This study have made inbestigation into the contamination conditions of water supply source in CHON NAM province. The results were summarzed as follows. 1. The determination factors of water quality in water supply source depended upon collected water area, preserbed area of water supply, intake area, water purification process, water distribution process, water pollution degree and water management ability of home. 2. The main pollution elements of water supply source were agricularal medicines, fertilizer, synthetic detergent, fishing, recreation wrogdoing, and fish farming in lake. 3. The difficult problems of water supply management were the enlargement hardship of intake source and the treatement cost rising of water supply. 4. The countermeasures for water supply contamination were intake change technical development of water treatment, figh farming for water quality purification; ventilation estable-inshment for from elimination, introduction of fishing licence system and so on.

단위학교의 자율적인 학교경영에 관한 연구 : 관리자, 운영위원회, 학부모의 관계를 중심으로

급변하는 정보화 사회에 적응하기 위한 일련의 각종 교육개혁안들이 발표되고 있지만, 이러한 제도에 대한 이해 부족 또는 제도 자체가 안고 있는 역기능 등이 사회 전반적인 구조적 모순 속에서 심각한 부작용으로 나타나 우리의 교육은 지금 최대 위기를 맞고 있다. 교원정년의 단축 등 교사를 교육개혁의 주체로 몰아 무리하게 추진함으로써 교권이 실추된 반면 그와는 상대적으로 경제 마인드에서 비롯된 수요자 중심 교육, 운영위원회 구성 등으로 인해 학부모의 위상은 점차 높아지고 있다. 또한, 대입제도가 수시로 개선된다는 발표에 따른 학부모들의 이해 부족에서 오는 그릇된 학교관, 핵가족화로 인한 가정교육의 약화 현상, 학교에서 일어나는 학생 사고의 처리부족과 보상관계, 교육과정 운영의 간섭, 교직단체의 분열 등이 시대적 조류에 편승하여 탈학교, 교실 붕괴, 교단 분열 등의 심각한 교육 문제는 “예수가 교육부장관을 해도 어려울 것” 동아일보, 2003. 4. 24일자, 29면 참조 이라는 말까지 있다. 이러한 교육적 위기를 극복할 수 있는 길은 실추된 교권을 바로 세우는 데서 찾아야 하며, 학교 내 교직원, 교육관련 단체 간, 학부모 등 여러 주체들 간의 갈등은 허울 좋은 명분을 떠나 실질적인 양보와 상호 인정으로 마음을 열어 모범적 협상을 보여 주어 해결해야 할 것이다. 또한, 대외적으로 교권을 회복하기 위해서는 학생 개개인에 대한 세심한 배려와 함께 학교 및 담임교사의 교육방침을 적극 홍보하여 학부모가 교사를 신뢰할 수 있는 풍토가 조성되어야 한다. 지금까지 교육자치제의 실시에 부응하여 단위학교에서 학교경영을 개선하기 위한 노력의 필요성이 높다는 관점에서 교육자치제의 실시가 단위학교에서 자율성, 민주성, 전문성을 요구하기 위하여 각 구성원들의 자율 경영체제를 연구하였다. 그리고 학교경영체제의 관리자, 운영위원회, 학부모 구성원에 대한 분석을 기초로 하여 ① 관리자의 지도성 배양 ② 의사결정의 합리적 처리 ③ 자율경영 체제의 확립 ④ 교직원의 전문성 신장 ⑤ 학교 교육여건의 개선 ⑥ 교직원 갈등 해소 및 사기진작 ⑦ 운영위원회 실질적 운영 방안 ⑧ 학부모의 합리적인 경영 참여 ⑨ 학교 자체평가체제의 확립 등 9가지 과제를 제시했다. 우선 학교장은 학교 경영의 실질적 책임자로서 교육전문성 못지않게 경영전문성을 갖추어야 한다. 학교장은 교육자라기보다는 행정가이고 경영자이기 때문이다. 그리고 학교장은 지배자적 행정가(boss-manager)가 아니라 지도자적 행정가(lead-manager)가 되어야 한다(Glasser.W., 1992). 학교장은 지원적이고 촉진적인 지도성을 갖추어야 한다. 교사들에게 많은 책임을 위임하고(Empowerment), 정보가 원활하게 소통될 수 있는 열린 마음의 의사 소통자가 되어야 한다. 학교장은 사교적인 기술을 갖추어야 한다. 교사, 학부모, 학생들이 접근할 수 있게 하며 그들의 존경을 받고 그들로 하여금 협동하려는 의지를 갖도록 해야 한다. 또한 교장은 상급기관과 좋은 관계를 맺어야 하고, 학교와 학부모와 매개역할을 하고 있는 운영위원회와 학부모 및 지역사회 인사들과도 좋은 관계를 유지해야 한다. 그리고 교직원들이 긍정적이고 적극적인 자세로 교육활동과 학교 경영활동에 참여할 수 있도록 지원·격려·유도할 수 있는 합리적이고 민주적인 열린 지도성 발휘의 필요성은 아무리 강조하여도 지나침이 없을 것이다. 다음으로 운영위원회 운영에도 보다 적극적인 활동과 교육자치 제도를 활성화하는 제도로 정착되고 개선되어야 하겠다. 시행 된 지 8여년이 되지만 아직 여러 가지 문제점이 나타나고 있지만 이러한 문제들은 관련 법규 보완과 함께 운영과정의 개선을 통하여 해결하여야 할 것이다. 운영위원회가 정착되어 본래 취지대로 운영되느냐의 여부는 앞에서 고찰한 몇 가지 문제점에 대한 해결방안과 활성화에서 밝힌 바와 같이 무엇보다 운영위원회 구성원 개개인의 태도와 노력 여하에 달려 있다. 학부모위원과 교원위원 및 지역위원은 각자 교육에 대한 지식과 이해의 정도가 다르고, 학교운영에 대한 관점이 다를 수 있기 때문에 의견차이나 갈등이 생길 수 도 있다. 그러나 위원 모두가 서로를 존중하고 열린 마음으로 상대방 의견을 받아들이려고 노력한다면 운영위원회는 그 취지를 실현할 수 있을 것이다. 운영위원회가 교육의 주민자치 정신을 구현하고 단위학교의 자율성 확대를 통해 학교를 새롭게 변화시키고 발전시키려면 무엇보다도 학교장의 열린 의식과 개혁의지, 교사의 활발한 의견개진, 학부모의 적극적인 참여의지, 지역인사의 애교심이 "미래의 주역인 학생들"을 위해서 모아지고 발휘될 때 운영위원회는 성공적으로 정착될 것이다. 그러나 운영위원회는 교육자치를 위한 수단중의 하나일 뿐이지 결코 목적이 될 수 없다는 점이다. 진정 이 땅에 교육자치제가 정착되기 위해서는 교육당사자뿐만 아니라 외부 환경 즉, 지방자치단체와 지방의회가 방관적 자세에서 탈피, 교육의 현실을 직시하여 진정으로 학교를 이해하고 지원하는 행정으로의 전환이 필요하다. 학부모들은 학교 운영에 대하여 적극적인 관심과 참여하려는 의욕을 가져야 한다. 공동체 중심의 학교단위 책임경영제는 학부모와 지역사회가 적극적으로 학교운영에 참여하는 것을 전제로 한다. 만약 학부모들 사이에 학교 운영에 대하여 무관심이 만연 한다면, 이 단위학교 경영모형은 실패의 위험에 봉착할 수 있다. 