      • DEA모형을 활용한 사범대학 학과의 상대적 효율성 분석 : 교육학과와 수학교육과를 중심으로

        The purpose of this study is to analyse the relative efficiency of departments at college of education in a national university to provide education community with strategies promoting operational and educational efficiency. In order to achieve the proposed research goals, this study raised the specific research questions as follows: 1) What is the relative efficiency of inter-university departments at the college of education (Department of Education and Mathematics Education)? 2) Is there a difference in relative efficiency between departments at the college of education (Department of Education, Mathematics Education) with respect to the university's property? 3) What could be an appropriate strategies to increase the efficiency at the college of education for the selected departments? Applying Data Envelopment Analysis (DEA) technique, this study analyzed the distribution of the relative efficiency of the two departments at multiple institutions. The results of the study are as follows: Relative efficiency distribution of Education and Mathematics departments was lower than that of previous studies that examined universities. In addition, the source of low efficiency was not the size of departments, but the elements pertaining to operational practice. Second, reviewing the characteristic factors of each university, efficiency scores of each department did not reveal any significant difference. However, departments‘ efficiency scores with regard to scale factors showed a statistically significant difference. Third, Looking at the possible improvement value for the departments of relatively low efficiency, department of education needs to improve the skills of managing educational environment than the research environment. On the other hand, department of mathematics is found to improve the skills of managing research environment than that of educational environment. In sum, operating scale of the department, university characteristics, and weakness among others are required to be accurately analyzed to improve the efficiency at college of education. It needs to reflect the efficiency measures that indicate the strengths and weaknesses of the department to be based on.

      • 대학 학과 성과평가에 관한 연구 : 순위결정요인, 성과변화, 효율성을 중심으로

        본 연구의 목적은 학과평가의 실증분석을 통해 학과단위 성과평가의 개선방향을 제시하는 것이다. 제안된 연구 목표를 달성하기 위해 설정한 연구문제는 세가지이다. 첫 번째 연구문제는 ‘학과평가에서 순위를 결정하는 요인의 특징은 무엇인가?’이다. 첫 번째 연구문제는 학과평가의 순위결과에 대한 학과단위 성과의 영향력을 확인하기 위해 설정하였다. 이를 해결하기 위해 순서형 로지스틱 회귀분석과 델타모형을 적용한 회귀분석을 분석에 활용하였다. 두 번째, 연구문제는 ‘학과단위의 성과는 연도에 따라 어떠한 변화 양상을 보이는가?’이다. 두 번째 연구문제는 학과특성에 따라 학과단위 성과의 변화양상이 차이를 나타내는지 확인하기 위해 설정하였다. 이를 해결하기 위해 반복측정 분산분석을 활용하였다. 세 번째 연구문제는 ‘학과평가 결과는 효율성 평가결과와 어떠한 관계를 가지는가?’이다. 세 번째 연구문제는 학과단위 성과의 효율성을 확인하여, 학과의 성과평가와 학과의 효율성 평가가 어떠한 관계를 보이는지 확인하기 위해 설정하였다. 이를 해결하기 위해 DEA 모형을 분석에 활용하였다. 연구의 결과는 아래와 같다. 학과단위 성과의 순위결정력 크기순서는 실제 사례대학의 평가 가중치 크기순서와 상이한 양상을 보였다. 실제 학과단위의 성과가 성과평가 결과에 주는 영향력을 고려하여 평가 가중치를 설정할 필요가 있다. 또한 추가적으로 성과평가결과를 성과별로 순위를 제시한다면, 더욱 세밀한 학과단위 성과관리가 이루어질 수 있다. 둘째, 학과단위 성과는 학과의 전공계열에 따라 상이한 변화양상을 보였다. 향후 학과의 특성에 따라 상이한 변화양상을 보이는 학과단위 성과의 경우, 학과의 특성별 차별적인 평가기준 설정이 필요하다. 셋째, 학과 효율성 순위가 높은 학과들은 실제 학과평가 순위결과보다 월등히 높은 순위를 보였다. 또한 이들은 다른 학과들에 비해 낮은 투입량 대비 높은 실적을 나타냈다. 향후 효율성 개념을 학과단위 성과평가에 반영하여 학과들의 성과향상을 위한 실제적인 개선방향이 제시되어야 한다. 이 연구의 의의는 다음과 같다. 첫째, 학과단위의 성과평가에 관한 개선 논의를 위해 실증적 분석을 수행하였다. 둘째, 성과의 순위결정력, 성과의 변화양상, 효율성의 세 가지 측면에서, 학과평가의 평가지표, 배점 가중치, 평가분류 등 학과단위 성과평가체계 개선방향을 제시하였다. 셋째, 학과단위 성과평가에 대한 다각적인 논의를 통해 관련 연구분석의 범위를 확대하였다. The purpose of this study was to provide departments at a university with the direction of improving performance evaluation through objective analysis of evaluation practice. In order to achieve the proposed research goals, this study raised three research questions ; The first research question is to disclose the characteristics of the department that determine the rank in departmental performance evaluation. In other word, the first research question tries to answer the question of what are the defining factors affecting the rank of each individual department in performance evaluation. Trying to addressing the question, the study applied ordered logistic regression. The next research question to figure out the longitudinal trend of performance evaluation results of departments. The second question focuses on whether the characteristics of departments influence the changes in results of academic performance or not. A repeated measure Analysis of Variance (ANOVA) has been applied as the analytic strategy to answer the second research question. Lastly, the study tackles the question of how the results of performance evaluation of departments are associated with the efficiency analyses of them. Applying Data Envelopment Analysis (DEA), the third research question confirms the relationship between departmental performance evaluation and efficiency measure. Major findings are summarized as follows : First of all, the impact of independent variables on the rank of each department was different than the weights of predictors in evaluating the departmental performance. The result indicates that it is required to monitor which performance indicator influences the rank of departmental evaluation. Based on the finding, departments might be able to do an intimate performance management by calculating the rank of departmental units by each predictor indicating the performance of the department. The performance of each department varied by the major. The finding provides a good rationale why universities might need to set differentiated evaluation schema depending an departmental characteristics. Third, a department showing a higher efficiency level revealed a far greater rank than the results of practical departmental rank in performance evaluation. In addition, those departments showed higher outcomes compared to the amount of inputs. The finding indicates that universities need to consider the concept of efficiency through which a practical improvement of departments might be able to be achieved. Relying on the major findings of the study, the following suggestions are provided : First, the study firstly attempted to analyze a hard data to provide policy suggestions to improve departmental performance evaluation. Another achievement of this study is to guide a way in which departmental performance evaluation could be improved by making evaluation criteria, weights of them, and evaluation categorization better from the perspective of performance rank determination, the trend of performance, and efficiency. Lastly, the resultant findings of this study enlarged the territory of relevant study by providing a broader ground for the discourse of departmental performance evaluation.
