재가노인복지서비스에 관한 연구 : 노인복지법제를 중심으로

본 연구는 노인인구증가와 함께 대두된 노인부양 및 보호의 서비스가 가족이 아닌 공공서비스적인 실천의 필요성이 증대됨에 따른 재가노인서비스의 현황과 과제를 분석한 것이다. 연구의 범위는 노인복지법제에서 규정하고 있는 사회복지서비스를 대상으로 하였으며, 연구방법은 공공서비스의 분석모형에 따라 문제점을 도출하고 개선과제를 제시하였다. 연구결과는 재가노인복지서비스 향상을 위해서는 첫째, 급여대상자 선정에서 선정기준의 전문화, 대상자 확대가 필요하고, 둘째, 급여형태에서는 서비스 내용의 다양화와 체계화가 요구되며, 셋째, 급여전달체계 면에서는 인력과 시설 면에서의 기준강화와 행정 관리체계의 일원화가 필요하고, 넷째, 급여재정 면에서는 국가부담 분의 재정확충과 수익자부담에서도 개선이 요구되는 것으로 요약·정리할 수 있다.

방송의 공정성과 근로조건

Since the launch of the Korea Communications Commission(KCC), a direct organization of the President of the Republic of Korea, in 2008, there have been many labor-management conflicts over the selection of presidents and unfair reporting at public-owned broadcasting companies such as KBS, MBC and YTN. In 2012, there was a general strike by broadcasting companies that demanded 'fairness of broadcasting' and 'president's resignation'. As a result, the issue of 'fairness of broadcasting' or 'fair reporting' has emerged as a national concern. In particular, the question of 'Can the guarantee for fairness of broadcasting be the purpose of industrial action as a working condition?' has become a hot topic in the labor community. On the above issue, first of all, there are disputes over 'what is the meaning of fairness of broadcasting' and 'who is responsible for fairness of broadcasting'. Meanwhile, to this day, due to lack of concrete and detailed discussions on working conditions as the purpose of industrial action, it is difficult to come up with a reasonable answer on whether the issue of fairness of broadcasting corresponds to the working conditions of broadcasting workers. Thus, in this article, the meaning of ‘fairness of broadcasting’ and debates on the subject of ‘fairness obligation of broadcasting’ were first summarized. In addition, the overall details of 'working conditions' such as the meaning, nature and scope of 'working conditions' were reviewed in more depth. Further, considering the subject of ‘fairness obligation of broadcasting’, the contents of the Broadcasting Act and Broadcasting Editorial Code, characteristics of the broadcasting business, and the nature and contents of the work performed by the broadcasting workers, it was reviewed whether the guarantee for fairness of broadcasting can be the purpose of industrial action as a working condition of broadcasting workers. 2008년 대통령 직속 기구인 방송통신위원회가 출범한 이후부터 한국방송공사(KBS), 문화방송(MBC), 와이티엔(YTN) 등 공영방송사 또는 공적 소유구조를 가진 방송사에서 사장 선임 문제, 불공정 보도 문제 등으로 인한 노사분쟁이 다수 발생하였다. 2012년에는 ‘방송의 공정성 확보’, ‘사장 퇴진’ 등을 요구하는 방송사 동시 총파업이 실시되기도 하였다. 이로써 ‘방송의 공정성’ 또는 ‘공정보도’의 문제가 국민적인 관심사로 부상하였는데, 특히 노동계에서는 ‘방송의 공정성 보장이 방송종사자의 근로조건으로서 쟁의행위의 정당한 목적이 될 수 있는가’라는 문제가 뜨거운 화두가 되었다. 위 문제에 대하여는 우선 ‘방송의 공정성의 의미가 무엇인지', '누가 방송의 공정성 의무를 부담하는지'가 다투어지고 있다. 한편 현재까지는 쟁의행위의 목적으로서의 ‘근로조건’에 대한 구체적이고 세부적인 논의가 부족하여 ‘방송의 공정성 문제가 방송종사자의 근로조건에 해당하는가’에 대한 합리적인 답을 내리기 어려운 실정이다. 따라서 본 논문에서는 우선 ‘방송의 공정성’의 의미와 ‘방송의 공정성 의무’의 주체 논쟁을 정리하였다. 또한 ‘근로조건’의 의미, 성격, 인정범위 등 ‘근로조건’에 관한 전반적인 사항을 좀 더 심도 있게 검토하였다. 나아가 ‘방송의 공정성 의무’의 주체, 방송법 및 방송편성규약의 내용, 방송사업의 특성, 방송종사자가 수행하는 노동(근로)의 성격·내용 등을 고려하여, ‘방송의 공정성 보장 문제가 방송종사자들의 근로조건으로서 쟁의행위의 정당한 목적으로 인정될 수 있는지’를 검토하였다.