그렇기 때문에, 학부모들과 지역사회 인사들은 학교 운영에 적극적인 관심을 가지고 참여하려는 태도를 견지해야 하며, 특히 학교운영에 관하여 식견과 합리성을 가진 학부모들은 학교운영에 참여하는 것을 회피하지 말아야 한다. 단위학교의 경영 평가도 국제 개방화 사회, 고도 기술 정보화 사회인 21세기를 맞이하여 학교도 자유경쟁원리에 기초한 다양한 프로그램을 준비하여 질 높은 교육을 제공할 의무와 책임이 있다. 학교경영평가는 학교교육목표 달성도를 확인하고, 교수활동개선을 위한 기초자료를 제공하며, 교원의 전문성 신장을 돕고, 제반 행정적인 의사결정을 위한 기초를 제공하기 위한 것이며, 이는 학교단위 책임경영제를 구현하기 위해서 필연적으로 병행되어야 할 과제라 볼 수 있다. There are so many assignment that we must solve among education problems that face today. Among these assignments, we can see the request to educational reform as the most important to solve, because of the request to the knowledge based society of infinity competition that has no frontier and the educative zeal about dimension and children as a country's survival strategy. According as local education self-governing system is enforced, the request is rising about autonomy, democratism, professionalism in educational administration and school management. When we focus on the independent school-based, there needs the effort of self-regulation administration in order to achieve the educational target of school more effectively, improve school management establishment and elevate teaching staff's job satisfaction. We can devide the types of school management into three, one is the type that school manager who lead decision-making to execute in school in upper grade administration, another is the type that delegate main decision-making competence to school administrator, and the third is the one that secure the participation such as local community person and students' parents with democratic mind. School council is based on securing the participation among these types. School management with securing the particiaption means to scatter the power, to guarantee the wide participation of relative groups individual, and to ensure the principle of fair and open administration. It must be recognized that much discretion in a single school does not mean to concentrate the power on the special individual in a school. It is meaningless to secure participation in the school which has no discretion or to give the discretion to the school without guaranteeing the participation. In short, we need to prepare the committee that can put much forces in the school and can administrate the power properly. The school council should be the committee that secure the right participation and make proper use of the discretion. The teacher's ecclesiastical authority has fallen dramatically while the educational reform which regards the teachers as target of reform was propelled, but students' parents' status by consumer center education and steering committee format is rising gradually. There are serious education problems of student accident processing and compensation, interference of curriculum, and classroom collapse etc. The way that can overcome such educational crisis is to find at to right fallen ecclesiastical authority, between the teaching staff and the education connection organization in school. To recover ecclesiastical authority, The atmosphere that students' parents can trust their teachers should be made up by publicizing actively school with prudent attention about students and teachers. Principal as virtual responsible person of school management must equip administration professionalism such as education professionalism. Because principal of a school is administrator and manager rather than educator . And principal of a school must become not control self-satisfaction administrator (boss-manager) but map self-satisfaction administrator (lead-manager). Principal of a school must have