In order to resolve the problem of restrictions of Early Childhood Educational opportunities, the Chinese government is implementing Early Childhood Education reform and the policy of expansion of financial support. This research aimed to provide some necessary viewpoints on the improvement of the Chinese early childhood education financial support system based on analyzing the current status and features of financial policies. To achieve the objectives, first, the review of the current status and features of Chinese early childhood education and financial policies were conducted. Then the problems of early childhood education financial support were summarized and the viewpoints for development were presented. Through the analysis, although the government increased financial input of early childhood education after the economic reform, the problems such as lack of financial support, lack of government support, government distribution of early childhood education financial support were founded. Consequently the viewpoints for development of Chinese early childhood education financial support were highlighted, the expansion of financial input, the rationalization of financial sharing system, the revolution of financial distribution system and the improvement of equilibrium, the strengthening of the management system and the formulation of laws. 중국정부는 국내의 유아교육기회의 제한에 대한 불만을 해소하기 위해 유아교육개혁과 함께 재정지원 확대에 관한 정책을 실시하고 있다. 이 연구는 중국 유아교육의 재정지원 정책의 현황 및 특징에 관한 분석을 통해 향후 중국 유아교육 재정지원 정책의 발전과제 및 향방을 찾는데 기여하고자 하는 데 있다. 이를 위해 중국 유아교육 및 유아교육 재정정책의 현황 및 특징을 탐색하였으며, 이를 토대로 유아교육 재정 지원의 문제점을 분석, 발전과제를 제시하였다. 분석 결과, 중국은 개혁개방 이후 유아교육의 지속적인 양적 팽창을 이룩하였지만, 정부의 유아교육에 대한 재정지원 부족, 정부의 공적 재정지원 부담 부족, 정부의 재정지원 분배의 불균형 문제에 봉착하고 있었다. 이에, 재정 지원의 확대 및 재정 부담체제의 합리화, 재정 분배의 개혁 및 형평성의 제고, 관리체제 강화 및 법적 장치 마련 등을 발전과제로 제시하였다.

중국 정부는 한족(漢族)과 소수민족 지역의 균형적 발전을 촉진하기 위하여 대학입시에서 소수민족 입학생에게 일정한 혜택을 부여하는 우대 정책을 실시하고 있다. 이 연구는 중국 소수민족교육 정책 하의 소수민족 대학입학 우대정책의 변천과정을 고찰, 소수민족 대학입학 우대정책에 대한 논란과 문제점을 살 펴봄으로써, 향후 중국 소수민족 지역의 균형적 발전을 위한 방안으로 소수민족 대학입학 우대정책의 향 방을 찾는 데 기여하고자 하는 데 있다. 이를 위해, 본 연구에서는 중국 소수민족 대학입학 우대정책을 " 개창과 형성 단계 (1949-1956년)", "곡절과 발전 단계 (1957-1966년)", "침체와 좌절의 단계 (1967—1976 년)", "회복과 발전 단계(1977—1984년)", "점진적 보완 단계(1985년—현재)"인 다섯 단계로 나누어 각 시기의 상황과 특징을 고찰하였다. 그리고 소수민족 대학입학 우대정책에 대한 논란과 문제점을 살펴봄으로써, 향후 중국 소수민족 대학입학 우대정책의 향방과 함께 한국의 다문화 가정 학생의 대학입학 정책 수립에 시사점을 제시하였다. In order to promote the balanced development of minorities' regions, the Chinese government implemented affirmative action for minorities in university admission. The purpose of the paper is to review the historical situation and features of the affirmative action for minorities of China's minorities' Education Policies and examine the controversies and problems of the policy, so the future direction of the policy can be found. In order to accomplish this purpose, our paper examined the historical situation and features of the affirmative action of the policy in five phases: 'initiation and formation phase(1949-1956)'; 'intricacy and development phase'(1957-1966); 'stagnation and frustration phase'(1967—1976); 'recovery and development phase'(1977—1984); and 'gradual supplementation phase'(1985—now). Based on the analysis of the controversies and problems of the policy, the paper provided the future direction of China's affirmative action and the implications of this when the South Korean government adopts reasonable and fair affirmative action for children of multicultural families.
