        Kwangju city Art & Culture group consist of symphony Orchestra, Dance Company, Adult choral group, Girls and Boys choral group(established in 1976), Traditional comedy group(l989), and Traditional Music Orchestra(l994). This study examines each director's term, the structure of group members, past records of performance and details of budget use, etc. This paper makes a reference to past records during past 5 years because city Art & Culture group could open and secure its space to practice in 1991 and also this year is a turning point for that group. As a result, all 13 directors have governed this group for 86 years. Average term is 6.6years. Of all directors, however, 7 people have ruled more long than other people. In terms of over term, it is suggested that the term and election regulation should be generalized and specified by an ordinance according to comparison and analysis of the study results from the cause, background and the previous study. Of total 268 members in this group, there are 83(37.1%) in Symphony Orchestra, 54(20%) in Choral Group, 48(17.9%) in Traditional Comedy Group, 46(17.1 %)in Dance Company, 29(10.8%)in Traditional Music Orchestra, and 6(2.2%) in Boys and Girls Choral Group. But, it is suggested that city Art & Culture group should secure 32 more members to make 290 members by the ordinance code. In terms of past records of performance, Symphony Orchestra performed 81 times, Traditional Comedy Group 74 times, Choral Group, 69 times, Boys and Girls choral group 52 times, Dance Company 46 times, Traditional Music Orchestra 5 times. In the mean time, according to details of budget use, the study shows that cost for employees has grown year by year in the same level and cost for supporting performance had lessened contrary. This means that Kwangju city council scarcely supports Art & Culture Groups. Furthermore, due to security of budget for Biennale Kwangju, it is not sure for city Art & Culture group to secure the budget ; So, it could be indicated that abnormal operation such as 'performance which depends on budget' will be carried out over and over. To get over these kinds of problems, a variety of measure which make each group survive - for examples, fund raising or gathering people from performing good works - are suggested. If there are some supports from Kwangju city council, I think, we can expect these group to be progressed more quickly.

      • 大腸菌의 Polyamine에 의해 轉寫 誘導되는 새로운 遺傳子 ZnuA 特性 糾明

        To determine the physiological roles of polyamines, we found the polyamine-inducible periplasmic proteins and identified one of these protein, ZnuA, ZnuB, and ZnuC in E. coli as 7-10 fold. The ZnuA was induced in a putrescine dosage dependent manner and the stimulatory effext at 5mM putrescine. However, other inorganic cations, such as Mg2+ and Cu2+, did not alter ZnuA synthesis To determine the relationship between polyamines and ZnuA protein expression, we constructed znuA::lacZ operon fusion strain We determined the effect of polyamine on znuA::lacZ expression by monitoring B-galactosidase during growthe in the absence or presence of exogenous putrescine at a 3mM concentration. Putrescine induced znuA::lacZ markedly and this induction was consistent with those on ZnuA synthesis determined by previous results In stationary phase, the level of znuA::lacZ expression was maximized at 5mM putrescine The polyamine-dependent znuA::lacZ induction was groth-phase-dependent. These data suggested that znuA::lacZ expression and ZnuA protein synthesis induced by polyamines and that polyamine may play an important role in the regulation of zinc transportin E. coli.

