국내 민간투자사업 연구논문 분석

민간투자사업은 사회기반시설의 적기 제공을 위한 새로운 해결책이다. 정부는 향후 사회기반시설에 대한 재정투자는 유지 또는 감축하고 민간투자사업을 활성화할 계획이다. 2013년 말 누적기준 민간투자사업 실시협약 체결 규모는 약 100조원으로, 민간투자사업은 건설, 법률 및 행정 뿐 아니라 재무금융 관점에서도 중요한 연구주제이다. 한국연구재단 등재학술지에 게재된 152편의 연구논문을 검색하여 연구동향을 분석하였다. 첫째, 건축공학, 법학, 지리학, 행정학 및 토목공학 학술지를 통한 연구가 주를 이루고 있고, 경영학 또는 경제학 학술지에 발표되는 논문의 수는 매우 적다. 둘째, 건축공학, 법학 및 행정학 전공 연구자가 활동적 연구자의 대부분을 차지하고 있다. 민간투자사업은 민간자본 투자를 전제하므로, 자본조달을 중심으로 한 재무금융적 관심 증대가 필요하다. 프로젝트 파이낸스와 연계된 민간투자사업에 대한 연구 성과가 실무영역과 공유된다면 국가경제의 균형 있는 발전에 기여할 수 있을 것이다. PPI(Private Participation in Infrastructure) is a credible solution for timely providing infrastructure. Korean government plans to maintain or decrease the level of public investment to infrastructure and to activate PPI. PPI is an important research subject from the perspective of construction, law and administration, and financial investment. I analyze the research trend of PPI in Korea with 152 papers published in the benefit-accredited journals classified by NRF(National Research Foundation of Korea). First, journals on construction, law, geography, and civil engineering is the main journals on PPI. Second, most active researchers are in the area of law, engineering, and public administration. Research on PPI from the financial perspective, associated with project finance, is needed for balanced economic growth through efficient capital allocation. And VFM(Value for Money) should be at the center of the discussion about PPI

치안과학기술 연구개발 기반구축 연구

과학기술이 갖고 있는 양면성으로 인해 최근의 치안환경은 경찰에게 새로운 도전과제를 제시했지만, 동시에 이를 해결할 수 있는 방안도 함께 제시해주고 있다. 하지만, 치안분야에 대한 과학기술의 연구개발은 본격적으로 시도되지 못하였다. 다행히, 2014년 개정된 경찰법에 따라 치안분야과학기술 연구개발에 대한 법적 근거가 마련되었고, 다양한 정책들이 준비되고 있다. 그러나 치안과학기술의 진흥과 발전에 가장 필요한 기반구축에 대한 논의는 충분하지 못하였다. 따라서 이 연구는 치안과학기술 발전에 필수적인 치안과학기술의 인프라 구축방안을 제안하는것을 목적으로 하였다. 이를 위해 가장 시급히 요청되는 것으로 전문연구조직, 전문연구인력, 관련예산의 확보방안을 중심으로 검토하였다. 이를 위해 치안과학기술의 개념과 유형, 치안과학기술 연구개발의 목적과 기능에 대해 개관하였다. 또, 현행 국내 치안과학기술 연구개발정책의 현황검토를 통해 문제점으로 종합정책의 불비,연구개발조직의 부재, 연구인력의 희소, R&D 예산반영의 미흡을 확인하였다. 이러한 문제를 해소하기 위한 방안으로 다음과 같은 정책적 제언을 제시하였다. 먼저, 전문연구조직 확보방안으로 경찰대학의 치안정책연구소를 확대ㆍ개편하되, 장기적으로는정부출연연구기관으로 (가칭)치안과학연구원을 설립하는 방안을 제시한다. 궁극적으로 이것이 가능하도록 연구개발조직과 별도로 본부조직에 R&D 총괄기획 부서를 두어 임무를 수행하도록 해야한다. 다음으로, 우수전문인력을 확보하기 위해 연구원에 대한 처우보장에 필요한 예산과 조직을확보하고, 치안분야에 대한 이해증진으로 연구개발의 성과를 높일 수 있어야 한다. 또, 외부연구조직과 인력을 활용하는 것도 적절히 고려할 필요가 있다. 끝으로, 관련예산 확보를 위해서는 예산확보를 위한 기획기능 강화로 적절한 과제를 발굴하고, 유관정부부처와 협동사업과제를 추진하는것도 예산을 확보하는 방안이 될 것이다. 변화된 치안환경에 따라 치안과학기술 연구개발은 선택이 아닌 필수사항이 되었다. 경찰 뿐 아니라 학계에서도 이 분야에 대한 관심제고와 함께 다양한 학문분야와의 융복합 연구를 시도함으로써 치안과학기술의 발전이 가능하다고 본다. For the ambidexterity of technology, recent security environment has gave newchallenges to the police. And, it has also suggest ways to address them at the sametime. However, R&D of policing technology did not try in earnest. Fortunately, it wasestablished the legal basis for the police technology R&D in accordance with theamended Police Act, various policies have been prepared. However, discussions about building the basis for the promotion and development ofpolicing technology was not enough. Therefore, this study aims to suggest a policiesfor essential to infrastructure in police science and technology. I examined from amost urgent requested that specialized research organization, professional researchstaff, and R&D budget. For the study, it was examined the concept of policing technology and sub-types,and the purpose and functions of the policing technology R&D. In addition, the currentnational policing technology policy has a problem that the deficiency of a comprehensivereview of the R&D policies, lack of R&D organization and human resources, lack ofR&D budgets. To solve these problems, I presented the policy suggestions below. First, extend the Police Science Institute in Korean National Police University. And,in the long run, I propose a plan to establish a (tentative) Police Research Institute ingovernment-funded research institutions. Ultimately, by separating the R&Dorganization, the R&D headquarters organization oversees the planning departmentshould try to perform the mission. On the other hand, it is need to secure the budget and organization necessary toguarantee that the researchers treated to ensure excellent professionals. In addition, itis necessary to consider also appropriate to utilize the external research organizationand personnel. Finally, it is need to identify appropriate projects to strengthen theplanning function for the R&D funding. According to the changed environment, policing technology R&D has become mandatory not optional. It is possible to enhance the development of policingtechnology by attempting to fusion research in inter-disciplines and raise of interest tothe policing technology.

