본 연구의 목적은 경제수업에 행동경제학의 논의를 적용하기 위한 이론적 탐색을 하고, 이를 토대로 시사점을 도출하는 것이다. 우선 행동경제학 이론의 발전, 비합리적 의사결정 유형, 정책에의 활용을 살펴보았다. 이는 개인의 바림직한 의사결정을 이끄는 방안, 소비자보호 및 환경보호 정책 등 공공의 의사결정에 넛지를 활용하는 방안 등 경제수업에 활용할 수 있는 이론적 토대를 제공한다. 또한 사상적 배경인 자유온정주의를 둘러싼 논쟁이 경제교과에 시사하는 바를 도출하였다. 적용방안 및 시사점은 다음과 같다. 첫째, 경제수업에서 휴먼(Human)의 경제행위를 비판적으로 검토하는 기회를 주는 방안이다. 학생들이 경제적 유인뿐만 아니라 심리적 요인을 균형 있게 고려한 이콘(Econ)의 합리적 의사결정을 배울 수 있을 것이다. 이는 현실 속 실질적 의사결정역량을 키울 수 있고, 경제인의 행위를 메타적으로 바라볼 수 있는 안목을 길러줄 것이다. 둘째, 경제수업에서 바람직한 소비를 이끄는 넛지와 소비자를 현혹하는 넛지의 양면성을 다루는 방안이 있다. 기업의 광고와 마케팅 전략이 넘쳐나는 시장에서 우리 주변의 넛지를 돌아보는 기회는 비판적 의사결정역량을 키워 줄 것이다. 셋째, 경제교사는 행동경제학의 한계를 명확히 인식할 필요가 있다. ‘사회과의 시민’은 ‘행동 경제학의 인간’과 다소 거리가 있다. 개인의 선택이라는 미시적 초점을 뛰어넘어, 사회구조적 요인을 고려하고, 힘의 차이에 의한 선택의 문제도 적극적으로 다루어야 할 것이다. 마지막으로 행동경제학의 논쟁과 한계를 통해 시민교육의 중요성이 강조됨을 확인할 수 있었다. 넛지를 정책적으로 활용하는 과정에서 투명성 확보와 공론화, 숙의과정이 필수적임을 보여주었다. 본 연구는 경제교과와 관련된 다학문적 토대를 공고히 하는 작업을 통해, 2022 교육과정 개정과 경제수업의 외연 확장에 기여한다는 의의를 지닌다. The purpose of this study is theoretical exploration for applying the discussion of behavioral economics to economic classes. First, the development of behavioral decision theory, types of irrational decision-making, and applications in policy were examined. These provides a theoretical foundation that can be used in economic classes, as a way to guide an individual's desirable decision-making processes and a way to utilize nudges in public decision-making. In addition, the debate over liberal paternalism, which is the ideological background, has implications for economic education as follows. First, there is a way to give an opportunity to critically review human economic behavior in economic classes. Students will be able to learn the rational decision-making of economics that considers psychological factors as well as economic incentives in a balanced way. Second, there is a way to deal with the duality of a nudge that leads to desirable consumption and a nudge that deceives consumers. In a market overflowing with corporate advertising and marketing strategies, the opportunity to look into the nudges around us will increase our critical decision-making competencies. Third, economic teachers need to clearly recognize the limitations of behavioral economics. A ‘citizen in social studies’ is somewhat different from a ‘human in behavioral economics’. Going beyond the microeconomic focus of individual choice, social structural factors and the problem of choice due to differences in power should be considered. Finally, it was confirmed that the importance of civic education was emphasized through the debates and limitations of behavioral economics. It showed that transparency, public debate, and deliberative processes are essential parts of the classes.
