        국토계획과 환경계획 통합관리 지표 개발 연구

        Both the national land plan and the environmental plan reflect the need for sustainable land use and management. However, the linkage between the plans is reduced due to the lack of integrated management. Therefore, this study developed indicators to achieve integrated management. A total of 59 environmental plans were reviewed for the development of indicators, and a total of 74 integrated management indicators were derived through a three-stage process. In this process, the relevance of the integrated management indicators of this study to the UN 's sustainable development goals (SDGs) is presented in order to derive indicators that meet the level of international consultation. In order to facilitate the utilization of the indicators, the final indicators are divided into seven areas: natural ecology, water resource and quality, urban and green space, atmospheric, energy, landscape, resource circulation and waste. Furthermore, the indicators were classified into national, regional, and city level. Accordingly, the final indicator can be adapted to the field of influence of the planned to be established, and the indicator can be selected and applied to the level of the plan. The final indicators can be used to examine the extent to which the national plan reflects the contents of the environmental plan and can be used as an aid to confirm the contents to be included in the plan when establishing a new national plan.

        접근성과 생물다양성 증진을 고려한 도시 공원·녹지의 필요지역 선정 - 성남시를 사례로 -

        Urban park and green space provide various functions. Among the functions, human benefit and increase of biodiversity are known to be important. Therefore, it is important to consider human and biotic aspect in the process of selecting suitable site for park and green space. However, there is insufficient research on both aspects. In this study, we used green network to analyze human and biotic aspect to select suitable site for park and green space in Seongnam City in Korea. To analyze the green network, we used accessibility for human aspect and used dispersal distance and habitat size for biotic aspect. We conducted least-cost path modelling using movement cost. In case of biotic aspect, GFS (generic focal species) is used to estimate habitat size and dispersal distance. To find out suitable site for park and green space, we used an overlay analysis method. As the result, old residential areas are shown have insufficient green network which needs park and green space. Furthermore, the green network for biotic aspect is insufficient in old residential areas comapred to green network for human aspect. The result of this study could contribute in planning of park and green space to maximize their functions.

        운전자와 비운전자의 가로경관 선호도 분석- 남태령 가로경관을 사례로 -

        Despite the fact that many studies on the street landscape have been made, there was insufficient researches on the preference of street landscape viewed from the driver 's point of view. We analyzed the preference of driver and non-driver for street landscape of road edge and the trees in the center of the road. As a result, this study suggested the method of a basic measure for constructing and improving street landscape considering different preference between driver and non-driver. The photographs were taken while driving the vehicle in order to take the driver 's viewpoint. The questionnaire survey was conducted on 31 drivers and 34 non-drivers. The photos used in the questionnaire were selected to include various landscape. For each photograph components, the naturalness, openness, safety, aesthetics, complexity, and preference were asked from respondents whether to be good or not for each landscape adjective. The categorical regression analysis was applied to find landscape factors that affect street landscape preference and the relationship between landscape adjectives was derived by linear regression analysis. Also, the differences in the preference between driver and non-driver were found through the paired t-test, and the significant difference was found in safety and complexity. Furthermore, as a result of linear regression analysis, driver prefer safe and low-complexity scenes. Therefore, in the later landscape composition, it is considered that safety and complexity should be considered in order to reflect driver's viewpoint. 가로경관에 대한 연구가 다수 이루어졌음에도 불구하고, 운전자의 시각에서 바라본 가로경관 선호도 연구는 미흡한 실정이다. 이에 본 연구에서는 도로 중앙의 조경 수목과 도로 가장자리의 가로경관에 대한 선호도를운전자와 비운전자로 구분하여 분석함으로써, 운전자와 비운전자의 경관선호도에 대한 차이를 파악하고, 운전자의 선호도를 고려한 가로경관 조성 및 개선을 위한 기초적인 방안을 제시하였다. 사진은 운전자의 시각을고려하기 위해 차량을 타고 운행하면서 촬영하였으며, 설문은 운전자 31 명, 비운전자 34명을 대상으로 촬영한 사진에 대한 선호도 조사를 실시하였다. 설문 시 사용된 사진은 다양한 경관구성요소를 포함하도록 선정하였으며, 각 사진별로 자연성, 개방감, 안전성, 심미성, 복잡성, 선호성을 조사하였다. 설문결과에 대하여 범주형 회귀분석을 실시하여 선호도에 영향을 미치는 경관구성요소를 도출하였고, 경관형용사와 선호도 간의 관계를 선형 회귀분석을 통해 도출하였다. 또한 운전자와 비운전자 간의 선호도에 있어서의 차이를 대응표본검정을 통해 파악한 결과, 안전성과 복잡성에 대하여 유의미한 차이가 있는 것으로 나타났다. 이에 대한 확인을 위하여 경관형용사와 경관선호도에 대한 선형 회귀분석을 재실시한 결과, 운전자가 비운전자에 비하여 안전성이 높고 복잡성이 낮은 경관에 대하여 선호도가 높다는 결과가 도출되었다. 따라서 추후 가로경관 조성에 있어서 운전자의 시각을 고려하기 위해서는 안전성과 복잡성에 대한 고려가필요하다고 사료된다.

        국토계획과 환경계획 통합관리 지표의 적용을 통한 통합관리 현황 평가

        Integrated management of Korea national and environmental planing for sustainable development is suggested, and basic research is needed. In this study, national and regional plans were assessed using ‘integrated management index of Korea national planning and environmental planning' to grasp the current status of integrated management on Korea national planning and environmental planning. As a result of the assessment, it was found that both national and regional plans need to improve considering the natural ecology part and water resource and quality part. In addition, it was derived that the detailed contents of the indicator can not be reflected according to the characteristics in the high- er-level plan. Therefore, it has been found necessary to include proclamatory contents so as to be able to establish a detailed plan that reflects environmental goals in the lower-level plan.

