Lost productivity or loss of productivity is one of the most important causes of construction delays. Thus in analyzing the delay, care should be taken if there is any productivity change. There are various methods offered in construction literature that are considered acceptable for determining the schedule impact resulting from project delays and disruptions. Nevertheless, they do not consider the productivity change over the delayed duration. This may cause a serious dispute to determine who is responsible for the delay, especially for the accumulated delay. As such there is a need to carefully consider the delay components of a claim and how such may need to vary to incorporate those complicating factors like lost productivity. This paper proposes the "accumulated delay analysis method (ADAM)" that can analyze the schedule delay and the concurrent delay by lost productivity using Linear Schedule in construction projects.
설계단계의 내실화가 공사기간 및 공사비에 미치는 영향분석

Public construction works have played a key role in providing people with life convenience and in maintaining and expanding social overhead capital. In spite of these functions and huge budget, occasional change orders have resulted from defective design in the process of public construction works. During public construction, the change orders are common. However, these change orders are one of main factors causing increased costs due to construction delay. The main factors of the construction delay are considered to result from occasional change orders caused by poor planning in the beginning of the project. Therefore, the proper planning such as an adequate review in design phase can improve the delay. Main factors of change orders causing the delay have been improved through system changes. To investigate the effect of the system changes, the author showed the effect of substantiality in design quality on construction durations and costs by comparing before and after substantiality in design phase. If the results of this study are utilized in future projects, the efficiency of construction industry and national competitiveness will be enhanced.
국내공공공사의 잠정금액(Provisional Sum) 집행기준

최근 국내 공공건설사업에 Provisional Sum(이하 PS)이라는 단어를 잠정공사비 또는 미확정설계공종이라 번역하여 적용하고 있으나 PS에 대한 정의 및 집행주체, 정산방법 등에 대한 기준이 계약조항이나 관련법규에서 규정되지 않은 채 적용되고 있어 분쟁이 발생될 가능성이 높다. 본 연구에서는 국내에서 논란이 되고 있는 PS의 정의 및 업무범위, 정산방법 등에 대한 명확하고 설득력 있는 자료 및 사례를 제시함으로써 PS의 집행기준을 제안하고자 하였다. 제안된 집행기준의 도출과정에서 관련법규 및 유권해석 내용과의 부합성을 제시하고 해외공사에서 적용된 사례와의 비교 검토를 통하여 본 기준이 합리적인 해석과 처리방법임을 제시하였다. 연구결과 PS 항목의 집행주체는 발주자이나 별도 발주는 가능치 않으며, PS 항목은 수량과 단가를 모두 정산할 수 있으며, 순공사비에 포함되는 PS 항목에 대해서는 간접비의 적용이 가능하나 물가변동(에스컬레이션)은 적용되지 않는 것이 합리적임을 알 수 있었다. Recently, the term 'Provisional Sum(PS)' has been used in domestic public construction projects especially for civil works. Nevertheless, the guideline for PS has not been clearly stipulated in contract documents or construction-related laws. Due to these ambiguous contract situations, disputes between owners and contractors are surely expected to settle down PS in construction projects. This paper focused on suggesting a guideline to settle down PS in these ambiguous contract situations. The guideline suggested in the paper is expected to be used as a reasonable method to settle down PS avoiding nonproductive disputes about PS in construction projects
