        지방자치단체 조례 분석을 통한 우리나라 도시농업 특성 연구

        This study collected and analyzed 223 South Korean ordinances supporting urban agriculture to understand its characteristics and propose institutional improvements. First, institutional support for urban agriculture in South Korea is governed primarily by the “Act on Development and Support of Urban Agriculture”, which consists of 130 direct support ordinances and 93 indirect support ordinances, indicating regional disparities. To enhance nationwide urban agriculture activation, expansion and revision of direct support ordinances are necessary. Second, these direct support ordinances adress areas such as administration, funding, technology, education, equipment, urban agriculture committees, and support centers. However, many ordinances lack explicit provisions, highlighting the need for revisions. Third, the indirect support ordinances primarily focus on agricultural and rural matters; and require diversification to promote the multifunctional aspects of urban agriculture. Fourth, relatively few ordinances address the foundation of urban agriculture, necessitating comprehensive reviews that include urban planning considerations. Fifth, urban agriculture is defined with an emphasis on agricultural and recreational aspects, suggesting the need for revisions to ensure smooth support. Sixth, discrepancies exist between the titles, objectives, and ordinance definitions related to urban agriculture, underscoring the importance of reflecting community restoration, nature-friendly practices, and eco-friendly/organic agricultural characteristics in the definition of urban agriculture. Seventh, it is a necessary to refine the legal framework of direct support ordinances based on the Act on Development and Support of Urban Agriculture. Future policy development should consider the diverse functions of urban agriculture, and require local governments to make efforts to implement them.

        도시농업의 영농실태와 존속 가능성 모색 : 전주시를 사례로

        In general, urban agriculture refers to agricultural activities in urban and surrounding regions in a wider sense. Also, it encompasses agricultural activities carried out in farming regions close to large consumption areas, in productive greens of urban areas and by civic farms, etc. From this perspective, farming activities in urban regions hold extremely great significance because it serves the role to provide multilateral functions through agriculture including the basic activity of agricultural production. However, despite the positive functions of urban agriculture, farming activities in urban regions are facing difficulties, such as conflict with urban residents and problems associated with safety of agricultural produces, farming water and agricultural labor course, etc. in the process of urbanization. Against such realities, this study intended to examine possibility of urban agriculture continuation in the future through analyzing status of agricultural activities carried out by farmers in urban regions. Also, on the basis of the findings, this study places significance in providing basic data to realize ecologically oriented urban agriculture. In particular, by examining the roles of agriculture in urban regions once again, this study intended to discuss such issues as establishment of new relationship between urban regions and agriculture, increase of added values through expansion of the fields of agriculture and roles of agriculture in relations to urban ecology, etc.