        풀뿌리 민주주의이며 참여 민주주의의 꽃이라고 할 지방자치의 본격 적인 가동이 시작되어 이제 정착단계를 맞은 시점에 우리가 가장 관심을 가져야할 문제는 여러 가지 이겠지만, 무엇보다 우선되어야 할 것은 지방재정의 충실성을 들 수 있다. 지방자치가 『완벽한 제도』와 『성실한 인간』에 의하여 운영되며 완벽한 법 제도와 유능하고 성실하며 양심적인 인물을 뽑았다고 할지라도 자치단체의 살림을 꾸려나갈 재원이 부족하다면 지방자치는 그야말로 『빛 좋은 과일』에 불과할 것이며 제 기능을 발휘하기 어렵다 할 것이다. 이와 같이 지방재정의 건전성 여부는 지방자치 단체의 성패를 좌우 하는 것이므로 지방자치법에서는 지방재정 운영의 건전성, 자주성을 뒷받침하기 위한 중앙정부의 역할, 국가시책 구현을 위한 지방자치단체의 책무와 국고보조금 및 지방채의 운영과 부담행위 및 채권의 관리 등 여러가지를 포함하고 있는 것이다. 그러나 지방재정은 현실적 운영에 있어서 지방재정의 가장 중요한 과제는 자치단체의 재정능력 증대와 자치단체간 재정격차의 완화가 무엇보다 시급한 실정에 있다는 것은 부정할 수 없다. 따라서 본 연구에서는 기초도시단체를 대상으로 재정격차의 실태와 그 발생요인은 무엇이며 그에 따른 완화방안을 검토 하고자 하였다. 이를 위해 본 논문은 5개의 장으로 구분하였으며 제 2 장에서는 지 방재정의 의의와 추세 및 규모의 변화를 서술하고, 재정격차의 개념 재 정격차의 발생요인 및 그 과정에 대한 이론적 검토에 중점을 두었다. 이를 과정에서 재정격차의 개념을 도시간 재정능력의 불균형을 의미하는 것으로 하였고, 재정능력은 자체수입 중앙정부의 재원을 합한 재원규모를 대상으로 하였다. 그리고 재정격차의 과정은 우선 도시경제력을 근본으로 하는 재원의 격차를 제1차 요인으로 하고, 중앙정부의 재정조정 재원의 배분을 제2차적 요인으로 하였다. 재정격차 발생요인은 인구, 산업구조, 고용, 소득, 사회, 사회간접자본, 자연지리 및 재정조정요인으로 구분하였다. 제 3 장에서는 기초도시자치단체를 대상으로 재정격차의 실태를 분석하였으며, 재정격차의 분석은 '80년도 기준으로 5년 간격으로 '94년까지 분석하였고, 사용된 지표는 재정자립도, 1인당 시세, 1인당 재원을 중심으로 서술적 분석과 평균, 표준편차, 최대.최소값 및 범위 그리고 변이 계수 등을 통한 통계학적 분석을 하였다. 제 4 장에서는 1-3장에서의 서술과 분석을 바탕으로 도시자치단체 재원 격차의 해소방안을 집약하였으며, 제 5 장에서 광역자치단체의 재원 조정방안을 포함한 최종결론을 지었다. Local self-government is a blossom of source and participating democracy. At the fixing period after full-operation, most of all, our most interest is faithfulness of local finance. Short of a financial source in local government cause to the malfunction and lead to nominal government, though perfect system operates it and by sincere person. As the success of local self government depends on the healthy of local finance, Self Government Act includes the role of central government for healthy and independence in local financial operation, duties of local self-government for realization of country idea, treasury subsidies, operation of local loan bonds, bond administration and so forth. However, the important subjects of local finance in the practical operation are the enlargement of capacity in the self government and the mollification of differences between self governments. Therefore, this study focused the local governments and discussed the facts of their financial differences and its cause and the methods for mollification. It consists the study of five chapters. The chapter two, there are describing of the meaning and transformation of scale in the local government. focused on the theoretical inspection, like as the ideas of the financial differences, causes of financial differences, and its progress. Here, the idea of financial differences means the unbalance of financial capacity. In financial capacity, finance scale, which is the total of self income and resources of central government, is the main subject. At the outbreak progress of financial difference, the difference based urban economy is a first cause, and distribution of financial intervene sources from the central government is the second cause. An outbreak cause of financial differential consists of population, industry structure, employment income, society, social indirect capital, and financial settling causes. Chapter three analyzed the facts of financial difference in the local government. Analysis of financial difference standardized the 5year term from 1980 to 1994. It acted the statistic analysis Using index, such as, descriptive analysis, an average, standard deviation, maximum, minimum, domain, and variation calculation focusing on a financial independency, city tax per person, a financial source per person. Chapter four summarized the resolving plan of financial differential in local city self-government based on description and analysis. Chapter five reached the conclusion including financial settling plans of the provincial government.

