우리나라 산업보안의 연혁적 고찰과 발전방안 -산업스파이 예방 활동을 중심으로-

1989년 우리나라 최초의 공식적인 산업보안 활동이라고 할 수 있는 정보기관의 산업보안 TF팀의 구성과 ‘산업스파이 방지대책’이라는 제목의 대통령 보고가 현재까지 파악된 산업보안 활동의 시작이며, 이후 1994년 검찰에서도 외국으로의 국내 산업기술 유출사건을 총괄하는 전담부서가 조직되고, 대한상공회의소 주관으로 1999년 전국 제조업체에 대한 설문조사를 통하여 산업보안의 중요성과 필요성은 물론 산업스파이에 대한 경각심과 심각성이 부각되기 시작하였다. 한편 1990년대 세계 무역환경의 변화로 WTO체제 하에서 국제적으로 지적재산권에 대한 보호 압력과 필요성에 따라 1992년 부정경쟁방지법에 영업비밀보호 조항 및 지재권 보호 조항의 근거 법이 탄생하게 되고, 1997년 보안전문저널의 창간되며, 산업보안 민간연구소인 한국산업보안연구소가 설립되어 처음으로 민간이 시행하는 보안컨설팅, 산업보안 인력양성, 보안관련 조사연구 등이 이루어지기 시작하였다. 정보기관은 2003년 국내 첨단기술의 유출실태의 심각성을 대통령에게 보고하고 국가정보원 내에 산업보안 전담조직인 ‘산업기밀보호센터’가 조직되어 첨단기술 보호체제 구축, 관련 첩보수집 및 산업스파이 색출, 민·관간 교류협력을 위해 국내 69개 첨단기술 보유업체 등과 산업보안 업무협의회를 구성하여 운영하게 되고, 2006년 10월에 산업보안 관련 특별법인 ‘산업기술의 유출방지 및 보호에 관한 법률’을 공표하기에 이른다. 또한 이 법에서 정하는 민간 전문기관인 ‘한국산업기술보호협회’가 설립되어 각종 산업보안 활동의 주축이 되고 산업기술보호 허브기관으로의 역할을 자임하며 발전을 거듭한다. 2007년 중소벤처기업부 산하의 대중소기업농어업협력재단에서 기술자료임치제도 도입과 2014년도에 중소기업기술보호법 시행, 2015년 방산기술보호법을 공표하는 등 국내 산업보안 발전이 거듭되었고, 2007년 한국산업보안연구학회의 설립, 2014년 정규대학 내 산업보안학과가 설립되는 등 발전을 거듭하고 있다. 그러나 산업기술유출방지법을 공포한지 13년이 지난 시점에서 당초 법률로 활동을 보장하는 여러 산업보안 활동이 기대에 미치지 못하는 부분이 있어 아쉬움으로 남는다. 따라서 본 연구에서는 향후 국내 산업보안의 발전 방안으로 첫째, 대국민에 대한 보안인식제고 노력의 필요성, 둘째 기술유출자에 대한 처벌강화와 피해금액 산정 기준 마련의 필요성, 셋째 산업수요에 맞는 보안인력의 양성 노력, 넷째 산업보안 관련 정부조직의 강화와 협조체제의 구축, 다섯째 정보보안 분야에 비하여 산업보안에 대한 정부지원 예산의 부족문제의 해결, 여섯째 열악한 중소기업에 대한 체계적인 지원을 방안으로 제시한다. In 1989, the composition of the TF team for industrial security of the nation's first official industrial security activities and the presidential report titled "Measures to Prevent Industrial Spy" were the start of industrial security activities that were identified to date, and in 1994, the prosecution organized a department in charge of domestic industrial technology leaks to foreign countries, and under the supervision of the Korea Chamber of Commerce and Industry, the importance of industrial security as well as the seriousness of industrial safety and alertness were highlighted through a survey of industrial safety. Meanwhile, as the global trade environment changed in the 1990s, the law on the protection of business secrets and the protection of intellectual property rights was created in 1992 under the Unfair Competition Prevention Act and the protection of intellectual property rights internationally, the foundation of a security journal was established in 1997, and the Korea Institute for Industrial Security Research, an industrial security private think tank, will be launched for the first time in earnest. National Industrial Security Center , NISC , an organization dedicated to industrial security, was organized within the National Intelligence Service in 2003 by reporting to the President the seriousness of the leakage of high-tech technologies in Korea and formed and operated an industrial security business council with 69 domestic high-tech companies for the establishment of a high-tech protection system, the collection of related information and industrial espionage, and the Act on Prevention of Divulgence And Protection of Indusrial Technology in October 2006. In addition, 'The Korea Association for Industrial Technology Security', a private-sector specialized organization under the Act, has been established to continue its development by becoming the mainstay of various industrial security activities, claiming to be the hub institution for protecting industrial technology. In addition, Korea's industrial security development has continued to develop, including the introduction of the technology data placement system at the Small and Medium Business Cooperation Foundation under the Ministry of SMEs and Startups in 2007, the enforcement of the Small Business Technology Protection Act in 2014, and the promulgation of Act on Support For Protection of Technologies of Small and Medium Enterprises in 2015, the establishment of the Korear Association For Industrial Security in 2007 and the establishment of an industrial security department in universities in 2015.