        도농복합지역내 도시농업의 추진방안에 관한 연구: 포항시 중심으로

        This study was conducted on the current status and characteristics of urban agriculture promotion in Pohang area as a result of the study on the urban agriculture promotion of urban agriculture in urban and rural areas. The subjects and scope of the research were based on the central government's urban agriculture plan, the local government's plan, and the urban agriculture status of major local governments, and the results were derived through SWOT analysis to derive a successful urban agriculture promotion plan. According to the research results, in order to promote successful urban agriculture, it is necessary to create healing spaces in the areas used, to utilize various idle spaces in the areas, and to link businesses in urban regeneration zones. In addition, the development of the sixth linked urban agriculture is required, taking into account the characteristics of urban and rural complex areas, as well as the construction of data to foster human resources and reflect citizens' opinions. The restoration of cultural communities in the region and the promotion of practical urban agriculture, which can perform various functions such as urban agriculture as a bridge between rural areas and cities reflecting the characteristics of urban agriculture, need to be applied to urban agriculture so that it can solve problems in a sustainable and independent manner through the Living Lab project. Finally, it is necessary to expand urban agriculture as an alternative to solving various problems, such as co-prosperity, climate change, and welfare problems due to aging, in urban and rural areas, by paying attention to the pluralistic function of urban agriculture. 본 연구는 도농복합지역 내 도시농업의 추진방안에 관한 연구로 포항지역을 중심으로 지역 내 도시농업 추진의 현황 및 특성을 통한 추진방안을 모색하였다. 연구의 대상과 범위는 중앙정부의 도시농업계획안, 지자체 계획안, 주요 지자체의 도시농업 현황을 대상으로 하여 SWOT 분석을 통한 결과를 확인하여 성공적인 도시농업 추진방안을 도출하였다. 연구결과 성공적인 도시농업을 활성화를 위해서는 지역의 힐링 공간 조성과 이를 위한 지역 내 유휴공간의 다양한 활용 및 도시재생 구역 내 사업연계가 필요하다. 그리고 도시농업의 인력양성 및 시민의견 반영을 위한 자료구축과 도농복합지역의 특성을 감안한 6차 연계형 도시농업의 전개가 요구된다. 이러한 도시농업의 특성을 반영 지역내 문화공동체의 복원과 농촌과 도시를 이어주는 가교로서의 도시농업등 다양한 기능을 수행할 수 있는 실천적 도시농업의 추진은 리빙랩(Living-Lab) 프로젝트를 통해 지속가능하고 독립적으로 문제를 해결할 수 있도록 도시농업에 적용시키는 방안이 필요하다. 마지막으로 도시농업의 다원적 기능에 주목하여 도시와 농촌의 상생 및 기후변화 그리고 고령화에 따른 복지문제 등 다양한 문제해결을 위한 대안으로써 도시농업의 확대가 필요하다.

        Awareness of Daegu Citizens on Urban Agriculture

        The purpose of this study was to investigate the awareness of Daegu citizens on urban agriculture. A questionnaire was conducted for 15 days from May 9, to May 25, 2015, and a sample group consisting of 328 residents of Daegu. The cognitions of awareness to effects and preferences of urban agriculture were analyzed. The cognition level of urban agriculture is in a very low state, the level of satisfaction in experienced groups were high. In addition, intentions of participation in the future were very high. The potential capability of urban agriculture is very strong. In motivation and purpose of urban agriculture activities, such as ‘Hobby and leisure activities’, ‘Safe food production’ were shown as high frequency. In cognition towards the effects of urban agricultural activity, ‘Safe agricultural products’, and ‘Change in dietary life’ were shown to be in high points of agreement. Furthermore, in preferences of the type and activities, ‘Rooftop garden’, ‘Learning/education type home garden’, ‘Home garden utilizing the pieces of small land’, ‘Box home garden’, and ‘Personal weekend farm’ were shown to be highly preferred types. Within the effects of urban agriculture, 4 factors were categorized; ‘Negative effects of urban agriculture’, ‘Positive effects of urban agriculture’, ‘Environmental Improving effects’, and ‘Benefits effects’. In addition, 3 factors are prevalent in type and activities of urban agriculture, ‘Participations of experiencing/education programs’, ‘Cultivation of rental home gardens’, and ‘Lifestyle home garden type’. Conclusively, although the situation of urban agriculture is in the beginning stages, the potential capability of urban agriculture is great. In the future, diverse types of hardware and software programs, such as diverse education/experiencing programs and information supporting programs, will both be required for development

        도시농업의 정책 및 현황 분석 -서울, 경기도 사례를 중심으로-

        Due to desire increment of urban agriculture, local government prepared to establish a ordinance and support, activation about urban agriculture. This study is investigated urban agriculture policy and case on Seoul and gyeonggi-do. The study purpose is providing the basic data for the research of urban agriculture activation. In case of seoul, is established an urban agriculture ordinance in 2007. Also nine of the borough in Seoul established an urban agriculture ordinance. Seoul make urban agriculture facilities about a school-garden,a rooftop-garden, an allotment. There are made for the purpose of education, experience, education on urban agriculture. The ordinance was enacted in 2011 when in Gyeonggi, offers educational programs and opportunities for leisure life to our residents to reclamation school garden, City farm, roof garden, and a farm on weekends. Seoul and Gyeonggi who underwent an ordinance before the law was enacted plan of reclamation urban agriculture has been systematically compared to other local governments. However, Actively utilized by the lack of interest of citizens is difficult. We thought need to research on unification of justice and related public relations type of urban agriculture, voluntary citizen participation plan judo, and urban agriculture in order to solve the problem.

