요한 문제 중의 하나이다. 이를 위해서는 과학적인 평가를 통한 의사결정지원도구와 이해당사자의 관리역량을 강화하기 위한 프로그램을 마련하는 것이 시급하다. This article is based on the findings of problems and limits in implementing integrated coastal management strategy in Shihwa Lake area to develop management framework, mechanisms and processes that insure the participation of various stakeholders in making decisions for sustainable development of reclaimed land. The project performance of the Shihwa Comprehensive Management Plan for Water Quality and Environment Restoration formulated in 2001 was evaluated and reviewed to give some valuable guidance for reducing the wide gap between integrated planning and implementation. Managing inter-sectoral conflicts among future land uses in Shihwa reclaimed area is one of the most important issues to make progress in integrated coastal management. There is a urgent need of developing scientific decision-supporting tools for evaluating the alternative scenarios as well as capacity building programs for local stakeholders.

Recently, research teams have been organized and joint research, and archiving works have been consistently accumulated based on large-scale film collecting projects. Based on such projects, this article tries to build methodology of studies on Korean war footage films and exemplify research analysis and explanation which should be provided in academic and public film archive. Pictures are historical materials that can constitute historical facts through cross analysis and critical aggregation of related documents, photographs, oral data. Above all, social atmosphere of the times, which cannot be expressed sufficiently only by statements in documents or oral datas, can be represented faithfully through images. Image study is to analyze information such as people, objects, sound, backgrounds, development of events, narration in images. This paper profoundly accesses and understands technical factors and historical·social context of image photographing. To be specific, discussing the research methodology of the Korean War images by comprehensively accessing the producing subject, intention, subject, and photographing method and technique, this paper analyzes the gap between historical reality and visualized representation the image intended and reflectively assesses the meaning of the crack. To make such work possible, while sufficiently cataloging and describing metadata of images should be accomplished at the stage of collecting images, it is necessary to analyze military·social·historical context of the images by cross analysis of associated documents, photographs, oral datas and research of related literature. This article exemplifies overall research analysis and explanation of U.S. Army footage film about experiences of Mo Yoonsook(RG 111 ADC-8517) and Olympic games in pow camp No.1(Keoje-do) which were taken by motion picture team, photograph unit, A company 71 Signal Battalion. 최근 대규모 영상 자료 수집 프로젝트의 성과를 바탕으로, 연구팀이 조직되고공동 조사·연구·아카이빙 작업들이 꾸준히 쌓이고 있다. 이 글도 이러한 작업을토대로 한국전쟁 영상 연구의 방법론을 세우고 학술적·대중적 영상아카이브에서 제공되어야 하는 연구 해제의 예시를 보여주고자 한다. 영상은 관련 문서·사진·구술 자료의 교차 분석과 비판적인 종합을 통해서 역사적 사실을 구성할 수 있는 역사 자료다. 무엇보다 영상 이미지는 문서상 서술이나 구술로도 충분히 전달하기 여러운 시대적 분위기를 충실히 재현한다. 영상연구는 영상에 등장하는 사람·사물·장소·날짜·사운드·배경·사건의 진행·내래이션 등의 정보를 분석하는 것이다. 이 글은 이런 분석을 토대로 영상(촬영)의 기술 요소와 역사적·사회적 맥락을 깊이 있게 이해하고 접근하고 있다. 구체적으로는 영상의 생산 주체와 의도, 영상의 피사체, 영상 촬영의 방법과 기술에 대해종합적으로 접근하면서 한국전쟁 영상 연구 방법론을 논의한다. 그러면서 영상이 의도하고 시각화한 재현과 역사 현실의 균열을 분석하고 그 의미를 성찰적으로 평가하고 있다. 이런 것이 가능하려면, 영상의 수집 단계에서부터 영상의 메타데이터에 대한충실한 ‘목록 작성과 서술(cataloging)’이 이루어져야 하고, 해당 영상과 관련한문헌 연구와 문서·사진·구술 자료들을 교차분석하면서 영상의 군사적·사회적· 역사적 맥락을 분석하는 작업이 요청된다. 이 글은 미 육군 푸티지영상 중 71통신대 A중대 사진대 영상팀이 촬영한 모윤숙 체험 관련 영상(RG 111 ADC- 8517)과 거제도포로수용소 올림픽 관련 영상(RG 111 LC-29589)에 대한 종합적인 연구 해제를 작성해 예시한다.
