      • 共同住宅 建設에 따른 都市空間構造의 變化에 관한 硏究 : 益山市를 中心으로 Focused on the Iksan City

        This study is to study the effect on the structure of urban space followed by the construction of apartments after the development of the area. The scope of this study is 19 governmental Dongs focused on the areas, which were Iri-city in the past. The construction of apartment houses, population, the number of households, and the increasing status of density of population from 1988 to December, 1999 are analyzed and then, the change of the structure of urban space is studied. The results of this study are followings. 1 Iksan-city has been developing constantly until now. That caused a scarcity of housing, and the development of the area has been conducted for the supply of scarce housing. Therefore, many apartments have been constructed. 2. The construction of apartments in Iksan-city was increased in the 1990s abruptly, and it caused the move of residence and the change of the structure of urban space. 3. In case of Jungang-dong and Changin-dong, the downtown of Iksan-city, the function of commerce is spreading and the residential population is decreasing constantly. 4. The population of Namjung-dong, Inwha-dong, Pyungwha-dong, Songhak-dong, and Galsan-dong, which are the transfer area, has been decreasing. By CBD spreading to adjacent area, the function of commerce is spreading and the move of residence is appearing. 5. The increase of population caused the change of the structure of urban space of Iksan-city by making residential districts and new commercial districts. 6. Through the above changing course of urban space, the structure of urban space of Iksan-city is changing from a concentric zone structure to multiple nuclei structure.

      • 韓.日 經濟發展에 있어서 環境問題의 變化와 對處特性에 관한 硏究

        This study examines the chang of environmental problems with econmic development, and the role of environmental polices in solvinf environmental problems. The analysis of environmental problems is directly related to national G.N.P. and the complaint propensity in KOREA and JAPAN. Results are reveals following four aspects. 1) Environmental research has two directions : legislative and environmental conservation and creative planning. 2) With the upsurge of environmental problems in Korea, there is no foundmental reason why environmental regulation should be taken. In Japna, of environment regulation polices and economic growth were taken in 1970s. 3) The balance between regulation Polices and ecocnomic growth should be reconsidered with G.N.P. levels. The balace requires the careful choice of timing and scheduling of regulation policies. 4) Complaint propensity shows similar pattern in seven pollution in Korea and Japan. However, the environmental problems have become complicated in Janpan since pollutions of home range life activity are dominant.

      • 시각특성을 통한 건축물 규제기준과 경관통제점 설정에 관한 연구

        The purpose of this study is that suggest landscape control-point and regulation standard of building through computer simulation in order to preserve and manage townscape. Landscape control-point and regulation of building might suggest the next items. 1. Mountain landscape features must be preserved and improved. 2. Factor of building influencing to mountain landscape is height, arrangement direction, width, color etc, building the far distance influences to the sky-line. 3. Landscape control-point can be establish the 1st. 2nd. 3rd. point with standard of four time distance of park ground line. 4. Must be establish zone in order to regulation building, can control to divide as the 1st. 2nd. 3rd. landscape forming zone as standard with control-point.

      • 도시경관 관리를 위한 경관행정 및 제도에 관한 연구 : 국내·외의 경광관련제도를 중심으로

        The purpose of this study is to find the history, the recovery of identity and the urban landscape management of small-sized cities in Korea. Also, the way to improve administration, systems on urban landscape management is conducted. For the purpose of this process, landscape-related systems, policies, and cases of landscape maintenance are compared and analyzed on Korea, Japan, the U.S, United Kingdom, France and Germany. Following results came out by comparing and analyzing landscape-related systems between Korea and oversea countries. First, overall systems are needed for urban landscape management. Guidelines are needed because natural landscape is located around the surroundings in the urban characteristics of Korea. Second, standards for landscape consideration about the construction of high-rise buildings, which are spoiling urban landscape, are prepared and strengthened to prevent urban landscape from being impaired in advance. Third, landscape maintenance should establish regulations and guidelines in order to make a framework of urban landscape from city levels, regulating and leading urban landscape with applying urban designs and B-plans. Finally, with selecting the practicable theme, landscape-formating projects proceed and be extended. Moreover, the enhancement of public awareness and the citizens' participation should be encouraged.

