본 연구는 반덤핑과 불공정무역과 관련된 무역구제 사례를 기반으로 핵엄언어는 무엇이며, 핵심언어간 어떤 관계가 있는지를 살펴보고 시사점을 제시하는 것을 목적으로 한다. 본 연구에서는 2018년부터 2021년까지 폐쇄된 무역구제 사건(반덤핑 20건, 불공정무역관행 24건)에 대한 언어네트워크 분석을 실시하였다. 연구결과 반덤핑 사례에서는 덤핑방지관세, 불공정무역에서는 불공정무역행위가 핵심언어였으며, 반덤핑 사례에서는 핵심어인 덤핑방지관세, 국내산업, 덤핑수입 등의 연결성이 높았으며, 불공정무역에서는 불공정무역행위, 국내산업피해, 수입중지 등의 핵심어간 연결성이 높게 나타났다. 본 연구는 최종 판례 사례를 반덤핑과 불공정무역행위로 구분하여 비정향 데이터를 언어네트워크 분석을 통해 결과를 제시하고 있다는 점에서 의미가 있으며, 향후 연구 범위를 기간과 내용 측면에서 확대한다면 더 구체적이고 명확한결과를 도출할 수 있을 것으로 판단한다. Purpose : The purpose of this study is to examine what core language is, what the relationship is between core languages, and suggest implications based on trade remedy cases related to anti-dumping and unfair trade. Research design, data, methodology : This study conducted a language network analysis on closed trade remedy cases(20 cases of anti-dumping, 24 cases of unfair trade practices ) from 2018 to 2021. Results : As a result of the study, in anti-dumping cases, anti-dumping tariffs and unfair trade practices were the key words, and in anti-dumping cases, the key words such as anti-dumping tariffs, domestic industry, and dumping imports were highly connected, and in unfair trade, unfair trade practices and domestic industries were the key words. There was a high degree of connectivity between key words such as damage and suspension of imports. Conclusions : This study is meaningful in that it divides the final cases into anti-dumping and unfair trade practices and presents results through language network analysis of unoriented data. If the scope of future research is expanded in terms of period and content, it will be more specific and clear. We believe that results can be derived.

본연구는 한·미FTA의 비준 이행에 대비하여 미국 신통정책에 따라 변경된 한미 FTA 환경챕터 내용중 새로이 추가된 7개 다자간환경협약(MEAs)의 의무이행에 대해 살펴보았다. 7개 MEAs에 대한 의무위반은 일반분쟁해결절차로 나아갈 수 있으므로 이를 예방하려면 먼저 7개 MEAs에서 명기한 의무 사항 위반이 발생하지 않도록 철저한 점검 및 관련 조치 마련이 필요할 것이다. 연구결과 MEAs 7개 조항은 한국에만 있는 조항이 아니라 미국과 FTA를 진행한 모든 국가에 포함되어 있다. 그러나 7개 이행대상 MEAs 가운데 일부만이 무역 관련조항으로 구성되어 있다. 대부분 환경레짐이 포함되어 있다. WTO의 자유무역 원칙과 상충되지 않을 수 있는 특정 무역의 무의범위 결정이 중요한 쟁점으로 부각 되었다. MEAs에 따른 무역규제조치는 WTO의 비차별원칙(예, GATT 제1조 최혜국대우 및 GATT 제3조 내국민대우) 및 수량제한의 일반적 철폐(GATT 제11조) 등을 위배하였다고 하더라도 이 조치가 허용될 수 있다. 한·미 FTA 협정에 STOs에 대한 구체적인 언급은 없으나 이 7개 MEAs에 따라 취해지는 무역규제조치와 한·미 FTA 무역 관련 의무이행간에 충돌이있을 경우 환경챕터 제20.10조(다자간환경협약과의관계) 에 따라 위장된 무역제한 조치가 아닐 경우 FTA가 보장하는 의무에 우선 할 수 있다고 규정하고 있다.

KS 표준 시표를 어용한 손-동작 인식 기반의 자가 시력 측정 시스템

본 논문에서는 KS 표준 시표(Optotype)를 이용한 자가 시력 측정의 새로운 방법을 제안한다. 제안한 시스템은 시력 측정 응답에 있어서 피검자 편의성을 위한 피검사자의 손-동작 인식(Hand-Gesture Recognition) 방법을 제공한다. 또한 검사자가에 필요 없는 컴퓨터에 의한 무작위 자동 시표 조정으로 검사자의 주관적인 판단이나 피검자의 암기에 의한 추측이 배제된 객관적 시력 측정이 가능하다. 특히, 2006년에 한국 표준 협회에서 정의한 표준 시표와 그 제시법(KS P ISO 8596)에 따라 시스템을 구현함으로써 시스템에 대한 신뢰성이 보장되고, 측정된 시력 정보의 데이터베이스 관리 기능은 피검자의 시력 정보가 필요한 전자의료기록(EMR) 시스템을 위한 전자 정보 전달이 용이하다. 구현된 시력 측정 시스템은 피검자를 대상으로 실제 시력표를 이용하여 측정한 방법과 비교 실험한 결과, 오차한계 ${\pm}1$ 시력등급 내에서 98%의 정확성을 보였다. We proposes a new approach for testing the self visual-acuity by using the KS standard optotype. The proposed system provides their hand-gesture recognition method for the convenient response of subjects in the visual acuity measurement. Also, this system can measure a visual-acuity that excludes the examiner's subjective judgement or the subject's memorized guess, because of presenting a random optotype automatically by computer without a examiner. Especially, Our system guarantees the reliability by using the KS standard optotype and its presentation(KS P ISO 8596), which is defined by the Korea Standards Association in 2006. And the database management function of our system can provide the visual-acuity data to the EMR client easily. As a result, Our system shows the 98% consistency in the limit of the ${\pm}1$ visual-acuity level error by comparing the visual-acuity chart test.

This experiment was performed to investigate the electrocardiographic changes in experimentally induced hypocalcemia and hypercalcemia in Korean black goats by dosing with 5% disodiumethylene diamine tetraacetic acid at 0.07$m\ell$/kg body weight/min and 10% Ca-borog-luconate at 0.075 $m\ell$/kg body weight/min, respectively. the result were summarized as follows: Heart rate, S-T segment and Q-Tc interval at 3.23 ${\pm}$ 0.10mEq/L plasma calcium level(hypocalcemia) were increased to 100${\pm}$10.5 rate/min, 132 ${\pm}$10msec and 510${\pm}$40msec, respectively. Heart rate, S-T segment and Q-T interval at 6.89${\pm}$0.23mEq/L plasma calcium level(hypercalcemia) were decreased to 73.2${\pm}$5.16 rate/min, 87${\pm}$10msec and 372${\pm}$30msec, respectively. The degree of changes of the heart rate, S-T segment and Q-Tc interval at low plasma calcium level was higher than those at high plasma calcium level.
