        An Analysis of the Effect of Land Development Projects on Urban Centrality and Spatial Structure : Focusing on the Land Development District in the Capital Area

        This study investigates the impact of land development projects on urban centrality and spatial structure in the Seoul Metropolitan Area (SMA), South Korea. Rapid urbanization and housing shortages since the mid-1980s prompted extensive land development aimed at addressing these issues and reshaping urban spatial dynamics. Using data from 2000 to 2020, this study analyzed variables including land price, population density, commercial and office facility areas, workforce size, and number of businesses to construct a centrality index. Spatial regression analysis highlighted the significant correlation between planned area and the centrality index, underscoring the planning area's pivotal role. The findings indicate a decrease in overall centrality index, with notable increases in regions exhibiting high centrality, particularly in Seongnam-Yongin-Suwon and Goyang-Paju. Policy recommendations emphasize the need for targeted urban planning and infrastructure development in these burgeoning areas. Strengthening transportation networks to enhance accessibility between these regions is crucial for fostering balanced urban growth. Conversely, established centers such as downtown Seoul and Yeouido require upgrades to existing infrastructure and the creation of new commercial and cultural spaces. Struggling areas like Incheon Michuhol and certain regions in Gyeonggi Province necessitate revitalization through strategic redevelopment initiatives. This research underscores the pivotal role of land development projects in shaping urban centrality and spatial structure. It offers critical insights for formulating effective urban policies to ensure balanced and sustainable urban growth in the SMA.

        The movement toward knowledge-based economy has been accelerated, which is based on creation, diffusion and utilization of knowledge and information. In this change, Technomarket knowledge information plays a vital role in establishing R&D strategies, deciding on new investments, introducing new technology, finding new market, making up future business plans, etc. In this study, we intend to build a system for techno-market knowledge information, which enables users to analyze and acquire useful data by themselves and provides techno-market knowledge information immediately on technologies and items to experts. In conclusion, through this system we are able to cope actively with the rapid environmental changes and the increasing uncertainties and contribute to a national technology competence.

        동물들을 사랑하는 전북대 수의학과 동아리 'Vet장이들'이 반려동물과의 성숙된 공존문제에서 한 발 더 나아가 유기 동물 보호 및 고령자 일자리 창출 문제까지 해결하는 소셜 벤처를 창업해 화제이다. 'Vet장이들' 이름에는 Veterinary(수의사)라는 본분을 기억하며 '장이'라는 이름에 걸맞는 이 분야 최고 전문가가 되고자 하는 포부를 담았다. 창업 1년 남짓 되는 짧은 시간에 가시적인 성과를 이루어가고 있는 Vet장이들 김은정 대표를 만나 흥미로운 창업 스토리와 앞으로의 비전을 들어보았다.

