Confidentiality has always been considered one of the most important aspects of arbitral proceedings and until recently a principle that could never be ignored. However, under the shadow of the increasing number of arbitral cases in which States are involved, there has recently been a tendency towards publicity, not only in investment protection arbitrations but also in commercial arbitrations. That said, many questions arise: in the event of a conflict between confidentiality and publicity, which should prevail? What role does the arbitrator play in this conflict? Does confidentiality provide more benefits than harm.
Fiber method analysis of rc beam retrofitted with turnbuckle external post-tensioning

Strengthening as well as correcting unsightly deflections of reinforced concrete (RC) beam may be accomplished by retrofitting. An innovative way to do this retrofitting that is proposed in this study utilizes turnbuckle to apply external post-tensioning. This Turnbuckle External Post-Tensioning (T-EPT) was experimentally proven to improve the serviceability and load carrying capacity of reinforced concrete beams. The T-EPT system comprises a braced steel frame and a turnbuckle mechanism to provide the prestressing force. To further develop the T-EPT, this research aims to develop a numerical scheme to analyze the structural performance of reinforced concrete beams with this kind of retrofitting. The fiber method analysis was used as the numerical scheme. The fiber method is a simplified finite element method that is used in this study to predict the elastic and inelastic behavior of a reinforced concrete beam. With this, parametric study was conducted so that the effective setup of doing the T-EPT retrofitting may be determined. Different T-EPT configurations were investigated and their effectiveness evaluated. Overall, the T-EPT was effective in improving the serviceability condition and load carrying capacity of reinforced concrete beam.
Multidomain Network Based on Programmable Networks: Security Architecture

This paper proposes a generic security architecture designed for a multidomain and multiservice network based on programmable networks. The multiservice network allows users of an IP network to run programmable services using programmable nodes located in the architecture of the network. The programmable nodes execute codes to process active packets, which can carry user data and control information. The multiservice network model defined here considers the more pragmatic trends in programmable networks. In this scenario, new security risks that do not appear in traditional IP networks become visible. These new risks are as a result of the execution of code in the programmable nodes and the processing of the active packets. The proposed security architecture is based on symmetric cryptography in the critical process, combined with an efficient manner of distributing the symmetric keys. Another important contribution has been to scale the security architecture to a multidomain scenario in a single and efficient way.

Background: To compare the hemodynamic parameters—electrolyte concentration, D-dimer level, creatine phosphokinase level—and the incidence of early complications of simultaneous bilateral versus unilateral hip arthroscopy. Methods: A prospective study was conducted on patients (> 18 years of age) undergoing unilateral or bilateral hip arthroscopy under the same anesthetic between 2013 and 2015. Patients were followed up for 30 days after surgery. In all cases, data were collected before, during, and after the surgical procedure. Results: One hundred cases of hip arthroscopy (51 unilateral and 49 bilateral) were included in this study. There was a greater variation in systolic blood pressure and heart rate in the unilateral group. The sodium levels were higher in the bilateral group with an adjusted mean difference of 5.31 mmol/L (p < 0.001). During the first 24 hours after the procedure, the proportion of patients with an altered D-dimer of > 500 ng/mL was 85.7% in the bilateral group and 56.9% in the unilateral group. There was no significant difference in the incidence of complications between the groups (bilateral, 8.2%; unilateral, 9.8%; crude odds ratio, 0.83; 95% confidence interval, 0.24 to 2.92; p = 0.526). Conclusions: The variations of hemodynamic parameters in patients undergoing hip arthroscopy remained within normal ranges. The findings of this study suggest that bilateral hip arthroscopy be selected according to the patient’s condition, considering that the risk of complications and metabolic alterations in bilateral hip arthroplasty are similar to those in unilateral arthroscopy.
