우리나라와 외국의 해양경찰 통계시스템 비교

이 연구는 우리나라 해양경찰 통계시스템에 대한 문제점을 살펴보고 바람직한 발전 방향을 모색함에 있어서, 주요 외국의 사례와 비교분석을 통하여 개선할 시사점을 얻는데 목적을 두고 있다. 연구의 완성도를 높이기 위하여 우리나라 해양경찰 통계시스템과 관련된 선행연구를 조사한 후, 비교 대상인 외국의 해양경찰 통계시스템을 조사하였다. 그동안 우리나라 해양경찰의 통계시스템은 수기방식으로 집계ㆍ생산되고 있었다. 그래서 정책부서 간에 중요 데이터의 공유가 원활하지 못하여 해상안전 확보에 필요한 각종 정책을 결정하는데도 어려움이 많았다. 아울러 정책평가를 위한 객관적인 지표로 활용하는데도 한계를 가질 수밖에 없었다. 한편 외국의 경우, 미국 해양경비대는 항만국통계ㆍ해상안전ㆍ해상보안으로 구분하여 통계 수치를 작성하고 있으며, 업무를 처리하는 담당 직원 수 등 구체적인 자료를 재가공할 수 있게 함으로써 정책 수립에 활용하고 있다. 일본 해상보안청은 해상안전관련 통계뿐만 아니라 오염 및 해류 관련 내용까지 수치화하여 해상에서 일어나는 모든 상황을 객관적으로 파악할 수 있는 시스템을 운영하고 있다. 이를 바탕으로 우리나라 해양경찰 통계시스템을 선진화하기 위한 통계항목 등을 개편하고 측정시스템을 보완하는 방향을 제시하였다. The purpose of this study is to investigate the problems of maritime police statistical system in Korea and to find implications for improvement through comparative analysis of major foreign cases. In order to improve the completeness of the study, we surveyed previous researches related to the Korean Maritime Police Statistical System, and then examined the comparative foreign maritime police statistical system. In the meantime, the statistical system of marine police in Korea has been aggregated and produced by manual method. Therefore, sharing of important data among policy departments was not smooth, and it was difficult to decide various policies necessary for securing maritime safety. In addition, there was a limit to the utilization as an objective indicator for policy evaluation. On the other hand, in the case of foreign countries, the US Maritime Security Service compiles statistical figures by port statistics, maritime safety, and maritime security, and is used for policy formulation by enabling the reprocessing of specific data such as the number of staff members handling the work. The Japan Maritime Safety Agency operates a system that can quantify not only maritime safety statistics but also pollution and ocean currents, so that all situations occurring at sea can be grasped objectively. Based on this, we revised the statistical items to improve the maritime police statistical system in Korea and suggested a direction to complement the measurement system.

The Clinical Significance of Intrarenal Reflux in Voiding Cystourethrography (VCUG)

Purpose: Intrarenal reflux (IRR) occurs in 3-10% of cases of total reflux and can lead to renal injury, which may eventually result in renal scarring. In this study, we evaluated the clinical importance of IRR detected by voiding cystourethrography and evaluated the relationship between IRR and renal scarring. Materials and Methods: From January 2002 to May 2008, 50 patients who were diagnosed with vesicoureteral reflux (VUR) and showed IRR in voiding cystourethrography were enrolled. IRR was seen in 59 renal units in our enrolled patients. A 99mTc 2,3-dimercaptosuccinic acid (DMSA) renal scan was performed after VUR was detected in all cases. Nine patients were conservatively treated with prophylactic antibiotics, whereas 41 patients received an anti-reflux operation. A follow-up renal scan was performed after 3 to 6 months to check for any changes in renal scarring. Results: The average patient age was 9.2 months (range, 1-42 months). Forty-nine patients were male; only one patient was female. The mean duration until surgery was 2.9 months. Generally, the IRR sites corresponded to the sites of photon defects on DMSA renal scans (76.3%). Furthermore, the photon defects on IRR sites tended to progress to renal scarring (65.2%). The rate of change in scarring was lower in the surgery group (47.1%) than in the prophylactic antibiotic group (75%). Conclusions: IRR sites and the sites of photon defects on DMSA renal scans showed a high correspondence, and these sites tended to progress to renal scarring. We suggest that VUR with IRR should be actively managed to decrease the chances of renal scarring.

