      • SMC의 절연내력특성에 관한 연구

        The accidents caused by dielectric instability have been increasing in power grid. It is important to enhance the dielectric reliability of a high voltage apparatus to reduce the damage from electrical hazards. To develop an electrically reliable high voltage apparatus, the experimental study on the electrical breakdown field strength is indispensable, as well as theoretical approach. In this paper the AC breakdown characteristics of SMC(Sheet Molding Compound) considering utilization factors are studied for reliable high voltage apparatus design. The utilization factors are represented as the ratio of mean electric field to maximum electric field. Dielectric experiments are performed by using several kinds of sphere-plane electrode systems. As a result, it is found that dielectric characteristics are affected by not only maximum and mean electric field intensity but also utilization factors of electrode systems. The results are expected to be applicable to designing the SMC insulated high voltage apparatuses.

        뇌졸중 위험인자를 가진 어지럼 환자에서의 확산강조 자기공명영상

        Background: The management of vertiginous patients is a great challenge to emergency physicians. We evaluated the diagnostic value of a diffusion-weighted image(DWI) in differentiating central vertigo from the peripheral vertigo in patients who presented no neurological symptoms other than risk factors for stroke. Methods: From March 2000 to February 2001, we retrospectively analyzed the cases of 68 patients who visited the emergency department with symptoms of isolated vertigo and who had risk factors for stroke. DWIs, computed tomograms(CT), and medical records were reviewed, and the final diagnose, the DWIs and the CT readings, the risk factors for stroke, and the time it took waiting for a DWI or CT scan were analyzed. Results: Of the 68 patients, 21(30.8%) had central vertigo: 15 vertebrobasilar transient ischemic attacks(VB-TIA), 4 brain stem infarctions, 1 cerebellar infarction, and 1 cerebellopeduncular infarction. The DWI showed a 28.6% sensitivity, a 97.9% specificity, and an 85.7% positive predictive value in diagnosing central vertigo. It also had a 100% sensitivity in detecting infarctions. Conclusion: A DWI had a comparable sensitivity to MRI in detecting central vertigo and small, but potentially, lethal infarctions in our patient population. We recommend clinical application of DWI in the emergency department evaluation of isolated vertigo patients with risk factors for stroke.

        해외사례 비교를 통한 국내 원자력손해배상제도 개선방안

        A review of the effectiveness of Nuclear Liability and Compensation system (Nuclear Liability) in Korea is an urgent and important issue, given that the damage caused by the Fukushima nuclear power plant accident cannot be guaranteed by the US Nuclear Liability, which requires the largest amount of compensation in the world. In response to this necessity, this paper studies ways to improve Nuclear Liability by comparing and analyzing international cases from a financial point of view. It is significant in that this study presents practical improvement measures based on the economic analysis theory of tort law. Specifically, this study suggests that it is necessary to return to Unlimited Liability from the current Limited Liability in order to maximize the duty of care of nuclear plant operators. In addition, measures for increasing the amount of compensation and establishing a new Nuclear Damage Compensation Fund are reviewed so that adequate compensation for victims of nuclear could be guaranteed. Also, the termination of the Indemnity Agreement for nuclear liability, regular amendments to the law, and participation in international conventions are reviewed to suggest measures to strengthen proactive accident deterrence. This paper has academic and social implications in that it has expanded the topic of Nuclear Liability, which has been studied very limitedly from a legal point of view in Korea, to a financial perspective. 후쿠시마 원자력발전소 사고피해가 전세계에서 가장 많은 배상조치액을 요구하고 있는 미국의 원자력손해배상제도로도 담보할 수 없는 규모라는 점을 고려해 볼 때, 국내제도의 실효성에 대한 재검토는 시급하고도 중요한 주제이다. 이러한 필요성에 따라 본고에서는 해외 주요사례를 재무적 관점에서 비교분석하는 방법으로 국내 원자력손해배상제도의 개선방안을 고찰하였다. 이 과정에서 불법행위법에 대한 경제적 분석이론을 논거로 하여 실무적인 개선방안을 제시하였다는 점에서 의의가 있다. 구체적으로는 먼저 원자력사업자의 주의의무를 극대화하기 위해 현재의 유한책임제에서 무한책임제로의 환원이 필요하다는 점을 제시하였다. 그리고 실질적인 피해자 구제가 담보될 수 있도록 배상조치액의 증액과 원자력손해배상기금의 신규설치를 위한 방안도 검토하였다. 또한 보상계약법의 폐지, 정기적 법개정 및 국제협약 가입 등을 검토하여 사전적 사고억제 강화를 위한 방안도 제시하였다. 본고는 그간 국내에서 법학적인 관점에서 매우 제한적으로 연구가 진행되었던 원자력손해배상제도의 개선이라는 주제를 재무적 관점으로 확장시켰다는 점에서 학술적, 사회적 시사점이 있다.

      • F-40 COPD Assessment Test (CAT) score and serum C-reactive protein level in stable COPD patients

        Background: An eight-item questionnaire of the COPD assessment test (CAT) is widely used to quantify the impact of chronic obstructive pulmonary disease (COPD) on the patient`s health status. C-reactive protein (CRP) is associated with disease severity and adverse health outcomes of patients with COPD. We aimed to evaluate the relationship between CAT score and serum CRP level in stable COPD patients. Methods: We evaluated the medical records of 226 patients with CAT and CRP measured within one week at Samsung Medical Center between October 2013 and October 2015. Results: Serum CRP level had a significantly positive relationship with CAT score (Spearman`s r = 0.20, p = 0.003). The adjusted odds ratio for elevated CRP levels (serum CRP > 0.3 mg/dL) in total CAT scores was 1.06 (95% confidence interval [CI], 1.02-1.10). Among CAT components, cough (adjusted p = 0.005), phlegm (adjusted p = 0.001), breathlessness going up hills/stairs (adjusted p = 0.005), low confidence leaving home (adjusted p = 0.002), and low energy (adjusted p = 0.019) were independently associated with elevated CRP levels. Patients with elevated serum CRP were significantly more likely to have CAT scores of 14 and over. Conclusion: In stable COPD patients, serum CRP level was independently associated with total CAT scores and CAT components related to respiratory symptoms, disability and low energy.

      • 초전도 저장장치의 신경회로망 모형 및 이를 이용한 안정도해석 앨고리즘 개발에 관한 연구

        Recently the need of energy storage device such as the pumped-storage has more and more increased in power system in order to aid a side reliability. But it has the problem of environment. As an alternative way of installing it, the Superconducting Magnetic Energy Storage(SMES) is widely study in a power system. Generally the SMES might divide in two class ; the storage use and the stability use. For use in storage SMES never has been construct, because of its expensive cost. Actively progressing the field of the study is for use in stability SMES, so as construction cost is relatively inexpensive. In order to application of the SMES in the power system, it has to be proven of stability efficiency through stability analysis. Stability analysis need modelling of the SMES. The existing model has been used only mathematical model that presented by first order delay time function, so that the SMES has fast response characteristic. But this kind of mathematical model of dynamic system have some problems when stability analysis requests more precision analysis. The problems are the complexity of equation, long calculus time and error of model-decision. For the purpose of settling this problems, this paper proposed an artificial neural network(ANN) methodology to make SMES modelling. ANN is presented using the input-output power characteristics of SMES. when it uses ANN which functions as a model-free system, network construction and parameters determination are carefully chosen to represent the complicated nonlinear input-output relation from the black-boxed SMES system. So far medelling of SMES by ANN never used stability analysis. In this paper, the proposed ANN-based SMES model is applied to analyze the power system stability and the simulation results provide the property of this approach.