데이터 분석을 통한 한국산업보안연구 발전전략 수립 연구

With the fourth industrial revolution and the spread of new COVID-19 infections, key bio technologies, including science and technology, are drawing global attention. Amid this interest, the importance of industrial security is emerging as competition for technological supremacy accelerates. Recognizing the importance of industrial security in Korea, the Department of Industrial Security was established at Chung-Ang University and Dankook University starting from Hanse University, and related projects under the jurisdiction of the government were conducted, and various seminars and academic conferences were held. As such, the business related to industrial security is gradually expanding, but there is a lack of research on industrial security itself academically. Therefore, all research papers published from the issue of publication until recently were systematically analyzed for the development of industrial security and the development of the Korean Industrial Security Research Journal. In particular, the papers that have been published in academic journals have been grouped into detailed fields in law/system, crime, technology, management, convergence and other fields, linking them to the future direction of development. In addition, a network tool called Gephi was used to network and visualize them by subject language and author. Therefore, this study is meaningful in that it presents the direction of further research inindustrial security and contributes to the vitalization of industrial security. 기술적·국제적 우위에 서기 위한 국가 간 기술 패권 경쟁이 가속화되면서 산업보안의 중요성이 대두되고 있다. 국내에서는 산업보안의 중요성을 인식하여 한세대학교를 기점으로 중앙대학교, 단국대학교 등에서 산업보안학과가 설립되었으며 정부 소관의 관련 사업 등이 실시되고 각종 세미나 및 학술대회가 개최되었다. 이처럼 산업보안과 관련된 사업은 점차 확대되고 있는 추세이나, 학술적인 관점에서 산업보안 분야의 정체성 확립과 연구 활성화를 위한 노력은 아직 부족한 것이 현실이다. 따라서 본 연구에서는 산업보안 분야의 대표 학술지인 한국산업보안연구의 발전을 위해 과거의 논문 게재 데이터를 바탕으로 발전방안을 제시한다. 이를 위해 한국학술지인용색인(www.kci.go.kr) 사이트에서 제공하는 분석 정보 서비스와 한국산업보안연구의 2009년 학술지 발간호부터 ‘2020 온라인 학술대회’가 개최되기 이전인 2020년 8월까지 게재된 모든연구 논문들을 체계적으로 분석하였다. 특히 그동안 학술지에 게재되었던 논문들을 법/제도 분야, 범죄 분야, 기술 분야, 관리 분야, 융합 분야, 기타 분야로 세부 분야로 분류하면서 앞으로의 발전 방향과 연결 지었고 네트워크 분석 툴(Gephi)를 사용하여 주제어와 저자별로 네트워크 하여 시각화하였다. 따라서 본 연구는 산업보안의 추후 연구 방향을 제시하고, 산업보안 활성화에 기여한다는 점에서 의의가 있다.