경찰공무원 체력검정의 문제점 및 발전방안

본 연구는 지난 5월 서울에서 온라인 커뮤니티에 ‘대림동 여경 폭행’이라는 영상에서 주취자 제압에 나선 여경이 피의자와 몸싸움에서 밀리는 등 다소 무기력한 모습의 장면이 나옴에 따라 경찰의 체력검정에 대한 문제점은 무엇인지 이에 대한 개선방안을 제시하고자 한다. 경찰 체력검정은 직무수행과 연계성이 있어야 함에도 현실에서 적용하기 어려운 항목들로 구성되어 있어 비난의 대상이 되고 있다. 문제점으로 나타나고 있는 것은 체력검정 종목의 비현실성과, 체력검정 기준이 너무나도 낮게 선정되어 있으며, 남녀성별 기준의 불균형과 체력검정 방법의 비전문화로 신뢰성이 떨어진다는 것이다. 이에 대한 개선방안으로 첫째, 치안상황에 맞는 현장 활용 가능한 종목으로 개선되어야 하며, 체력검정 평가기준을 상향 조정하고 업무수행에 필요한 제도적 장치 마련과 경찰의 직업적 특수성에 따른 기준을 충족하지 못하고 있는 여경의 체력검사기준을 강화하고, 부상방지 및 효과적인 체력측정을 위한 과학적인 체력검정 시스템을 구축하여 대한민국이 세계 최고의 치안서비스를 제공하는 치안강국으로 자리매김하기를 기대해 본다. The study aims to present a solution to the problem of police physical fitness tests as police officers, who tried to subdue the drunk in a video clip titled "Darim-dong female police officer Assault" in May in Seoul, showed a rather lethargic figure, such as being pushed out of a physical fight with the suspect. The police physical fitness test is subject to criticism as it consists of items that are difficult to apply in real life despite having to be linked to job performance. The problem is that the physical fitness test events are not realistic, the physical fitness test standards are set too low, and their credibility is not reliable due to the imbalance of standards between men and women and the vision culture of physical fitness testing methods. First of all, we hope that the Republic of Korea will become a world-class security powerhouse by upgrading its physical fitness standards and establishing a scientific fitness test system for preventing injuries and effectively measuring physical strength.

수사 경찰의 인권보호 개선방안에 관한 연구

본 연구에서는 인권침해 요소가 가장 많이 상존하고 있는 수사경찰을 대상으로 인권보호 및 인권침해 방지대책을 알아보고자 연구를 실시하였다. 우리나라 헌법에서는 모든 국민은 인권을 기본적으로 보장받을 수 있으며, 받아야 한다고 명시하고 있다. 그러나 우리나라 경찰은 수사 활동의 목적을 달성하기 위해 종종 인권이 무시하여 국민들로부터 많은 문제점을 지적당하고 있다. 특히, 경찰은 과거 1980년대 민주화운동을 막기 위해 빈번한 인권침해로 인해 국민들로부터 좋지 않은 이미지를 가지고 있으며, 많은 신뢰를 잃었다. 최근에도 과거에 비해 많이 감소하였으나, 수사 도중 인권침해 사건이 발생하여, 비난의 대상이 되고 있다. 경찰이 가지고 있는 인권에 관한 문제의 상당부분은 수사상에서 발생하고 있다. 과거에 비해 많이 개선되기는 하였지만, 여전히 수사상에서 발생하는 인권을 무시하는 수사관행, 유치장 등을 비롯한 시설 상의 인권보호 장치의 미비, 수사절차를 무시하는 경찰활동 등의 문제가 발생하고 있다. 이러한 문제점을 해결하기 위해 경찰에서는 다양한 인권보호관련 활동을 실시하였다. 그러나 과거에 비해 점점 넓어지는 인권보호에 대한 인식으로 인해 지속적인 인권보호 교육을 실시하고 있다. 그럼에도 불구하고 발생하는 인권침해 사건을 예방하기 위하여, 윤리교육을 포함한 인권보호 교육을 강화하고 있다. 그리고 경찰청 내에 인권보호센터를 설치하여 인권침해 상황 발생 시 초동조치를 위한 활동을 실시하고 있으며, 검찰의 통제를 받아 수사를 진행하는 현재 형사사법체계로 인해 인권침해 요소가 존재하기 때문에, 수사권 독립을 요구하고 있으며, 종합적인 인권보호를 위해, 교육 및 시설ㆍ제도에 대하여 인권보호를 위한 종합추진 계획 작성ㆍ활용 등의 활동을 실시하고 있다. The purpose of this study is to human rights abuses will persist against the police in the investigation of human rights protection and the study was conducted to prevent human rights violations. Constitution, Article 10 All citizens have he right to pursue happiness dignity, worth has guaranteed. The police often had ignore human rights for the purpose of the activity. In particular, the police violated human rights for prevent pro-democracy movement in the 1980s. As a result, Police have a bad image, and many have lost confidence by the citizen. Recently, violations of Human right reduced compared to past. But, suspect is violated by the Police. As a result, People has been the subject of criticism. The police to solve the problem has been conducting various activities. Against police officers over the investigation of human rights protection and human rights violations and strengthen the training for the prevention, police protection of human rights center within the protection of human rights on the installation, and comprehensive human rights protection and promotion plan is carried out such activities.

