Precursor Process Designing to SynthesizeNano-sized Phosphors

The nano-sized phosphors were prepared using precursor process in order to improve the performance of red and green emitting phosphors for plasma display panel (PDP). Zn2SiO4:Mn and (Y,Gd)2O3:Eu phosphors exhibit strong emissions around 520-530 nm, 615 nm respectively. The emission intensity and particle size of powders were controlled by sintering temperature and raw material composition. The single phase of each phosphor was obtained at lower temperature than prepared by solid-state reaction method. PL luminance of each phosphor was similar to the commercial material.

적극행정 면책제도에 관한 논리적 고찰

In order to encourage government officials to actively manage their administrative work, the Board of Audit and Inspection has introduced the 'Indemnity System on Active Administration'. It is a system to protect the public servants who are responsible for partial mistakes or errors that occurred during the active administrative process. There is a consensus on the introduction of the system, but in order to apply it to the public societies, at least two issues must be discussed. First, we need to clarify the definition and understanding of the concept of ‘active administration’. Secondly, we also need to discuss on what extent will be the scope of active administration acceptable? In this study, we focused on interpreting the meaning of ‘active’ by considering ‘activeness of administration’ as the core of the concept of positive administration. In addition, we examined the criteria for judging whether the work done by officials is active or not, that is, what requirements should be met in order to recognize the indemnity for mistakes or errors that occurred in the process of active administration. 감사원에서는 공무원의 적극적인 행정을 유도하기 위해 2009년 1월부터 ‘적극행정 면책제도’를 도입하여 운용하고 있다. 공무원이 적극적으로 행정에 임하는 과정에서 발생한 부분적인 잘못이나 오류에대하여는 책임을 면해주는 등 일하는 공무원을 보호하자는 취지의 제도이다. 적극행정의 필요성과 적극행정 면책제도의 도입에 대한 공감대는 형성되었으나 이를 공직사회에 제대로 적용하기 위해서는 적어도 두 가지 사항에 대한 논의가 선행되어야 한다. 첫째, 적극행정이라는 개념에 대한 정의와 이해를 명확히 해둘 필요가 있고, 둘째, 이러한 적극행정 개념에 따라 이루어진 행정행위에 대한 책임성 기준을마련해 둘 필요가 있다. 본 연구에서는 행정에서의 ‘적극성’이라는 의미를 성실성이라는 공직자의 기본자세에 바탕을 두고 ‘책임이 따를 위험이 있음에도 불구하고 업무를 추진하려는 의지나 태도’로 이해하면서 적극행정 개념을 정리한다. 그리고 그 해석에 따라 적극행정인지 여부를 판단하는 기준, 즉 업무추진 과정에서 잘못이나 오류가 있더라도 적극행정으로 인정되어 면책받기 위해서는 어떠한 요건들이충족되어야 하는지를 살펴보았다

[ $SrAl_2O_4:Eu^{2+},\;Dy^{3+}$ ] phosphor was synthesized using the impregnation method, and its photoluminescence and long-afterglow properties were investigated, A mixture of $Sr(NO_3)_2,\;Al(NO_3)_2\;9H_2O,\;EuCl_3\;6H_2O,\;DyCl_3\;6H_2O,\;NdCl_3\;6H_2O$ salts were dissolved in distilled water and impregnating into the polymer precursor. After drying, the impregnated mixture was heat treated at $900-1400^{\circ}C$ for 2h in a $N_2-H_2$ reduction atmosphere. The microstructure and crystal structure of the $SrAl_2O_4:Eu^{2+},\;Dy^{3+}$ powders were examined by scanning electron microscopy and X-ray diffraction, respectively. The photoluminescence spectra showed an excitation band along over wide wavelength of 250-450nm, and a broaden emission with a maxima peak at 360nm. In addition, the spectra also showed a good long after glow that decayed over a 1000sec period after 10 min excitation illumination.