      • 디자인 유형화에 따른 도시농업 활성화를 위한 사례연구

        우리나라를 비롯해 세계의 많은 도시는 빠른 도시변화와 치열한 경쟁 속에 인간에게 일어나는 많은 문제점들을 해결할 수 있는 여러 가지 방안을 찾고 있다. 그 해결책으로 도시민의 삶의 질을 개선하고 매력적인 도시환경을 조성하기 위해 보다 친환경적이며 에너지 소비를 억제할 수 있고 사회공동체를 결속시켜주어 지속가능한 발전 체제를 가능하게 해 줄 도시디자인의 한 범주인 도시농업을 전세계적으로 추진하고 있다. 본 연구는 도시디자인의 정의와 도시농업의 가치를 탐색하고, 우리나라 도시농업의 추이를 알아보고, 대표지역으로 서울시의 도시농업 현황을 살펴보았다. 그리고 해외 선진 사례지역분석을 통해 도시농업을 활성화 시킬 수 있는 방법을 모색하는데 그 목적이 있다. 해외 사례들을 분석한 결과 외국의 도시농업은 법적 기반을 근거로 여러 측면에서 필요성이 강조되고 발전되어 왔고, 도시농업을 위한 다양한 시설과 프로그램이 존재하고 여러 가지의 목적으로 이용되고 있었으며 도시환경을 보전하는 방법으로 활용되고 있었다. 또한 생태지향적인 농업으로 도시 안에 자연친화적인 공간을 조성하고 있었다. 선진사례를 바탕으로 도시농업을 활성화시키기 위해서는 농업 관련 시설을 확충, 도시 농업 포털 사이트 구축, 농사와 텃밭관리를 위한 교육, 도시 지역 특성을 반영한 지자체의 계획 수립이 필요하다. Many cities of the world, including Korea, are looking for various methods to solve many problems among people. As the solution, urban agriculture which is one of the urban designs is being pushed ahead internationally to improve quality of life and to make attractive environment of urban. This research covers the value and progress of urban agriculture in South Korea and observed the current situation of Seoul as the representative region. And, there is objective to find method to vitalize the urban agriculture through analysis developed country such as Germany, U.K, and Japan as an example. As a result of analyzing international case, foreign urban agricultures have been developed and emphasized its necessity based on legal. In addition, there are various facilities and programs for urban agriculture, and it has been used for diverse purpose. Also, it has been utilized as a way of preserving urban environment. Moreover, urban agriculture helps to build ecofriendly place in city. Based on the exemplification as I mentioned above, in order to vitalize urban agriculture, we need to make agriculture facilities, create web-site, educate about agriculture and management of garden, and local government need to plan for reflecting characteristics of city.

        도시농업 교육 프로그램 평가에 관한 연구5 -경기도농업기술원 도시농업지도자 과정을 중심으로-

        This study examined importance and performance of urban agriculture education program of the trainees who attended urban agriculture education, and suggested reformation of urban agriculture instructor course of Gyeonggi Provincial Agricultural Research & Extension Services by IPA models. The investigation was done on October 7, 2011. The subject was 40 trainees of urban agriculture instructor course of Gyeonggi Provincial Agricultural Research & Extension Services. The study suggested reformation of urban agriculture education program based on the findings as follow: Firstly, the instructors should teach trainees not theoretically but practically to let the trainees make use of learning at urban agriculture. Secondly, teaching material that is not theoretically but practical enough to apply it to actual urban agriculture should be supplied. Thirdly, urban agriculture education should be done not theoretically but practically considering its characteristics. Theoretical contents have been already included in teaching material, and practice oriented education should be done to let trainees put theory into practice on-the-spot. Practice oriented education should be supported in the planning future education. In addition future urban agriculture education program should consider importance as well as practice of educational contents, lecturers, operations and facilities.