1991년의 지방자치제 실시이후 사회복지환경으로서의 지역사회는 지역사회주민의 복지향상을 위한 지방정부의 커뮤니티 행정의 장으로서 중요성을 더해가고 있다. 사회복지의 특성이 국가 전체적인 정체성이나 통일성에 기초하고 있음은 이론의 여지가 없으나 최근의 복지이데올로기는 복지다원주의 혹은 복지이원주의적 경향으로 이행되고 있다. 즉 국가와 지방정부 혹은 정부와 민간이 함께 하는 복지수행체제를 선호하고 있는 것이다. 이는 지방과 지역사회가 중심이 된 자율적 사회복지서비스 수행의 필요성을 말해주는 것이다. 따라서 본 논문에서는 현재 우리 사회에서 지역사회복지의 한 영역으로 자리 를 구축해가고 있는 자원봉사활동의 문제점을 지역사회이론을 중심으로 분석하고 자원봉사활동의 활성화를 위한 방안을 제시하였다. 세부적인 분석의 대상은 지역사회내의 자원봉사활동의식의 수렴과 강화문제, 자원봉사활동을 위한 전달체계문제, 그리고 자원봉사활동을 지원하는 재정확충문제 등이 된다.

조선후기 윤증의 유교적 복지사상에 관한 탐색적 연구

오늘날의 한국적인 사회복지의 발전방향을 제시하려면 외국의 이론에만 의존하기 보다는 한국의 전통적 복지사상으로부터 그 예지를 찾아 논의할 필요가 있다. 그러므로 본 연구에서는 조선왕조 후 기의 유교사상가인 윤증의 복지사상을 사회과학적인 방법으로 탐색하고자 하였다. 연구방법으로서, 이론적 배경 부분에서는 유교적 복지사상의 개요분석에 이어서 윤증이 살았던 시 대적 배경과 생애사 및 학문적 특성을 중심으로 분석하였다. 왜냐하면 일반적으로 역사적인 사상가 들의 이념이나 철학은 그가 살았던 시대의 정치?경제?사회?사상적 환경의 영향 및 개인적 생애사 의 산물이라고 볼 수 있기 때문이다. 그리고 본론에서는 그의 학문적 특성과 상관하여 윤증의 저서 인『명제유고』에 나타난 언급에서 복지사상들을 본격적으로 분석하였다. 분석결과 윤증의 복지사상은 첫째, 수기(修己)로 시작되는 복지사상, 둘째, 위민(爲民) 또는 구민(救 民)의 복지사상, 셋째, 실용적이고 합리적인 실천을 통한 복지사상, 넷째, 예방적 차원의 식량 확보와 생업보호의 복지사상 등으로 의미가 드러났다. 그 다음으로는 그의 이러한 유교적 복지사상을 현대 의 사회복지학적 관점에서 논의하는 절차를 거쳤는데, 분석된 윤증의 네 가지의 복지사상은 향후의 사회복지정책수립이나 제도형성에도 사상적인 배경으로서 충분한 시사점이 있음을 확인하였다. To present the development of the Korea of today's social welfare needs to be found to discuss the prognosis from the traditional welfare ideology of Korea, rather than relying only on theory of foreign countries. Therefore, the present study was to explore the idea of the welfare of Yun Jeung Confucian thinkers of the late Joseon Dynasty, the social scientific method. As research methods, theoretical background section analyzes the outline of Confucian thought and then Yun Jeung welfare were mainly historical background and biographical and academic characteristics lived. The reason is that the ideology and philosophy of the historic thinkers is that they can be called political, economic and personal impact of the product life history of the social environment. And detours in earnest analyzed the welfare ideology in reference appeared in the book『Myeong-Jae Yugo』of manuscript left in his life. Analysis, welfare ideology of Yun Jeung turned out to mean. First, Welfare philosophy that starts with self-discipline, second, Welfare ideology for people or Welfare ideology of relief, third, Welfare idea of practical and rational action, Fourth, Welfare idea of food security and livelihood protection. It passed the procedures followed by these Confucian welfare to discuss his thoughts on the social welfare perspective of modern, Welfare Thought of four Yun Jeung analysis confirmed that there is sufficient background ideological implications as the future form of social welfare policies and institutions.