excellent leadership and open mind. Principal must preserve good relation with steering committee and students' parents and local community. Students' parents must have active interest and desire to participate about school operation. The condition of School unit responsibility administration is that local community should take part in school operation actively. Therefore, students' parents and local community persons must take part in school operation with active interest, attitude, knowledge and rationality. Also, school management estimation is to confirm booklore target achievement degree, and to supply data for professor activity improvement, and to help teacher's professionalism. There are something to suggest as students' parents and investigator. First, administrator's role is important to an unit school self-regulation administration. So, appointment of principal should be made by students' parents (or, inhabitants) election, not decimal number of persons (teacher or operation committee) election. Second, if social problem happens regarding school, it should be solved by active participation and cooperation Third, students' parents, inhabitants, and those who concerned with education must respect teacher, who should teach respect and manners to their students and devote himself to the improvement of professionalism Finally, administration activity of unit school should be publicized after the estimation result of responsibility administration, and responsibility administration and duty should be improved through the desirable participation of students' parents and local residents.

Ubiquitous computing for network centric warfare

In the thesis, we describe the design and implementation of middleware for Network Centric Warfare (NCW), which provides automatic military operation services based on the inferred battlefield contexts using ubiquitous computing. Middleware for NCW is composed of two layers: Context-aware Reasoning Layer (CRL) and Ubiquitous Main Layer (UML) which support automatic military operations by providing a decision support system using context-awareness service in ubiquitous computing for various military applications. For large computation application, CRL provides the intelligent context by processing data obtained through military sensor network. It is composed of four components: Context Interpreter, Context Storage, Context Inferrer and Context Provider. They support transparent high speed computation for NCW environment. CRL has the modules that define context based on concept of specific domain ontology, and process and aggregate the data through military sensor network after enemy context extraction. Also, it includes the modules which store, manage, query and request knowledge by inference engine, and support the cooperation with high specific military operation service. In order to execute specific military operations, UML generates proper military operations and controls military devices. Although real battlefield worlds become interactive network systems by extending the region of traditional computing systems to encompass the military devices or entities which may be allowed to interact among them, the heterogeneity and mobility among a number of military devices make the system vastly more complex. To provide the solution for the requirements of complex military infrastructure, we also develop the Ubiquitous Middleware for NCW which makes applications or services used everywhere such as display, Army PC, or MSP (Military Smart Phone) with the choice of a number of input devices by providing the automatic computing environment.