        자료 : 에너지 자립을 위한 도시농업 활성화 추진정책 방안

        This study compared and analyzed existing studies and released papers to identify the "definition and scope of urban agriculture" which correspond to the circumstances of Korea based on the fact that urban agriculture was selected as one of the measures to pursue green growth by the Presidential Committee on Green Growth (PCGG) and the discussions and deliberations among PCGG, government, academia, civic organizations, and experts. It also aims to present the ways of policy to facilitate the development of urban agriculture based on the mentioned identification. This research proposes the definition of urban agriculture as `all agricultural activities that incorporates multi-functional public benefits of agriculture performed within the administrative district of a city. However, the scope of urban agriculture should exclude the agricultural sites, the methods, and the activities that are against the multi-functional public benefits of agriculture, which will be determined depending on the spaces, methods, and purposes of planting food crops. In order to facilitate the development of urban agriculture, the government should implement the policy measures as following: ① to analyze spaces for farming, and provide the spaces to the citizens; ② to prepare legislation and institution that will allow citizens to use the farming spaces continuously; ③ to develop Korean-style urban agriculture model that fully reflects the features of Korean cities; ④ to develop a system where the urban citizens can easily learn and experience the urban agriculture; and, ⑤ to provide incentives that will attract active participation of urban citizens such as carbon mileage. ⑥ to analyze effect of urban agriculture to save energy and food self-sufficiency.

        도시농업의 정책 및 현황 분석 -서울, 경기도 사례를 중심으로-

        급격한 도시화는 토지이용 증가, 도시환경 파괴, 도시녹지부족 등 도시환경 파괴에 영향을 끼쳤고, 이에 따라 도시 내 환경개선 방안책의 하나로 도시농업이 각광을 받고 있다. 또한 도시민들의 도시농업에 대한 욕구 증대로 인하여 지자체에서는 도시농업과 관련된 조례 제정과 함께 도시농업 지원 및 활성화 방안을 마련하고 있다. 이에 본 연구는 향후 타 지자체의 도시농업 활성화를 위한 기초자료 제공을 목적으로 서울시와 경기도를 중심으로 도시농업에 대한 정책과 사례 등을 조사하였다. 서울시는 지속가능하고 환경친화적인 농업육성을 목적으로 2007년「서울시 친환경농업 및 주말・체험영농 육성지원에 관한 조례」를 제정하였고, 2009년에는 「서울특별시 보조금관리 조례」를 제정하여 텃밭농원에 대한 지원을 추진하고 있다. 현재 25개의 자치구 중 13개의 자치구에서 관련 조례를 제정하여 시행중이며, 학교텃밭, 시민농장, 옥상텃밭, 주말농장, 주머니텃밭, 시민교육 등이 이루어지고 있다. 경기도는 2011년「경기도 도시농업활성화 지원 조례」시행하였고, 현재 31개 시․군 중 12개의 시․군이 도시농업관련 조례를 제정 및 시행하고 있으며, 학교텃밭, 시민농장, 옥상텃밭, 주말농장 등이 이루어지고 있다. 또한 도시텃밭 등의 이용자 편의를 도모하고 지역주민의 참여를 높이기 위하여 경기도 도시농업지원센터를 설치·운영 할 예정이다. 서울시와 경기도는 도시농업 활성화를 위하여 매년 도시농업과 관련된 사업을 유치하고 있으며, 도시농업과 관련된 교육을 실시하여 정보 제공 및 시민참여를 유도하고 있다. 서울시와 경기도의 적극적인 도시농업 활성화 방안에도 불구하고 시민들의 관심 부족으로 인하여 이를 적극적으로 활용하는 것이 어려운 실정이다. 향후 시민들의 관심 증대를 위하여 도시농업의 홍보방안, 자발적 시민참여 유도방안 등의 연구가 지속되어야 할 것이라 판단되며, 국가적인 차원에서의 도시농업 활성화를 위하여 지자체, 시민, 시민단체 등 민관 협력 네트워크 구축을 통한 정보교류 및 제공에 대한 지속적인 연구가 필요할 것이라 판단된다.