한국과 일본 대학의 연구보안 정책 비교연구 : 국내 대학의 연구보안 역량 제고를 위한 시사점 도출

최근 국제사회에서는 기술패권 경쟁이 심화되고 있고 보호무역을 앞세운 자국 우선주의가 부 상하면서 2차전지, 디스플레이, 반도체 등 첨단기술 우위 선점을 위한 국제 경쟁이 갈수록 치열 해지고 있다. 이와 함께 산업스파이의 기술유출 수법 또한 더욱 다양하고 고도화되고 있으며, 국 가연구개발사업 수행 성과가 해외로 유출되는 등의 부작용도 지속적으로 발생하고 있다. 이에 해외로의 기술 유출을 막고 첨단산업을 엄격히 보호하는 것이 무엇보다 중요한 과제로 대두되는 가운데, 국가연구개발사업의 성과에 대한 보안관리 활동의 중요성 또한 확대되고 있다. 국내의 경우 국가연구개발사업 수행 주체로서 대학의 비중이 확대되고 있다는 점을 고려하면 연구보안 부분에서도 대학의 역할이 앞으로 더욱 늘어날 것은 자명하다. 그러나 지식재산권 침해와 같이 심각한 영향을 끼치는 보안 사고 등에서 대학은 적절한 대비의 필요성을 충분히 인식하지 못하 고 있으며 보안에 대한 책임 의지 또한 여전히 부족한 상황이다. 본 연구에서는 한국과 일본의 대학 연구보안 정책 동향에 대해 살펴보고, 각 국가별 특정 대학의 연구보안 규정을 검토해 봄으 로써 향후 국내 대학의 연구보안 역량 제고 및 연구보안 정책 발전에 필요한 적절한 정책 근거 및 시사점을 도출하고자 한다. In recent years, there has been increasing global competition for technological sovereignty and a rise in protectionist trade policies favoring national interests. This has led to intensified international competition in advanced technologies like secondary batteries, displays, and semiconductors. Alongside this, industrial spies have employed increasingly diverse and sophisticated methods for technology leakage, resulting in unintended consequences such as the leakage of national research and development achievements to foreign entities. In this context, preventing the outflow of technological knowledge and safeguarding advanced industries have become crucial challenges. The importance of security management activities in national research and development outcomes has been further highlighted. With universities playing a significant role as contributors to domestic research and development initiatives, their involvement in research security is expected to grow. However, universities often fail to fully comprehend the necessity of adequate preparedness against severe security breaches, including intellectual property infringements. Their commitment to security measures remains insufficient. This research aims to analyze the trends in research security policies of universities in Korea and Japan. By examining specific research security regulations in both countries, the study aims to provide appropriate policy justifications and insights necessary for enhancing research security capabilities and developing effective research security policies in domestic universities in the future.