Joseph Conrad 소설의 실존주의적 경향

This study attempts to examine the problems of human dilemma in the aspect of existentialism in Joseph Conrads movels, especially in terms of such existential aspects as isolation, freedom, responsibility, and revolt. According to exsitentialism, man is alone in a universe in which nature is indifferent, love between man and woman is not a source of comfort, and God is dead or at least missing. Man is a "being-for-itself." who makes his own life authentic in the face of this absurd world. In the world of meaninglessness and absurdity, man is completely free to choose his own valuse and ways of life. But freedom of choice leads to anxiety because man does not know what the future will bring and the potential evil innate in human nature is always waiting to be revealed at any time. Man nonetheless has a positive outlook on life which can be called Authenticity. Conrad shares with such existentialists as Sartre and Camus the ideas that man is reponsible for his own life, that he can choose to live authentically, and that he can find his ultimate salvation in acknowledging and fulfilling his reponsibilities to his fellow men. Most of Conrad's main characters are depicted as isolated or alienated. In the extreme state of isolation or defeat, however, Conrad's protagonist seeks authentic selfhood despite his own anxiety and the absurdity of the world. Thus, even though he was not an existential thinker or writer, Conrad developed in his novels the themes of exstentialism, which has been called the representative philosophical thought of the 20th century. In that sense, Conrad is one of the creators of the twentiethcentury novel as well as one precursors of modern existentialism.

능동과 / 또는 결합성 회로망에 대한 적선도

능동과 /또는 결합성 소자를 포함하고 있는 회로망에 대한 일반화된 적선도를 정의하였다. 이 적선도는 신호유선도가 필요없이 전압선도와 전류선도로 부터 직접 구해지며 Mason의 행렬식을 계산하는데 이용되는 선도이다. 그리고 일반성을 갖는 회로망을 예제로 들어 음미하였다. A generalized product graph of the network containing active and/or coupled elements has been presented. This graph is obtained directly from the current graph and voltage graph and can be used to determine the Mason's determinant. An example is presented and discussed.

가독성 향상을 위한 서울 시내버스 행선지 및 번호판 개선 방안 연구

2018년 8월, 서울시는 시각장애인을 고려한 새로운 ‘시내버스 행선지 및 번호판’의 디자인을 발표하였다. 그러나 지나치게 가는 서체 디자인은 백내장 환자를 고려하지 못한 디자인이며, 서체 크기를 축소시켜 전반적인 가독성을 저하시켰다는 비판을 받았다. 이에 본 연구에서는 저시력자와 일반 시민의 요구를 모두 충족하는 새로운 시내버스행선지 및 번호판 디자인을 제안하고자 하였다. 우리는 저시력자로 백내장 환자와 녹내장 환자를 고려했는데, 일반적으로 백내장 환자는 굵은 글씨와 비교적 좁은 자간을 선호하고 녹내장 환자는 크고 가는 글씨의 넓은 자간을 선호하는 특징이 있다. 본 연구에서는 서체 굵기, 서체크기, 서체 자간, 행선지 표시 방법을 총 4개의 디자인 속성으로 정의하여 설문조사를 기반으로 Conjoint Analysis를 수행하였다. 그 결과 백내장 환자와 녹내장 환자의 상반된 요구를 절충할 수 있는 최적 수준 조합을 찾았고, 이를 바탕으로 3개의 시내버스 행선지 및 번호판 디자인 Prototype을 도출하였다. 일반 시민의 가독성도 중요하기에, 앞서 도출한 Prototype에 대하여 일반시민의 수용 가능 여부를 설문 조사했다. 수용 가능 여부에 영향을 줄 것으로 판단되는 인자로 서로 다른 디자인, 지인 중 장애인 존재 여부, 설문 취지 설명여부를 추가하여 Logistic Regression으로 분석하였다. 최종적으로 본 연구는 Conjoint Analysis와 Logistic Regression 분석 결과를 종합하여, 저시력자를 배려하면서 일반 시민의 버스 이용 편의를 고려한 시내버스 행선지 및 번호판 디자인 Prototype을 제안하였다.
