        The Event History Analysis of the Incidence of New High-Tech Firms in the Research Triangle Region, North Carolina

        The purpose of this research is to examine the factors affecting the incidence of new high technology firms in Research Triangle Region, North Carolina. Using a recent start-up firm database and employing the event history analysis technique, the study finds that the number of high-tech businesses and the proportion of small high-tech firms to all firms are two significant regional factors affecting the incidence of new high-tech firms. The results of multi-variate logit regression analysis support the argument that the incidence of new high-tech firms in a region is likely to be a multi-causal process wherein no single factor is identifiable as sufficient to generate a significant level of high-tech entrepreneurial activity. These results are consistent with high-technology and regional development theories based on professional labor markets and localized knowledge spill-overs.

      • 해녀콩(Canavalia lineata) 유식물 자엽에서 Canavalin 분해효소의 성질

        해녀콩(Canavalia lineata) 자엽에서 canavalin 분해활성을 갖는 endopeptidase를 DEAE-Sephacel컬럼 크로마토그래피로 분리하여 protease 억제제의 효과와 합성기질에 대한 특이성을 조사하였다. Canavalin분해효소의 활성은 phenanthroline, EDTA 그리고 DTT에 의해 크게 억제되었으며 ?????와 ????? 등의 2가 양이온에 의해서도 크게 억제되어, canavalin 분해효소는 metalloproteinase로 밝혀졌다. 또한 Cbz-gly-ONP, Cbz-gln-ONP, Cbz-ala-ONP 등의 ester 결합을 잘 분해하여 합성기질에 대한 분해특성이 mung bean의 vicilin peptidohydrolase와 대단히 유사하였다. The canavalin-hydrolyzing protease was isolated by a DEAE-Sephacel column from the cotyledons of Canavalia lineata, and characterized by sensitivity to protease inhibitors and divalent cations, and hydrolytic specificity on synthetic substrates. This prorease was inhibited by metalloproteinase inhibitors such as phenanthroline, EDTA and DTT, and also inhibited by divalent cations of ???? and ?????. Furthermore, this protease readily hydrolyzed synthetic esters of Cbz-gly-ONP, Cbz-gln-ONP and Cbz-ala-ONP, indicating that this canavalin-hydrolyzing protease is similar to vicilin peptidohydolase in mung bean.

        The Effectiveness of Korea's ODA: the Cases of KVIP in Can Tho City and Rural Development in Quang Tri Province in Vietnam

        Korea's ODA programs have been ineffective due to duplication of projects and policy inconsistency with high percentage of consessional loans, large number of recipients, and rational bias due to fragmented ODA system. This research intended to investigate the effectiveness issue based on two recent projects in Vietnam implemented by Korean government. Based on the literature on the effectiveness of ODA and the comparative analysis between KVIP in Can Tho City and Quang Tri New Rural Development Project, this research found that QTNRD project was more effective than KVIP. QTNRD project was more effective because the project was implemented by MOFA and KOICA with more specific objectives and worked more closely with the recipients providing soft loans and grants. The research implies that the Korea's ODA practices characterized by the lack of integrated structure, the overlap of aid projects and the mismatch of demands and needs need to by improved.