일반 국민들의 산업보안 인식에 관한 연구 : 산업보안정책 지지를 중심으로

대부분의 산업보안 연구들에서 일반 국민들의 산업보안 인식은 자주 언급되고 있다. 산업보안 연구에서 일반 국민들의 인식 부족은 산업보안 문제점의 중요한 원인이며, 더불어 일반 국민들의 인식 향상은 산업보안의 중요한 대책이다. 이 연구는 일반 국민들의 산업보안 인식을 조사하여 관련 법률 인식의 필요성, 산 업기술 유출의 심각성, 산업보안의 중요성, 관련 기관 역할의 중요성, 전문 인력 양성의 필요성 등 산업보안정책 지지에 미치는 영향을 검증하였다. 분석한 결과에 의하면 ① 일반 국민들의 산업보안 인식이 저조하며, ② 산업 보안 관련 정부기관들이 제대로 역할을 못하고 있으며, ③ 일반 국민들의 산업 보안 인식은 산업보안정책 지지에 긍정적인 효과가 있는 것으로 나타났다. 분석 결과를 바탕으로 산업보안을 강화하기 위한 대책을 제시하면 ① 일반 국민들을 대상으로 산업보안에 대한 인식을 향상시키며, ② 국가정보원 산업기밀보호센터 와 한국산업기술보호협회의 활동을 강화해야 하며, ③ 일반국민들이 산업보안에 대해 자주 접할 수 있도록 다양한 접촉경로를 모색해야 한다. In the research on industry security, public awareness of industry security has been commonly mentioned. Many industry security studies point out that lack of public awareness of industry security is one of the major problems of industry security. Thus, enhancing public awareness on industry security is essential for industry security. The current study investigated the public's perceptions of industry security and its effects on the importance of awareness of related law, the seriousness of outflow of industry technique, the importance of industry security, the significance of role of relevant agency, and the necessity of cultivating professional manpower. Research findings are (1) public awareness of industry security is low, (2) government agencies related to industry security doesn't fulfill its roles, and (3) public awareness of industry security positively influences support for the industry security policies. Based on research findings, three policy implications are presented to strengthen industry security. First, public education is needed to enhance public understanding of industry security. Second, the roles of Industry Security Protection Center of National Intelligence Service(NIS), and KAITS need to be enhanced. Third, in order to reinforce public awareness of industry security, various channels for access to this issue need to be identified.

산업보안의 개념적 정의에 관한 고찰

산업보안은 궁극적으로 국익과 직결되고 국가경쟁력 강화의 필수 요 건이라는 측면에서 산업보안의 필요성과 중요성은 아무리 강조해도 지 나치지 않다. 하지만 국내 산업보안 관련 연구는 주로 산업보안의 실태 와 문제점 그리고 법제적ㆍ기술적 보완에 국한되어 있으며 산업보안의 개념화에 대한 연구는 거의 전무한 실정이다. 무엇보다도 학문 영역의 구축이 개념화로부터 시작된다는 점에서 산 업보안이 독자적인 학문적 영역을 확보하기 위해서는 산업보안의 개념 정립에 관한 연구가 반드시 필요하다고 할 수 있다. 더욱이 기존의 일부 개념적 정의는 산업보안을 산업기술유출방지라는 지나치게 협의의 개념 으로 파악하고 있기 때문에 산업보안의 많은 영역을 제외시키는 문제점 을 안고 있으며, 산업보안의 학문적 정체성 확립에 도움을 주지 못하고 있다. 또 보안과 안전을 같은 개념으로 혼용함으로써 명백한 개념적 오 류를 파생하고 있다. 따라서 산업보안을 단순히 기술유출 방지라는 좁은 틀에 국한하지 말고 산업과 관련된 모든 손실 방지와 자산보호 라는 넓은 범주에서 파악 하는 것이 필요하다. 미국을 비롯한 산업보안이 활성화되어 있는 대부 분 선진국에서도 산업보안의 개념을 산업기술유출 방지 측면만이 아니 라 산업관련 모든 손실방지와 자산보호라는 차원에서 파악하고 있다. 아울러 최근 산업보안의 추세가 융합보안의 중요성을 강조하고 있다 는 점을 감안하더라도 이 모든 것을 아우를 수 있는 넓은 의미의 산업보 안 개념을 수용하는 것이 필요하다. 산업보안의 개념을 광의적으로 정 의할 때 산업기술유출방지는 물론이고, 기업보안, 정보보안, 위험관리와 융합보안 등이 전체론적(holistic)으로 파악될 수 있는 것이다. 이와 같 이 산업보안에 대한 광의적 해석과 명확한 개념 정의가 동시에 이뤄질 때 비로소 산업보안의 학문적 정체성 확립과 학문적 영역 구축의 기초 가 만들어진다고 볼 수 있다. The competitiveness of the country seems to depend upon industrial security. The importance of industrial security cannot be emphasized too much, in this sense, which renders the necessity of the researches on industrial security. The researches upon industrial security, however, focus mainly on the realities and problems of industrial security in South Korea and its legal and technological remedies. Very few studies on conceptualization of industrial security have been attempted so far. All academic disciplines require the process of conceptualization for the beginning of academic establishment. Concentrating on industrial espionage, some conceptual definitions of industrial security have narrowed the boundary of industrial security until now, which excludes many important areas of industrial security. The narrow interpretation of industrial security does not help the academic establishment of industrial security either. Despite having the different meaning, in addition, the mixed use of the concept of security and safety is one of the factors hampering the conceptualization of industrial security. Therefore it is necessary to grasp the concept of industrial security not narrowing on industrial espionage but widening to loss prevention and asset protection in industrial area. Such a wide concept of industrial security has been accepted in most advanced countries including the United States. The current trend moving to security convergence also stresses the wide concept of industrial security. When the concept of industrial security is defined widely, industrial espionage, information security, risk management and security convergence could be considered in a holistic dimension. The wide and clear conceptualization would contribute to pave the way for the academic establishment of industrial security.

