The China-South Korea relationship was damaged when the ROK government announced on July 8, 2016 that it would deploy the US-led Terminal High Altitude Area Defense (THAAD) antimissile system. This decision shifted the primary issue between the two countries from sanctions against North Korea’s nuclear program to THAAD, the subject of many disputes. This paper examines four elements of the THAAD decision. First, what are South Korean and Chinese perspectives on the North Korean nuclear program and Korean reunification, and how do they differ? How can China play a role? Second, what are key points in the conflict between South Korea and China over THAAD? What led China to oppose THAAD and to normalize relations with South Korea? Third, what options does South Korea have regarding the hegemonic competition between the United States and China in Northeast Asia? Fourth, what lessons does the South Korea-China THAAD conflict have for denuclearization and peace on the Korean peninsula? 한중관계는 고고도미사일방어체계(THAAD, 사드)문제 이전까지는 안정적이었으나 2016년 7월 8일 한국정부가 사드배치를 공식 발표한 후 급속히 악화되었다. 사드배치 결정 후 한중관계 현안이 북한 핵 제재에서 사드배치 문제로 이동했다. 사드배치를 둘러싸고 한·중 양국은 극명한 입장 차이를 보였다. 이 논문은 다음 네 가지 문제제기를 중심으로 사드가 한중관계에 미친 영향과 과제를 설명한다. 첫째, 북핵문제와 통일정책에서 한국과 중국의 입장은 어떻게 다르고 중국의 역할은 무엇인가? 둘째, 사드배치로 인한 한중갈등의 핵심내용은 무엇인가? 중국이 사드 철수를 주장함에도 불구하고 한국과 관계 개선에 합의한 배경은 무엇인가? 셋째, 동북아지역에서 미국과 중국이 패권경쟁을 하는 상황에서 한국은 어떤 선택을 할 수 있는가? 넷째, 한반도 비핵화와 평화유지를 위해 사드로 인한 한·중 갈등이 남긴 과제는 무엇인가? 한·중 양국이 공동이익을 추구하며 평화롭게 공존하기 위해 위의 다양한 요인들을 고려하며 지혜롭게 대응해야 하는 상황이다.

중국 신문보도에 나타난 한중관계 위협요인 분석: 한반도 사드배치 문제를 중심으로

The main purpose of this study is to examine the Sino-Korean relations since the deployment of the THAAD on the Korean Peninsula. SNA(Social Network Analysis) was used to identify the correlation between two factors, THAAD and the Sino-Korean relations as the analysis tool. The analysis covered collectible major Chinese Communist Party newspapers reports since July 2016, when the Korean government officially announced the deployment of THAAD on the Korean peninsula. As a result of the analysis, first, It is clear that the correlation between the THAAD and the Sino-Korean relations in Chinese newspaper report. Through SNA analysis, it was confirmed that ‘South Korea’ and ‘China’ are closely connected with ‘THAAD’ and ‘deployment’, on the other hand, are linked to ‘Sino-Korean’ and ‘relations’. Second, China emphasize that the THAAD deployment on the Korean Peninsula will have an effect on the two countrie's economies as well. Third, China insists the THAAD deployment on the Korean Peninsula will not help peace on the Korean Peninsula as well as in Northeast Asia. 본 연구는 한반도 사드배치 이후 한중관계 변화추이를 살펴봄에 그 주목적이 있다. 그리고 두 요인, 한중관계와사드배치 간 상호 관계를 확인하기 위해 단어 간 상호관계망을 그려낼 수 있는 사회관계망분석(SNA)을 활용하였다. 그 분석대상은 한국정부가 한반도 사드배치를 공식화한 2016년 7월 이후의 수집 가능한 주요 중국 공산당 기관지(党报) 신문보도였다. 분석결과, 첫째 중국 신문보도에서 사드배치와 한중관계 간 상관관계는 분명했다. SNA 분석을통해 ‘한국’, ‘중국’ 양국은 한편으로 ‘사드’, ‘배치’와 다른 한편으로는 ‘한중’, ‘관계’ 단어들과 밀접하게 연결되어져있음을 확인하였다. 둘째 중국은 한반도 사드배치가 한중관계는 물론 양국의 경제에도 악영향을 미칠 것을 강조하고있었다. 셋째 중국은 한반도 사드배치가 한반도는 물론 동북아 평화에도 도움이 되지 않을 것임을 주장하고 있었다.

한반도 사드 배치를 둘러싼 논쟁과 평가기준: 전문가 조사 분석을 중심으로

본 연구는 한반도 사드 배치의 평가기준을 제시하고, 이에 대한 전문가 설문조사 분석을 통해 사드 배치에 관한 정책적 제안을 목적으로 한다. 사드 배치의 4개 평가기준, ① 북핵위협, ② 사드의 실효성, ③ 대외관계 영향, ④ 남북관계 및 통일에 미치는 영향에 대해 북한 및 동북아 안보 전문가 설문조사를 실시한 결과, 다음과 같은 경험적 사실을 발견하였다. 첫째, 현 한국사회는 정치적 이념에 따라 사드 배치에 대한 극명한 이견을 나타내고 있음이 경험적으로 증명되었다. 특히 4개 평가기준 중사드의 실효성에 대해 가장 극명한 이견을 보이며, 그중 비용문제와 관련하여 가장 큰 갈등을 보인다. 둘째, 사드 배치가 한미관계에 미치는 영향은 정치적 이념 간 소소한 차이를 보인반면, 한중관계에 대해서는 큰 이견을 보인다. 따라서 본 연구는 사드 배치와 관련하여 한국정부가 고려해야 할 일차적 사항은 사드의 실효성에 대한 철저한 검증을 통해 사드 배치로 인한 국내외적 오인요소들의 차단임을 제안하는 바이다. This study has two goals: to evaluate the decision to deploy the THAAD system in South Korea and to provide sound policy recommendations based on an opinion survey of leading scholars and experts in the field of international relations. The current debate on the THAAD deployment revolves around four key issues: ① threats from North Korean nuclear weapons, ② effectiveness of the THAAD system, ③ the impact of the THAAD deployment on South Korea’s international relations in the region, ④ its impact on inter-Korean relations and on the prospect of Korean unification. By utilizing quantitative data analysis, this study finds empirical evidence of ideological cleavages in the South Korean society with regard to the THAAD deployment. The key findings show: South Korean conservatives are likely to support it, while liberals are not. Moreover, there are major concerns regarding the effectiveness of the THAAD, and its impact on South Korea’s relations with China. The findings of this study further suggest: The South Korean government must first evaluate tangible and intangible costs for the deployment, and the government needs to persuade the Chinese leadership to understand that the THAAD deployment will not jeopardize China’s security interests.