대학생의 동아리활동이 학교생활적응유연성에 미치는 영향

본 연구는 일반대학생의 학교생활적응유연성에 영향을 미치는 요인을 분석하는 것을 목적으로 한 다. 이를 위해 일반대학생의 동아리 활동이 학교생활적응유연성에 미치는 영향력과 이 과정에서 사 회적지지 변인의 매개효과를 검증하고자 하였다. 연구대상은 충남 및 대전 지역 소재의 4년제 대학 재학생 216명이며, 사용된 측정도구는 동아리활동, 학교생활 적응유연성, 사회적 지지의 세 가지의 척도이다. 자료 분석을 위한 통계기법은 SPSS Windows 18.0 프로그램을 활용해 빈도분석 등의 기술통 계를 실시한 후, 독립변인과 종속변인들 간의 인과관계와 매개변인으로서의 효과를 검증하기 위해 회귀분석과 경로분석을 실시하였다. 연구결과는 다음과 같다. 첫째, 대학생의 동아리활동과 학교생활 적응유연성, 사회적 지지 변인간의 상관분석 결과 모두 양의 상관관계를 나타내며 통계적으로 유의 미한 상관관계를 나타냈다. 둘째, 대학생의 학교생활적응유연성에 미치는 영향 분석을 위해 동아리활 동과 사회적 지지를 독립변인으로 분석한 결과 모두 유의미한 것으로 나타났으며, 사회적지지 변인 이 상대적 영향력이 큰 변인으로 채택되었다. 셋째, 경로분석에서는 대학생의 동아리활동과 학교생활 적응유연성 관계에 있어 사회적지지 변인이 매개효과를 나타내는 것으로 검증이 되었다. 따라서 대 학에서는 학교생활적응유연성을 높이기 위하여 동아리활동지원과 사회적 지지체계 구축에 대한 학생 지원체계 강화가 요구됨을 실천적 함의로 제시할 수 있다. The purpose of this research is to take a look at the factors that influence the school life adjustment of university students. For this, it was intended to verify the influence of the club activities of university students on their school life resilience, and it was intended to verify the mediated effect of the social support during this process. The subjects for this research were 216 students of University, which is located in the Chungnam Do and Daejeon City. The club activities measure, the flexibility of the adaptation to the school life measure, and the social support measure were utilized as the measurement tools. For the statistical analysis, the SPSS Windows 18.0 program was utilized. Technical statistics tool place, including the frequency analysis. And in order to take a look at the effects of the causes-and-effects among the factors and the parameters, regression analyses and path analyses were carried out. The results of this research are as the following: Firstly, as a result of the correlation analyses of the club activities, the school life resilience, and the social support, all of these showed correlations. And, they showed significant correlations statistically. Secondly, in order to take a look at the influences on the school life resilience of university students, and, as a result of analyzing the club activities and the social support with independent variables, all of them showed significance. When we take a look at the sizes of the relative influences among the factors, social support was adopted as a more important variable. Thirdly, as a result of the analysis of the path effects, in terms of the relationship between club activities and school life resilience, it was proven that social support plays the role as a mediated factor. Therefore, club activities and social support systems to increase the level of school life resilience of students is required to build a college May be presented practical implications.