산업보안 현장 전문인력을 고려한 요구역량 분석 연구

최근 산업환경이 미래 산업융합환경으로 변화함에 따라 다양한 영역으로부터의 보안위험이 발생하고 있다. 이러한 보안위험의 변화로 인해 산업현장에서 기 존의 단편적인 보안대책으로 보안 사고를 대응하는데 한계를 느끼고 있으며, 다 차원적 보안대책 설계가 가능한 산업보안 전문인력의 필요성을 느끼고 있다. 하 지만 산업보안 전문인력 양성을 위한 요구역량이 명확하게 정립되지 않아 인력 양성 및 전문인력 적합도 판별에 어려움을 겪고 있다. 따라서 본 논문에서는 요구역량 관련 선행연구 조사와 최근 산업보안 유관분야의 채용공고를 분석하여 산업보안 전문인력 직업군(群)과 요구역량을 도출하였다. 본 연구결과를 통해 전 문인력 양성을 위한 직관적인 기준을 제시함에 따라 효과적인 산업보안 전문인 력 양성에 기여할 수 있을 것으로 예상되며, 나아가 국가 차원의 산업보안 수준 향상에 기여할 수 있을 것으로 예상된다. As the recent industrial environment changes into a fusion of the future industry, security risks from various areas are occurring. Due to the changes in security risks, the industry is faced with limitations in responding to security incidents as part of existing security measures and feels the need for industrial security professionals capable of multi-dimensional security measures design. Therefore, in this paper, we analyzed the research of previous research related to required capacity and job recruitment in recent industrial security related field, and derived occupation and required capacity of industrial security expert. Through results of this paper to present intuitive standards for training specialized human resources, it is expected that it will be able to contribute to the training of effective industrial security experts, furthermore at the national level industry It is expected that it can contribute to the improvement of the security level.

보안에 대한 개념 정립에 관한 연구

산업보안은 기존의 한정된 보안(사이버보안, 기업보안, 정보보호) 연구에서 벗 어나 물리, 기술, 관리 등 다차원적인 관점에서 비즈니스 흐름(지속성)을 고려한 보안 연구를 의미한다. 이러한 산업보안 연구는 보안공학뿐만 아니라 보안경영 및 보안심리 등 사회과학적인 부분까지 포함하여 연구가 진행될 필요가 있다. 본 논문에서는 이러한 점을 고려하여 기존의 보안(사이버보안, 기업보안, 정보보 호)의 개념을 분석하고 산업보안의 특징과 차별성을 연구하여 산업보안의 학문 적 정체성 확립과 연구 활성화를 위한 연구방향에 대해 알아보고자 한다. Industrial security means a security research considering business flow(continuity) in terms of multidimensional perspective such as physical, technology and management deviating from existing limited security(cyber security, business security, information security). Such industrial security research is necessary to include social science like security management, security psychology as well as security engineering. Considering this point, we will analyze the concept of cyber security, business security and information security. Then we will find out directions of industrial security for establishing academic identity and activation by extracting characteristic and differentiation of industrial security.
