마약류 범죄의 억제를 위한 효율적 대처방안에 관한 연구

This study aims to present improvement measures through the current status and problems of drug crimes in Korea. Korea can no longer be called a drug-free country, as more than 10,000 people are arrested for drug crimes every year. Entertainment workers, celebrities, second and third generations of chaebol, as well as the general public, can easily access media articles that have been arrested by investigative agencies for misuse and abuse of drugs. The number of drug crimes increased as the number of foreigners and early study abroad increased due to the increase in the number of overseas cultural experiences and the Internet. As for narcotics, it is necessary to promote strict social and institutional policies at the national level and to have a public consensus that misuse and abuse of narcotics is a serious criminal act by promoting the seriousness and risk of crime. By establishing an organic cooperation system of the state, local communities, and private organizations, they should work together to develop temptation and self-control of drugs by themselves through legal support, medical care, and rehabilitation treatment.

축산폐수처리를 위한 미세조류 선정 및 성장 저해동역학적 평가

인구의 증가와 산업화는 돼지, 소, 닭 등의 육류 식품의 급격한 수요증가를 초래하여 축산폐수발생량 역시 증가하였다. 2012년 해양투기의 법적 금지는 축산폐수 발생량을 173,304m3/day에 이르게 하였고 지속적인 증가추세에 있다(2016, 환경부). 축산폐수는 고농도의 질소, 인, 유기물을 포함하므로 수계 노출 시 부영양화를 유발하여 인간의 생활과 보건에 혼란과 악영향을 초래한다. 이러한 문제해결을 위해 혐기성 생물공학기술, 화학적 산화기술 등이 적용되어 왔으나 고부하에 취약하고 높은 비용을 요구하는 한계를 지닌다. 최근 새로운 대안으로 미세조류를 활용한 처리방법이 주목받고 있는데, 그 이유는 광독립영양 성장을 하는 미세조류의 특성상 빛에서 에너지를 얻어 경제적으로 지속가능하고 CO2를 탄소원으로 이용하여 탄소중립적으로 폐수 내의 고농도의 질소와 인을 동시에 처리할 수 있기 때문이다. 따라서 본 연구는 축산폐수내의 고농도의 유기물 및 영양염류를 동시에 가장 효과적으로 제거 가능한 미세조류를 문헌조사하여 대상 미세조류의 적용 타당성을 평가하였고, 최적 종을 선정하기 위한 성능평가 및 성장저해 분석을 수행하였다. 문헌조사를 통해 선정된 Scenedesums quadricauda, Scenedesums obliquus, Chlorella sorokiniana 을 28℃ 인큐베이터에서 500mL bottle의 용량으로 Phototrophic 조건(연속 빛조사)과 Mixotrophic 조건(16hr light-8hr dark 주기 반복)으로 Batch test를 진행하였고 그 결과를 성장 동역학적으로 해석하여 최적 종을 제시하였다. 실험은 BG-11을 대조구(Control)로 하여 미세조류의 cell counting결과를 바탕으로 비성장률(specific growth rate)을 도출한 결과 0.293 hr-1 (Scenedesums quadricauda), 0.302 hr-1(Scenedesums obliquus), 0.243 hr-1(Chlorella sorokiniana) 로 밝혀져 Scenedesums obliquus 가 가장 빠른 성장속도를 보였고, 축산폐수를 원수, 2배, 5배, 10배 희석을 하여 미세조류를 배양했을 때에도 최적의 유기물 및 영양염류 제거가 가능함을 보였다. 본 연구는 최적미세조류를 활용한 축산폐수 처리가 저에너지를 사용하며 기후변화에 대응하고 지속가능한 고농도 축산폐수처리 방법이 될 수 있음을 입증 하였다.

Following the extension of human life expectancy, the number of elderly traffic accidents that have been increasing at a rapid pace since 2018 has also emerged as a social problem. The traffic accident rate among those aged 65 and older is increasing, but traffic safety policies are insufficient. Based on the analysis of traffic accident status for senior citizens and traffic accident for the past five years from 2014, the reduction plan is to be presented in three main aspects. First, the system needs systematic management by strengthening the system of senior citizens' transport policy departments and driver's license for senior citizens in government agencies, such as the United States, Britain and Japan, from an institutional perspective, so that the walking time and crosswalk traffic environment for the vulnerable should be improved from an environmental perspective. In addition, in human terms, the ability to cope with real-time changes in traffic conditions should be enhanced by training transportation safety experts to secure the effectiveness of education for elderly drivers and by strengthening safety education for those with driver's license and expanding experienced traffic safety facilities to enhance the ability of senior citizens to cope with the changing traffic conditions in real time. 인간수명의 연장에 따라 우리나라도 2018년부터 고령사회에 진입하면서 빠른 속도로 증가하고 있는 노인교통사고가 사회적 문제로 나타나고 있다. 65세 이상 노인 교통사고율은 점점 높아지고 있지만, 이에 대한 교통안전 정책은 미비한 실정이다. 2014년부터 최근 5년간 노인교통사고 현황 및 노인 운전자 교통사고에 대한 분석을 토대로 크게 3가지 측면에서 감소방안 제시하고자 한다. 먼저, 제도적 측면에서 미국, 영국, 일본처럼 정부기관 내 노인 교통정책 전담부서 설치 및 노인운전면허 제도를 강화하여 체계적인 관리가 필요하여, 환경적 측면으로는 교통약자를 위한 보행시간 및 횡단보도 통행환경을 개선해 나가야 한다. 또한, 인적측면에서는 노인 교통안전교육 강화를 위해 교통안전 전문가를 양성하여 교육의 실효성을 확보하고, 노인운전면허 소지자 안전교육 강화 및 체험식 교통안전시설을 확충하여 노인들에게 실시간 변하는 교통상황에 대처할 수 있는 능력을 향상시켜야 한다.

Private companies in Korea manage customer complaints carefully, but the police lack systematic response to complaints compared to private companies. As a first step to reduce civil complaints, it is important to improve understanding of police activities and to prevent complaints from being removed in advance by improving counseling services and facilities. In the second stage, thorough preparation should be made through the police organization’s own efforts, such as reorganizing the system and system and strengthening education for smooth field response. In the third stage, on-site measures should be taken in consideration of the position of citizens when contacting and responding to civil complaints, and finally, efforts should be made to resolve them smoothly after the civil complaint occurs. It is not easy to find a clear solution to police complaints. However, in order to resolve complaints, above all, it is necessary to strengthen countermeasures against specific complaints and to protect internal police staff. At the level of the police organization, guidelines for each type of specific civil complaint should be produced, the role and responsibility of middle managers should be strengthened, cases of solving specific civil complaints should be continuously discovered and rewarded, and excellent casebooks should be actively produced and distributed. In addition, it is necessary to strengthen psychological, economic, and legal support for police officers suffering from specific complaints by activating the Civil Complaint Mediation Committee for each police station. In addition, it is necessary to introduce an automatic response system for simple civil complaints and counseling, and to continuously promote measures to reduce workload and block civil complaints by activating investigative civil complaints and non-face-to-face investigations.