        한국 테크노파크 조성정책과 기능변화 과정 분석

        The purpose of the study is to derive the policy implications for regional industrial policy and regional development in the past 20 years by analyzing the TP creation policy and functional change process. From 1998 to 2017, 18 TPs were established nationwide and they experienced the four regime changes. During the process of responding to changes in regional industrial policies of the central government, Korean TPs experienced three phases of functional change. Korean TPs performed the six functions planned by the central government in the early stages, and Lee Myung Bak government added regional innovation business base functions, and then Park Geunhye government added network hub functions. This change in function was the result of the implementation of the government's regional industrial policy. The results of the analysis indicate the followings: First, the path-dependent nature of the inter-governmental relationship between the central government and TPs established in the early days was path-dependent. Second, the gradual change in the function of the TP was not made suitable for the regional characteristics, but the change in regional governance by the central government's policies, financial support, and evaluation of human resources and management performance of the institution were affected. This suggests that in order to activate the functions of TPs in the future, it is necessary to provide flexible TP development strategies, autonomy, and innovation governance reorganization in consideration of regional conditions and characteristics. 이 연구는 지난 20년간 한국 테크노파크 조성정책과 기능변화 과정을 혁신클러스터의 단계별 발전이론 관점에서 분석하여 향후 지역산업정책과 지역발전에 대한 정책적 함의를 도출하고자 하였다. 1998년부터 2017년까지 전국에 18개 테크노파크가 조성되었고, 이들은 4차례 정권교체를 경험하면서 중앙정부의 지역산업정책 변화에 대응하는 과정에서 ‘창업보육 및 기술지원을 위한 혁신공간 조성기(1998-2007)’, ‘지역산업 육성을 위한 전문가조직 구성기(2008-2012)’, ‘기업지 원과 지역혁신거점 기능을 위한 네트워크허브 구축기(2013-2017)’의 3단계 기능변화를 경험하 였다. 한국 테크노파크의 기능변화 과정을 분석한 결과, 테크노파크는 초기 중앙정부가 기획한 6 대 기능을 시작으로 참여정부에서 지역산업육성정책 수립과 지역혁신사업거점 기능이 추가되었 고, 이후 정부에서 기업지원 네트워크허브 기능이 추가되었다. 한국 테크노파크의 이러한 기능변 화는 정부의 지역산업정책 수행을 위한 테크노파크 조직과 사업구조 개편의 결과였으며, 테크노 파크의 기능변화 분석을 통해 파악된 특성은 다음과 같다. 첫째, 테크노파크 조성 초기 구축된 중앙정부, 지방자치단체, 대학, 기업들 간의 상호관계가 지속되는 경로의존적 속성이 지속되었다는 점이다. 둘째, 테크노파크 기능의 점진적 변화가 소재지역의 기업 수요와 기술수준을 고려한 결과라기보다는 중앙정부 정책에 의한 지역 거버넌스 변화, 재정지원 여부, 기관에 대한 인사권과 경영실적평가 등이 영향을 미친 것으로 나타났다. 향후 한국 테크노파크의 기능 활성화 방안 도출을 위한 설문자료 분석 결과는 지역별 산업과 기술기반 여건과 특성화 정도를 고려한 차별화된 테크노파크 육성과 자율성 부여 등 지역의 기술혁신 거버넌스 개편이 필요함을 시사한다.

      • 눈향나무와 시로미 잎의 엽록소형광 특성

        The characteristics of chlorophyll fluorescence were studied in the leaves of Sargent juniper (Juniperus chinensis var. sargentii) and crowberry (Empetrum nigrum var. japonicum) under natural field conditions. The photochemical efficiency of photosystemⅡ(PSⅡ), Fv/Fm, was slightly lower in the leaves of Sargent juniper than in those of crowberry, and the non-photochemical fluorescence quenching (NPQ) was higher in the leaves of Sargent juniper. In both species, the Fv/Fm values decreased temporarily at midday. This midday photoinhibition was more severe in Sargent juniper than in crowberry. Between Fv/Fm and environmental factors, there was no significant relationship with any factor in Sargent juniper leaves, while there were significant relationships with all factors in crowberry leaves. These results suggest that Sargent juniper has the mechanism for protecting or avoiding the photodamage although it is more sensitive to environmental changes than crowberry.

      • 都市管理 改善方案에 관한 硏究 : 新都市의 事後管理를 중심으로

        Since 1989, the central government of Korea initiated the massive project of developing new urban areas around the Seoul metropolitan region in order to provide housing with necessary urban infrastructure as well as self-sufficient urban functions. By 1996, this new town development project has almost been completed, but the newly developed urban areas are facing with serious problems due to the lack of appropriate rules and regulations concerning the management of new public facilities. This paper analyzes the problems of current practices of new town management in the process of handing over the developers' official duties to local governments after the completion of new town development. The paper also examines why the public corporations tend to get involved in conflicts with local governments over the management of new urabn areas. Based on the empirical evidence from two recent cases, the findings suggest that the policy makers and urban planners should evaluate the legal and institutuional framework for new town development and management, and devise more effective means to restore the linkage between development and management of new urban areas.
