Since Herxheimer (1909) first described the presence of glomerulosclerosis in the kidney of newborn, there had been only a few reports on the glomerulosclerosis seen among fetuses and neonates. We are still not aware of the true incidence of glomerulosclerosis in fetuses, particularly among different age groups of the fetuses. The authors conducted a study to elucidate the fre- quency and possible cause of this condition. A total of 307 normal fetal kidneys were selected from autopsy specimens ranging in gestational age from 15 to 41 weeks. A large section covering entire midlon- gitudinal surface of each kidney was made for the microscopic examination. The glomerulosclerosis was not seen in fetuses before the gestational age of 26 weeks. It was first seen in fetuses in the age range of 26-27 weeks and then tended to increase steadily with the aging of the fetus, approaching near 50% by term. The sclerotic glomerui located mostly in the juxtamedullary portion of the cortex and was generally larger than the remaining uninvolved ones. The sclerotic glomeruli were characterized by thickening of the parietal layer of the Bowmans capsule and were associated with segmental and global sclerosis of the glomerular capillary tufts. Periglomerular lamellated fibrosis was also commonly seen among these glomeruli.
정책네트워크 동태성의 이론에 관한 비판적 고찰: 사회적 활동의 변형모델을 중심으로

This article offers a critical review of approaches to policy network dynamics based on the Transformational Model of Social Activity and seeks to identify some theoretical implications for constructing a model that explains network dynamics. On the basis of critical realism (conception of social reality as structured) a Transformational Model of Social Activity connects structure and agency that are ontologically distinct, reducible neither to each other nor human practice, and contain internal causal powers. Rational choice institutionalism, historical institutionalism of policy network formation and strategic relational theory, and a dialectical approach of policy network dynamics inadequately suggest the solution to the agency-structure problem (but do partly explain network formation and change). This article shows the theoretical conditions of theory building about policy network dynamics for complement theoretical limitations of strategic relational theory and a dialectical Approach. Key words: TMSA, policy network dynamics, the agency-structure problem 이 논문은 정책네트워크 동태성에 관한 이론들을 사회구조의 변동을 설명하는 비판적 실재론입장의 사회활동의 변형 모델을 기초로 하여 비판적으로 고찰하고 정책네트워크 동태성에 대한 이론구성의 몇 가지 조건을 규명하고자 한다. 사회활동의 변형모델은 구조와 행위자를 서로 환원할 수 없는 자신의 고유한 인과력을 가지고 있는 존재로 개념화하고 있으며 사회구조의 연속성과 불연속성을 이들 간의 시간에 따른 상호작용의 결과로 개념화하고 있어서 정책네트워크의 형성과 변동을 설명하는 이론으로 의미가 있다. 사회활동의 변형모델입장에서 볼 때, 정책네트워크의 형성에 관한 합리적 선택제도주의, 역사적 신제도주의의 접근과 정책네트워크의 변동을 설명하는 전략 관계적 이론, 변증법적 접근 등은 사회과학의 오랜 문제인 구조와 행위의 이원성의 문제를 정합적인 이론적 틀 내에서 극복하는데 한계를 갖고 있어서 정책네트워크의 구조의 형성 및 변동에 대한 부분적 설명을 하고 있다. 따라서 본 논문은 전략 관계적 접근과 변증법적 접근의 한계(동시성 모델의 한계, 주의론적 경향의 한계)를 보완하는 차원에서 정책네트워크 동태성의 이론화를 위한 몇 가지 조건을 제시하고자 한다. 산업정책변동의 정치에 대한 다차원적 설명 : 공업발전법의 제정을 중심으로 The Case of Industry Development Act

This study aims at understanding the structure and the process of industrial policy change with analysing the enactment of Industry Development Act. Analysis framework is constructed to articulate eclectically determinism and voluntarism in dialectic agency-structure relations. Industrial policy contributes to capital accumulation and political domination. Thus, institutional approaches to focus path dependency of institution design and the critical state theory to explain the contradictions between state form and it's functions help to construct analysis framework which consider ideological dimension, political dimension, economical dimension of industrial policy change. For avoiding both determinism and voluntarism, dialectic agency- structure relations are needed to analysis it. Thus, Three analytic levels are constructed in which industrial policy is changed dynamically- the macro level of determinating the state role in economy, the intermediate level of constraining the action of political actors, the micro level of strategic interaction of political actor. These levels should be linked for adequate explanations of industrial policy change.