ICT 장비 ․ SW 글로벌화 기반구축 사업의 경제성 분석

The research infrastructure project for the ICT devices and device SW is aimed to support and strengthen the capability of the SMEs when they are trying to enter into the global ICT core market. In other words, this project is to support the IT device and device SW SMEs which have innovative technoloigies with the tangible and/or intangible infrastructures which are needed for them to enter into the global ICT collaboration ecosystems. The purpose of this paper is to assess the economic feasibility of this project by analyzing its cost and benefit of this research infrastructure project for ICT devices and device SW which will be implemented according to the need of these days. The result of the analysis showed that the BC ratio was 1.510, which means this project has the economic feasibility. And this study did the sensitivity analysis on the two factors, the revenue ratio by cost reduction and the discount ratio, and the durability analysis of the effects. ICT장비 및 장비 SW 중소기업이 글로벌 ICT핵심 시장의 생태계에 조기 진출하기 위한 역량 강화를 위한 지원하기 위한 사업이 ICT장비․SW 글로벌화 기반구축 사업이다. 이 사업은 혁신기술을 보유한 IT장비 및 장비SW 중소기업이 글로벌 ICT협업 생태계에 조기 진출하는데 필요한 유·무형의 인프라를 구축하여 지원하고자 하는 것이다. 이 연구는 이러한 시대적 요구에 의해 수행하고자 하는 ICT장비․SW 글로벌화 기반구축 사업에 대하여 투입되는 비용과 그에 따른 편익을 분석함으로써 그 경제적 타당성에 대하여 분석하였다. 그 분석결과 비용-편익 비율은 1.510으로 산출이 되어 이 사업이 경제적 타당성을 가지고 있음을 알 수 있었다. 또한, 비용-편익 분석에서 사용한 비용절감 수익률과 할인율 변동에 대하여 이 요인들의 변화에 따른 민감도 분석을 실시하였고, 이와 더불어 수익의 지속 가능성에 대하여도 분석을 실시하였다.

Range Extended Electric Vehicle is simultaneously focused on the environmentally friendly features of pure-electric vehicles, and the convenience of the parallel-type plug-in hybrid electric vehicle. The breadth of RE-EV’s market will be expanded prior to dissemination of the full-scaled pure electric vehicle and the building of a large-scale infrastructure. Thus, the national government and Ulsan city council, by conducting the ‘Green RE-EV Car Parts Development and Research Infrastructure Project’, are assisting domestic core parts manufacturing companies to develop the RE-EV’s core components, and are building a joint R&D, testing and evaluation, and mass-production infrastructure specializing in RE-EV.