대추혈(大椎穴) 에 대한 문헌적(文獻的) 고찰(考察)

Objective : The objective of this study is to enlarge the range of treating which understanding taech'u acupoint(GVl4) can be applied to by inspecting and analyzing documentary records about taech'u acupoint(GVl4). Method : Various contents about taech'u acupoint(GVl4) can be inquired into through investing and analyzing 41 kinds of documentary records ranging from old books to contemporary materials. Results : 1. The spot of taech'u acupoint(GVl4) is under the process of the 7th cervical vertebral. 2. Taech'u acupoint(GVl4) can be found in two positions which can be posturized by a patient. One is a position in which a patient lies on his/her face. The other is a position in which a patient sits up straight with his/her head bent. 3. The depth of acupuncturing can be varied from 3 puns to 2 chons. 4. The amount of moxa can be varied from 3 jangs to 60 jangs. 5. To treat throush taech'u acupoint(GVl4) can lower fever, relieve a state of oversensitiveness, and let vitality flown. Conclusions : The range of treating through taech'u acupoint(GVl4) can be chronic wasting diseases, neuropsychotic diseases, feverish diseases, respiratory diseases, and diseases which can be around taech'u acupoint(GVl4).

우리나라와 외국의 불법복권 사례 비교

이 연구는 최근 들어 인터넷 및 소셜네트워크(Social Network Service) 등을 통해 급격하게 확장되고 있는 불법복권시장을 차단하기 위하여 외국의 사례를 살펴보고 대응방안을 강구하여 불법복권의 확산을 차단하기 위한 목적을 가진 연구이다. 연구의 목적을 달성하기 위하여 이 연구에서는 국내 사례 및 외국의 사례를 살펴보고 외국의 대응방안을 활용한 방안을 제안하였다. 사행사업 중 복권은 다른 사행산업보다 역사가 깊고 대중화되어 많은 사람들이 사행성의 목적보다는 놀이의 개념으로 이용하고 있으며, 주택복권․즉석식 인쇄복권․번호선택식 복권․스포츠 결과를 예측하는 스포츠복권 등 다양한 유형의 복권을 이용하고 있다. 2002년 2월 높은 배당률을 보이고 있는 번호선택식 복권인 로또가 판매되기 시작하면서 남녀노소를 구분하지 않고 많은 사람들이 구매하기 시작하였으며, 선택식복권의 성공으로 세수확보가 용이해짐에 따라 많은 복권들이 우후죽순처럼 생겨나기 시작하였다. 복권의 난립은 복권에 대한 심각한 중독현상을 보이는 경우가 발생하였으며, 가사를 탕진하는 등의 사회문제로 발전하였다. 특히, 최근 들어 인터넷, 소셜네트워크 등을 이용하여 높은 배당률을 자랑하는 불법복권을 유도하는 광고가 증가하고 있어 불법복권이 심각한 사회문제가 될 가능성이 높아지고 있다. 외국에서는 불법복권 사업이 증가함에 따라 불법복권에 의한 신용사기 및 폭력조직의 자금원으로 활용되는 등의 문제로 인하여 불법복권을 심각하게 다루고 있다. 중국의 경우 육합채라고 불리우는 오래된 인쇄식 불법복권이 현재까지 이용되고 있어 이에 대하여 적극적으로 대응하고 있으며, 미국의 경우 인터넷을 이용한 불법복권이 기승을 부리고 있어 이를 예방하기 위하여 인터넷을 차단하는 등의 방법을 이용하고 있다. 이러한 해외사례를 바탕으로 우리나라에서 점점 확대되고 있는 불법복권시장을 예방하기 위하여 인터넷 및 SNS 등을 이용한 광고차단, 의심되는 해외 불법복권 계좌에 대한 차단, 불법복권에 대한 온라인 판매의 규제 및 인쇄식 복권 발행자에 대한 적극적인 대응 등의 방안을 제시한다. This study aims to examine foreign cases regarding an illegal lottery, devise solutions, and prevent the spread of the illegal lottery in order to prevent the illegal lottery market from being recently extended rapidly via the internet and SNS (Social Network Service). To achieve the goal of this study, this paper figures out domestic and foreign cases and suggests how to use solutions from foreign countries. A lottery has become popular more and more with a longer history than other speculation businesses. Hence, many people use it for play rather than gambling and use various types of lottery such as housing lottery, instant printed lottery, number-selection lottery, sports lottery, and more. Since lotto that is a number-selection lottery with a high dividend rate started to be sold in February, 2002, a lot of men and women of all ages have purchased it. Furthermore, as the tax revenue security became easier due to the success of the lottery, many types of lotteries spring up everywhere. A flood of the lotteries results in a serious addiction phenomenon and becomes a social problem because some people run through all their money. In particular, recently, the number of internet advertisements that lead people to purchase an illegal lottery with a high dividend rate via the internet and SNS (Social Network Service) has increased. Hence, the illegal lottery is more likely to become a serious social issue. As the number of illegal lottery businesses in foreign countries increases, the illegal lottery becomes a serious problem because it is used as a source of funds for a confidence trick and a gang. As for China, an old printed illegal lottery called Yook Hap Chae has been used until now. Thus, the Chinese government positively copes with this. In the United States, the illegal lottery via the internet is particularly severe. Thus, the government shuts down the internet in order to prevent it. Based on these foreign cases, this paper presents a variety of methods to prevent the illegal lottery market that has been gradually spread in South Korea such as blocking of ads via the internet and SNS, blocking of a suspected bank account for foreign illegal lotteries, regulation of the online sales for illegal lotteries, and active responses for printed lottery issuers.
