        南北韓의 經濟協力增進 方案

        The foreign economic relationship is just a supplementary means to muth emphasize the self-reliance which is the fundamental socialism in North-Korea. Through the economic self-reliance of North-Korea in the way. North-Korea has achived the economic development consiederably up to 1970' s. As of 1980' s though North-Korea has indulged in the sluggish since North-Korea has tried to avoid becoming dependent on anyone trading partner and has pursed a policy of self-reliance. Now, the economy is brought to a deadlock.<br/> In order to overcome the situation, North-Korea has been trying to induce the commecial Joan from Western Countries, joint ventures, etc.: notwithstanding, the economy does not reach the desired level yet. Accordingly, North-Korea has no alternative but to open optionally their economy, for example, the economic cooperation with South-Korea, the foreign investment and free trade zone.<br/> It seemed like the switch of economic foreign strategy. But the bottom line is that North-Korea is based on the economic self-reliance within socialist system. The Economic Open-Door strategies of North-Korea is not regarded as a contradiction of economic self-reliance but as a necessary choice to Keep the system of North-Korea. The economic Open-Door strategies of North-Korea based on the self-reliance within socialist system is limited, in terms of the scope; it is expected that the foreign economic policy of North-Korea like china is likely to change into economic reformation after the acquire of some accomplishment.<br/> Recently world economy seems to be unified to the market economy after the collapse of former Soviet Union and the east European bloc. On the other hand, the world economy trend become regional group, that is, economy integration among neighbor nations.<br/> In the change of international economy situstion, confrontation between South-North Korea has come to the most important turning point. For the reunification of S- N Korea, economy integration is inevitable. But economy integration is not easy to come true, because of differences of their economy system. So it is desirable to minimize the differences. In spite of heterogeneity of economic system, we are sure that economy integration of N-S Korea is the most important national task to be realized in view of the good experience of Germany and Yemen.<br/> There are great changes in the international politics nowadays. The conception of the cold war confrontation between the East and the West had broken and a totally different structure of the economic and trade relationship started, which is one of the most important links among the countries. So, there must be different conception and method of coping and adopting for a country to survive and develop in this changed situation.<br/> Especially Korea is the most damaged region by the cold war structure for half a century as we can hardly fine the counterpart. While the other regions are reconciled and united, Korea cannot clear the confrontation and the conflict structure. But the changes of the exterior environment began to cause the changes in the situation. The succeeding talks of the South and North Koreas and the result, 'the Text of Minute on the Reconciliation, Nonaggression, Interchange and Cooperation' put the relationship in a new state.<br/> For all of these, the relationship collided with the problem of the North Korea's nuclearization and couldn't get out of the succeeding conflicts. Fortunately, recent1y North Korea requested South Korea to support the provisions for the resolution of the food shortage and South Korea accepted it. The provisions support was compromised by the direct negotiations between South and North Koreas and it healed somewhat the discontent of South Korea isolated from the talks on the nuclearizational problem.

        東北亞 經濟 環境變化에 따른 西南圈開發

        This paper aims to provide development strategies for the South-Western Region of the Republic of Korea based upon the assessment of problems and potentials which have been confronted and possessed by the region concerned.<br/> Behind the outstanding achievement of economic development in Korea are side effect no less than the achievement revealed; the growing disparity between industrial sectors, regions and classes.<br/> Recently, the Southwestern Region of the country, one of the typical lagging regions in the country draws a nationwide attraction for the promising development area. Thus, many a projects are being suggested and attempted. However, the region has serious limitations in structural rather than quantitative terms to be tackled. They are concerned with; 1) strong vertical linkages and weak horizontal linkages both in public and private sectors at the regional level, 2) poor endowment of hard and soft infrastructures, and 3)increasing intraregional disparity.<br/> The regional policy in Korea has not been as efficient as the economic growth policy for the last three decades. Though regional disparity problems basically come form a "selective location policy" by the central government on the process of Industrialization, the regional planing system in Korea has intrinsic problems itself. Consequently, the regional plan has been nothing but a paper plan which only materializes a national plan to a local level under the centralized government system.<br/> However, more studies are to institutionalize the new regional planning system because the revised systems are directly related to the current government administration and budgeting systems.<br/> South-Western Region is an integral part of the West-Coast Area and a large portion of development budget will be invested in those projects within this region. Comparative evaluation of the development strategies designed by the government has been made to provide better ones. Strategies finally suggested are as following.<br/> Strategy 1, construction of Kwangju Technopolis to raise high tech manpower and industry within the region.<br/> Strategy 2, the construction of West-Coast Express Way double-tracking of Houan railroad, and expansion of two-Ian Honan Express Way.<br/> Strategy 3, the construction of Kwangju International Airport and the development of two international trading port cities, Mokpo and Kunsan.<br/> Strategy 4, institutional reform to disperse the functions and powers excessively concentrated into the prime city Seoul and to strengthen regional selfsustaining force.
