Korean policies for air quality management are mainly source-oriented control measures. In some regions, the designation of special countermeasure areas has located around industrial complexes where air pollutant discharging facilities are concentrated and The Ministry of Environment(MOE) has been directly involved in formulating special comprehensive measures including regulatory measures and standards. But the regulation on point sources such as industrial facilities regulation is less efficient in metropolitan area. Recently, in Seoul metropolitan area, a strong and comprehensive improvement plans are being prepared, which considers the maximum load of permissible levels of emissions, taking multiple environmental variables such as transportation, energy use, and topography into consideration. Most countries have an interest in coordinating transportation, land-use, air quality and energy policies, strengthening of emission standards, and considering the corresponding incentives, because the risk by air pollution has enlarged. As air quality goals are more strict, we must combine the sourceoriented control measures with receptororiented measures such as buffering zones and relocations, and consider that the regulation of the land-use is more effective to minimize the pollution due to the indirect sources and area sources.