      • GNSS 가강수량 정확도 향상과 기상예보 활용성 연구

        전 세계적 기상이변으로 인한 태풍, 폭설, 집중호우 등의 자연재해가 증가하고 있으며, 그에 따른 인명 및 재산피해가 발생하고 있다. 이에 정확한 일기 예보 및 기상연구에 대한 필요성이 대두되고 있으며, 대기 순환 과정에서 중요한 역할을 담당하고 있는 수증기의 측정이 필수적이라고 할 수 있다. 수증기를 측정하는 대표적 시스템인 라디오존데와 라디오미터는 수증기량을 직접 측정함으로써 정확한 측정이 가능하다는 장점이 있다. 그러나, 비 또는 눈이 많이 내리는 기상이변 상태일 때는 기기의 오류로 이상값을 산출하며, 하루 일정한 시간에만 관측하므로 연속적이지 못하다는 단점이 있다. 반면 GNSS는 기상이변에도 크게 영향을 받지 않으며, 이미 세계적으로 구축되어 있는 GNSS 네트워크망을 통해 연속적인 관측이 가능하다. 본 논문에서는 GNSS 신호지연을 이용하여 수증기량 관측에 가장 많이 쓰이는 가강수량(Precipitable Water Vapor)을 산출하였다. GNSS 데이터 처리는 Bernese GNSS Software V5.2를 사용하였으며, 데이터 처리 과정 중 대류권 모델은 Saastamoinen의 선험적 모델과 Niell 사상 함수를 적용하였다. GNSS 가강수량 산출에 필요한 습윤 지연량은 습윤 성분의 특성상 산출하기 어려워 총 지연량에서 건조 지연량을 차감하는 방법으로 산출하였다. 총 지연량은 데이터 처리를 통해 산출하며, 건조 지연량은 Saastamoinen 건조 지연 모델을 적용하여 값을 추정하였다. 건조 지연 모델에 필요한 관측소 기압 자료는 인근 지상기상관측소 자료들을 이용하여 추정하였으며, 0.49hPa RMSE로 비교적 정확한 기압이 산출되었다. 우리나라에 적합한 평균 기온 산출을 위해 2013년부터 2014년간 총 9,822개의 라디오존데 관측자료와 지상기온 관측 데이터를 선형 회귀 방법을 적용하여 가중 평균 기온식을 결정하였다. GNSS 가강수량 정확도 검증을 위해 라디오존데 가강수량과 비교분석한 결과, 표준편차는 약 3mm로 정밀한 결과값을 보였으며, GNSS 가강수량을 활용한 응용 기상연구에 적합한 정확도로 판단된다. 기상예보 활용성 부문은 크게 두 가지로 나누어 연구를 수행하였는데, 기상인자간의 상호 연관성 분석과 태풍과 같은 기상이변 동안 가강수량 변화량 분석이다. 최근 한반도를 거친 태풍을 선정하여 그 기간 동안 가강수량과 위성영상을 비교 분석한 결과, 태풍의 영향권에 접하면서 가강수량 값이 점차 상승하였으며 태풍의 중심부에 다가갈수록 최대값을 보였다. 이를 통해 가강수량 변화량으로 태풍의 이동경로 및 태풍의 세기를 측정할 수 있는 기준이 될 수 있다고 판단된다. 본 논문에서는 GNSS 후처리를 통해 GNSS 가강수량을 산출하였으며, 기상예보 활용 가능성을 검증하였다. 향후 기상현업에 GNSS 기상학을 접목시키기 위해서는 실시간 고정확도 가강수량 산출 연구가 필요하며, 기상예보를 위해 가강수량과 다양한 기상현상의 분석이 필요할 것으로 판단된다.