      • 尖端産業團地의 活性化方案에 관한 硏究 : 全州科學産業硏究團地의 實態分析을 中心으로 Focused on the Current Situation of High-Technology Park in Chonju City

        The High-Technology Park can lead various regional developments through the level-up of industrial structure by settling technology intensive industry resulting from the investment toward high-technology industry. The purpose of study is to seek for ways of the revitalization of High-Technology Park as new methods for regional development. Study site is the High-Technology Park in Chonju City which is currently building up. Study purpose is performed through survey and analysis of actual situation. At first, theoretical study and examples of internal and external high-technology park are conducted, and then methods for revitalization of it are suggested through the outline of development, the research of the related policies and the questionnaire to experts. The results on this study are as follows, 1. To revitalize the high-technology park through inducing companies, establishing Enterprise Introduction Committee, which guides the policy and financing support of government and cooperative activities of government and public, is one of very efficient ideas. 2. To overcome the current poor sale in lots and to make the high-technology companies be rapidly set up, which is the most important thing for the revitalization of high-technology park, the current method to sell in lots may be changed into renting them. 3. To actively induce companies, the foundation of research institutes or supporting organization is urgent. Especially, in case of High-Technology Park in Chonju City, Techno-Park or Venture Enterprise Site is adequate type. 4. To revitalize High-Technology Park in Chonju City, the technological cooperation among related enterprises and the cooperative systems among industrial, academic, and governmental organizations as ways to promote the technology are needed. 5. To improve the effectiveness of promoting technology, those institutes or organizations are indispensable. Therefore, first of all, the Incubator of High-Technology Human Resource is right one for Chonju City.

        개발제한구역 내 불법행위와 관리체계 실태 및 정책적 개선 대안

        Since Greenbelt was adjusted in 2000, regulations have become relaxed, resulting in an increase in illegal acts. This study aimed to analyze the change of landownership, illegal acts and management system in Greenbelt, and to suggest improvement measurement of policies based on opinions from managers. The study results showed that illegal acts were concentrated in metropolitan areas where there were high pressure of development. Due to the relaxed regulations, landownership of people from other regions has drastically increased, and there were a lot of illegal acts of changing a purpose of use from a greenhouse to a factory. It is because even if illegal acts were caught, there are more economic benefits including a rent and a land price increase than a charge for compelling the execution. As human resources and authorities for crackdown lack in the managing system, there is a limitation in the crackdown with the current system and organization. Therefore, in order to reduce illegal acts, regulations and a charge for compelling the execution should be reinforced so people would not have economic benefits from their illegal acts. Moreover, this study suggested differentiating project support depending on corrective actions and establishing an exclusive management organization for Greenbelt areas. 개발제한구역은 2000년 이후 구역조정 및 규제완화를 추진하면서 불법행위가 증가하고 있다. 이에 본 논문은 개발제한구역 내 토지소유의 변화와 불법행위의 실태 및 관리체계를 분석하고, 관리업무 실무자의 의견을 수렴하여 정책적 개선 대안을 제시하였다. 연구 결과, 불법행위는 개발압력이 높은 수도권에 집중되고 있으며 시정조치는 구역마다 차이가 있었다. 규제완화 이후 외지인의 토지매입이 급증했고, 온실 등 적법시설로 허가받아 공장이나 창고로 용도 변경하는 불법행위가 많았다. 적발되어도 이행강제금보다 많은 경제적 이익(임대료, 지가상승)이 있기 때문이다. 관리체계상 단속업무의 전담인력과 권한이 부족하고, 이용과 규제라는 이중적 관리구조가 작용하여 현행 제도와 조직으로 한계가 있었다. 따라서 불법행위를 저감하기 위해 불법을 저질러도 경제적 이익이 없도록 규제 제도와 이행강제금을 강화하고, 시정조치에 따라 지원사업을 차등하거나, 구역관리 전담기구를 설립하는 방안 등을 제안하였다.