        기술주권과 신흥기술동맹: Gaia-X를 중심으로

        In the midst of the intensifying competition for hegemony between the United States and China triggered by the digital sector, the European Union defines this competition as a de facto war and positions itself as a “referee” in this war, and identifying Europe's dependence on imports and technologies to mitigate this has been defined as identifying technologies to support technology sovereignty (European Commission, 2021a). Furthermore, the EU is using technology sovereignty as a means of developing new policy tools that did not previously exist (Crespi et al., 2021). Gaia-X is a representative example of emerging technology alliances. This paper attempts to approach the data ecosystem of Gaia-X, which has been explained in technological and industrial aspects, from a different perspective. First, the reasons why Europe’s digital sovereignty is a fundamental precondition for the Fourth Industrial Revolution are presented. Second, the capacities included in digital sovereignty presented by the European Union as a countermeasure against the U.S.-China technological hegemony war, competition for standards related to digital technology, and movements by powerful countries to territorialize data in digital space are emphasized. In order to explore the data ecosystem of Gaia-X in more depth, the geopolitics of digital space, the value of technology sovereignty, and the characteristics of emerging technology alliances and new rules for handling industrial data, focusing on Gaia-X, are examined. As a conclusion, the principles and approaches of new science and technology diplomacy necessary for Korea are presented as follows:First, new understanding and approach to international standards. Second, establishing working groups suitable for Korea through Gaia-X, which will be a model of the data economy. Third, understanding the importance of technology that is governed by laws and regulations in accordance with geopolitics beyond superior technology. Fourth, participating in international solidarity to deal with non-value-neutral technological characteristics. 디지털 분야에서 촉발된 미국과 중국의 패권 경쟁이 심화되고 있는 상황 가운데 유럽연합은 이 경쟁을 사실상 전쟁으로 규정하고 이 전쟁의 ‘심판(Referee)’으로 포지셔닝하겠다는 전략 아래, 유럽의 수입 의존도를 파악하고 이를 완화시키기 위한 기술을 기술주권 지원기술로 정의하였다(European Commission, 2021a). 더 나아가 유럽연합은 기술주권을 이전에 없던 새로운 정책도구를 개발하는 수단으로 활용하고 있다(Crespi et al., 2021). 대표적으로 Gaia-X와 같은 신흥기술동맹이 그 사례라 할 수 있다. 본 논문은 기술과 산업적 측면에서 바라보는 데이터 생태계 Gaia-X와는 다른 관점으로 접근해보고자 한다. 먼저 유럽의 디지털 주권이 왜 4차산업 혁명의 근본적인 전제조건이 되는지 근거를 제시하고, 유럽연합에 의해 미중 기술 패권전쟁의 대응책으로서 제시된 디지털 주권이 포함하고 있는 능력과 디지털 기술 관련 표준 경쟁과 디지털 공간 내 데이터를 영토화하는 강대국들의 움직임이 있음을 강조하고자 한다. 데이터 생태계 Gaia-X를 좀 더 심층적으로 알아보기 위해 Gaia-X를 중심으로 디지털 공간의 지정학과 기술주권의 가치를 살펴보고 산업 데이터를 다루는 새로운 규칙이자 신흥기술동맹으로서 Gaia-X의 특성을 분석해 보고자 한다. 이를 바탕으로 한국에 필요한 새로운 과학기술외교의 원칙과 접근방향을 결론으로서 다음과 같이 제시하고자 한다. 첫째, 국제 표준에 대한 새로운 이해와 접근이 필요하다, 둘째, 데이터 경제의 표본이 될 Gaia-X를 통해 국내에서도 적합한 워킹그룹 구축이 요구된다, 셋째, 우수한 기술을 넘어 지정학에 따라 법과 규칙의 지배를 받는 기술의 중요성을 파악해야한다, 넷째, 가치중립적이지 않은 기술 특성을 알고 이를 다루기 위한 국제적 연대에 참여해야한다.

        한국-중유럽 3국 과학기술 국제협력 전략 연구: ICT, 에너지, 소재 분야 정부출연연구기관을 중심으로

        This study aimed to derive policy recommendations for international cooperation in science and technology with three Central European countries (Poland, Czech Republic, Hungary), centering on the government-funded research institutes in Korea. To this end, in-depth interviews and surveys with government-funded institutes (the institutes) representing ICT, energy, and materials sectors were conducted to derive environmental factors for international cooperation and analyze strategies for international cooperation in science and technology. Based on the results of the analysis, this study found out that the institutes adopted four different types of strategies, the technology-seeking type, participatory type, coordinated type, and resource-dependent type, as an international cooperation strategy with all three Central European countries.

        타일(Theil) 지수를 이용한 국가연구개발사업의 연구비 집중도 분석

        In the past, when research and development(R&D) resources were absolutely scarce, the so-called ‘choice and concentration’ strategy of national R&D projects has been persuasive. Under the current situation where various actors such as GRIs(Government-funded Research Institutes) and universities supported by more abundant R&D resources conduct national R&D projects, this strategy cannot be applied without distinction. In order to see how the strategy has worked, this paper analyzes the concentration of research funds allocated to actors performing national R&D projects. Concentration is measured based on the amount of research funds supported by government from 2002 to 2016 using the Theil index to break down the concentration of individual actors in the overall national R&D project. The results from the Theil index were compared with concentrations using the Gini coefficient, a widely known indicator. As a result, the Theil index could be used to analyze the concentration and sub-components’ contribution such as universities and GRIs that make up the entire national R&D system. The results also showed GRIs had the highest concentration, followed by universities, but their concentration has been somewhat reduced compared to 10 years ago. On the other hand, small-sized companies have maintained a certain level, although they are not highly concentrated. In other words, universities and GRIs tend to reduce the gap in the allocation of research funds among institutions, while small-sized companies tend to distribute them evenly.