      • 전기동력 기술과 계면활성제를 병용한 경유 오염 토양세척에 대한 연구

        경유(diesel)로 오염된 토양의 전기동력적 기술에 의한 정화를 위하여 모래와 카오린으로 충진된 칼럼을 이용하여 각 토양의 전기동력적 특성에 대하여 고찰하였으며, 각각의 토양에 대해 세척용액으로 수돗물과 SDS(sodium dodecyl sulfate)를 사용하여 전기동력적 현상이 경유 배출에 미치는 영향에 대하여 알아보았다. 전기삼투 흐름은 모래와 카오린에서 모두 양극 방향으로 형성되었는데 이것은 토양 입자가 음(negative)의 제타전위를 가지고 있음을 의미한다. 전기삼투 유속과 전위구배는 시간이 지남에 따라 서서히 증가하여 일정한 수준을 유지하였으나 전기전도도는 이와 반대로 일정 값까지 서서히 감소하는 경향을 나타내었다. 경유로 오염된 모래 칼럼을 이용한 세척 실험에서 물만으로도 단순치환에 의해 소량의 경유가 배출되지만 일정시간이 지나면 더 이상의 배출이 이루어지지 않았다. SDS를 이용한 세척에서는 일정시간 경과 후 경유의 배출이 일정 속도로 계속되었다. 일정유속 1.20mL/min으로 주입되는 20 mM SDS를 이용한 세척과 동시에 SDS가 주입되는 전극실이 음극, SDS와 경유가 배출되는 전극실이 양극이 되도록 15 mA의 전류를 도입한 경우 칼럼으로부터의 전체적인 유체 배출 속도는 1.16mL/min으로 소폭 감소하였으나, 경유 배출속도는 오히려 2배 이상 증가하였다. 모래에서는 전기삼투가 SDS의 전기 영동적 이동 방향과 반대로 형성됨에도 불구하고 양극쪽에서 경유가 배출되는 것은 SDS 음이온의 전기영동적 이동도가 전기삼투에 의한 이동보다 우세하기 때문이다. 경유로 오염된 카오린 칼럼을 이용한 세척실험에서는 카오린 토양의 치밀한 구조에 의하여 pumping에 의한 세척은 불가능하였으므로 전기동력적 현상만을 이용하여 경유 제거 실험을 하였다. 카오린 칼럼을 SDS로 미리 포화시킨 상태에서 양극으로 SDS를 보충하면서 경유 제거 실험을 한 경우가 100 시간까지 90%이상의 경유 제거율을 보였다. 카오린 토양에서는 대부분의 경유가 전기삼투 흐름과 함께 음극으로 배출되었으며 이는 전기영동에 의한 SDS 이동이 전기삼투에 비해 미약하기 때문이다. Electrokinetic characteristics of kaolin and sandy soil in a packed column were investigated and then electrokinetic removal of diesel was carried out by soil flushing with surfactant SDS. The direction of electroosmotic flow was towards cathode, which implied that the soil surface had a negative zeta potential. Electroosmotic flowrate and potential gradient were increased gradually as time passed and steady values were reached. Electric conductivity inside column showed reversed tendency. Electroosmotic flowrate was lowered when higher electrolyte concentration was used in flushing. Water as a flushing agent could remove diesel from diesel contaminated soil column through simple displacement, although its performance was very low and diesel removal stopped after a certain time. Diesel removal was steadily increased when SDS outlet was anodic for the electrokinetic diesel removal. When 15 mA of electric current was applied during the SDS flushing, the diesel removal rate was increased more than 2-folds, although net flow rate was a little lowered, compared to the flushing with SDS only. In sandy soil, even though the electrophoretic direction of SDS was opposite to the electroosmotic flow, diesel removal was achieved at anode because electrophorsis of SDS anion was dominating over electroosmtic transport. In kaolin column, pore was so compact that it was impossible to be flushed with pumping. Therefore, only electrokinetics was applied to remove diesel from soil When kaolin column was presaturated with SDS, more than 90% of diesel was removed during 100 hours of 20 mA application. In kaolin soil, diesel was moved to cathode with electroosmotic flow, because SDS flow in electroosmosis was dominant over electrophoresis.

      • 무선 CATV시스템 셀 설계를 위한 전파환경 분석

        In Korea, the LMDS wireless CATV systems using 27GHz frequency band has already been introduced. As parmeters for analysis of radiowave performance in 27GHz frequency band, the conventional mobile communication systems using 800MHz frequency band relied on such factors as the terrain, obstacles and artificial structures. However, the wireless CATV systems using 27GHz frequency band should also take into consideration not only the terrain and artificial structures but also the influence of sudden changes in weather conditions, especially attenuation of radiowaves due to rainfall. The signals using above 10GHz frequency are considerably affected by rainfall. Therefore, the system link budget is analyzed to get the reliable service coverage in the rainy condition. The CCIR model is used in that budget. In multipath propagation environments we simulate the model assumed by us in order to analyze the multipath loss of the received signal affected by reflected waves, Through ow simulations, we found that multipath loss affecting the received signal is -2.2dD in LMDS systems using 27GHz frequency. We also propose the prediction model of propagation for multipath loss which is to be used for the optimum cell planning of wireless CATV systems using 27GHz frequency band. In order to better retain wireless links for LMDS wireless CATV systems, we analyze propagation path loss due to terrain and obstacles, the time delay owing to multipath propagation, ill effects of rainfall and also estimate the cell radius. In the results of analysis by our proposed model, we found that, in the reverse maximum propagation margin with 146[dB], the cell radius of LMDS systems in Kwangju city is 3.2Km from the main transmitter in condition of 25mm/h raining. Consequently, by employing the suggested propagation model for design of LMDS wireless CATV systems, we expect to enchance quality of transmission.

      • 상업계 고등학교의 인터넷 정보 활용에 따른 원격교육 실태에 관한 연구

        Try to grasp the existing equipment status and the assets utilizing level in order to apply for remote education to the commercial high schools and desirous for presentation of utilizing plan for remote teaching to the commercial high school education. Since therefore, the purpose of this study is to provide basic data for revitalization of the remote education by research of the actual status of the commercial high school students and teachers about the remote education. Under this study the views of students and teachers were consolidated, analyzed and practiced in order to study the efficient utilizing plan of remote education of commercial high schools. As it is a study for remote education of commercial high school, the social statistical analysis knowhow by questionnaire sheet was used by designating sample of students and teachers. The samples picked up were 347 students of two(2) information & industrial (commercial) high schools and 112 teachers of five (5) information & industrial (commercial) high schools in Seoul. The variable expected as the answer will be different subject to feature of students and teachers was assumed as the sex and teaching profession career will be the variable for teachers and the school and grader will be the variable for students. For analysis of this study statistical processing was made by using SPSS 9.0 for window which is one of the statistical programs. The questionnaire sheet for teachers was classified by sex, career, the question to ask general matter of pattern of system currently using, matter for satisfaction of remote educational system the educational cost aspect of the remote education and educational effect of the remote education ( in comparison to classroom teaching). On the other hand the questionnaire sheet for students was classified by the question to ask kind of the school, present grader and for such general information as character of lecturing subject of internet currently attend lectures, the matter for internet educational environment, the reciprocal action between teacher & learners and for educational effect. Under the analysis method T-verification was practiced in order to check the educational cost aspect of the remote education by teachers, the educational effects of remote education and matter on satisfaction of the remote educational system and difference in sex of the teachers and executed the unitary layout dispersion analysis (F-verification) in order to find out any difference by category of character of internet lecturing subjects under receiving at present and the present students grader. And, subject to each question the frequency analysis and the alternative analysis were executed. The significant level as used by this study 5% was based upon. The summarized and readjusted contents of result of this study are as follows : 1) A research was conducted to contribute to development of remote education for efficient utilizing plan of remote education by the commercial high school teachers and as result of the research made, primarily they were satisfied as a whole in general to the constituent, level and the remote educational method of the remote educational system and there were much negative comments not satisfied in the utilizing aspect as well as minds of teachers & students about the remote education. By the general lecturing (in the classroom) and internet lecturing of the commercial high school 21-30 students and 10 or less students by the remote screen lecture are the most suitable number of personnel and the hour required by preparation for lecturing was indicated as 5 hours or less by ordinary lecture, remote screen lecture and internet lecture. There was such comment as the curriculum of commercial high school is appropriate in proceeding by the remote education and students participation to the remote teaching was aggressive and they thought that the present remote teaching at commercial high schools is the education centered by students. And, the students thought that they disclose their views to teachers under the remote education is easier than the existing educational system and there was such view suitable feedback is provided however, they thought that the smooth reciprocal action between teacher & students and among students are not made well. 2) As a result of status survey of students internet lecture the place having internet lecture was the mostly lecture room (computer room) in the school and the internet lecturing was performed with consistence and students were satisfied by this internet lecturing. And, the content & proceeding method of internet lecture were the most unsatisfactory part and the internet lecturing will be a fine learning method as they think if the problem area is improved. The internet lecturing is students centered teaching and they thought that reciprocal action between teacher and learners is made. And, to disclose their view to the teacher under the remote education is easier than the existing educational system as they feel and they thought that exchange of views between teacher and students through question during the lecturing and teacher's answers to comment by students are appropriately made. And, the teacher gives answer to question by students during its lecturing and the questions & answers are smoothly made during the lecturing and provide suitable feedback and indicated that they could receive the lecturing data, and information for supplementary data when necessary as well as the learning progress. The teaching of lesson using the internet lecture had interest than other lesson teaching and understanding of content of teaching is quick and they feel that the learning effect is higher than the existing lesson teaching. And, they consider that the present educational contents are suitable for proceeding by internet lecturing and the affirmative reaction that the internet lecture provides for teaching participating motive persistently and has intent to keep receiving this lecturing from now on was indicated. Based on the conclusion obtained through the result of this study I suggest as follows : ① The students are mostly dissatisfied by the contents of internet lecture and its proceeding method and indicated that they are satisfied by the equipment & material of internet lecture and of insufficient space as well and therefore, betterment in the problem area may be said urgent. ② Disclosure in view between teacher and students to do mutual exchange of views through questions & answers during the lecture will be the most appropriate and by conducting more exchange of views with students to accommodate their views is desirable. ③ Estimated that 21∼30 students by general lecturing (in the classroom) and internet lecturing at the commercial high school and 10 students or less by remote screen lecturing are the most suitable and in consideration of this respect the number of students must be consisted so as to meet with the character of lecture respectively. ④ The remote teaching by commercial high school at present the smooth reciprocal action (question & answer) between teacher & students and among the students I not being made and so, have to cause so that may correctly lead the students through reciprocal action with the students. As a whole and in general it is estimated that the mutual disclosure of views is inevitable since the smooth reciprocal action between teacher and students is not made.