        Types of Vertical Smart Farms and Awareness of their use in Korean Cities Types and Feasibility Analysis of Vertical Smart Farms in Korean Cities

        Background and objective: Vertical smart farm (VSF) is an alternative that contributes to solving various problems such as climate change and food shortage. This study focused on the types and awareness of VSF to introduce and diffuse VSF. We aimed to investigate the types of VSF and citizens’ awareness on VSF. We analyzed 1) where the smart farm technology could be implemented on a building; 2) what citizens think about VSF; and 3) suggested what is most necessary for the introduction and diffusion of VSF in the future based on citizens’ perception. Methods: VSF types were investigated through case studies on VSF in Korea and overseas. Citizens perception on VSF was investigated through a questionnaire survey. A statistical analysis was conducted with the survey results for implications of the introduction and diffusion of VSF. Results: Four types of VSF were derived: rooftop farms, facade farms, indoor farms, and farms using the whole building. The survey showed that 29.2%, 27.8%, and 22.2% of respondents knew well about urban agriculture, smart farms, and vertical smart farms, respectively. Respondents answered that improving awareness is the most important factor to introduce VSF. According to the statistical analysis, it was determined that education and promotion of the necessity of VSF would be important to diffuse the VSF. Conclusion: VSF can be a solution to a variety of problems we face. The results of this study suggest a direction for the introduction and diffusion of VSF. In order to introduce VSF in the future, additional studies must be conducted on the legal system.

        텍스트 마이닝 기법을 이용한 공동주택 하자의 유지관리 요소 분석

        There are secondary defects in apartment buildings that are not directly produced from construction errors, but are derived from other types of defects. To improve the quality of the type of construction that causes these secondary defects, it is important to define and manage them by analyzing data regarding defects in apartment buildings. This study analyzed approximately 1.33 million cases that finished defect repairs in 2019 then defined the frequency and repair costs of fundamental and secondary defects. This analysis revealed that secondary defects had accounted for 3.83% of the entire defect frequency and made up 6.08% of the repair costs. Using text mining techniques, this analysis presented the types of construction that had caused secondary defects in apartment buildings in the order of frequency and average similarity to reduce such secondary defects. According to the similarity analysis of the types of construction, wallpaper work topped the frequency order with 68,060 cases, which took up 38.36%, and its similarity was 0.615 on average. Furthermore, with 4,518 cases, electricity work was first in the average frequency at 2.54% and its average similarity was 0.955. To present these results as a whole, the word cloud technique was used. 공동주택 하자의 일부는 해당공종 자체에서 발생한 하자가 아닌 다른 하자에 유발되어 발생한 2차 하자가 존재한다. 이를 해결하기 위해서는 공동주택 하자 데이터 분석을 통하여 2차 하자를 유발하는 공종을 도출하여 관리하는 것은 중요하다. 이에 본 연구에서는 2019년에 하자보수가 완료된 약 133만 건의 데이터 분석을 통하여, 1차 하자와 2차 하자 빈도 및 보수비용을 도출하였다. 2차 하자는 전체 하자 중 3.83%의 빈도를 가지고 있었으며, 6.08%의 보수비용을 차지하고 있었다. 이를 저감하기 위해 텍스트 마이닝 기법을 분석하여 공동주택에서 발생하는 2차 하자의 유발 공종을 개수 순서와 유사도 평균 순서를 도출하였다. 유발공종 유사도 분석 결과, 개수 순번으로 도배공사(68,060건, 38.36%)로 가장 높았으며, 유사도 평균 0.615로 도출되었다. 평균 순번으로 일반전기(4,518건, 2.54%)로 가장 높았으며, 유사도 평균 0.955로 도출되었다. 이를 전체적으로 표현하기 위해 워드 클라우드 시각화 기법을 통하여 도출하였다.

        도시 공원녹지 공간의 특징에 따른 열섬저감 효과 분석1

        도시화로 인한 열섬현상은 매년 심각해지고 있으며 도시 내의 온도증가로 인한 피해 또한 증가되고 있다. 최근 도시녹지 조성을 통한 온도저감이 도시열섬현상의 해결방안으로 부각되고 있다. 본 연구에서는 도시 공원녹지의 지형적 특징에 따른 주변 온도저감 효과를 분석하였다. 이를 위해 위성영상을 통해 서울시의 지표면 온도를 구축하였으며 서울시 내의 공원녹지와 녹지 주변에 대한 온도 분석을 실시하였다. 또한 유사한 주변 환경을 가진 공원녹지들을 추출하 고 각 녹지의 지형 요소에 따른 주변 온도저감 효과 분석을 실시하였다. 그 결과 녹지의 고도범위, 부피, 경사도가 증가함에 따라 주변 온도저감효과도 증가하는 것으로 나타났다. 이러한 결과는 향후 공원조성 시 지형적 요소 고려 뿐만 아니라 도시계획 차원에서의 바람길 조성 정책에도 영향을 줄 수 있을 것으로 보인다. Urban heat island due to urbanization is getting serious every year, and the damage also increasing. And cooling effect by green space became one of the solutions. In this study, the effect of reducing ambient temperature according to the topographical characteristics of urban park green areas was analyzed. To this end, the surface temperature of Seoul was established through satellite imagery, and the green area of the park was extracted and the temperature analysis of the buffer area around the green area was performed. In addition, by analyzing green spaces with similar environments, the effect of ambient temperature reduction according to the topographical elements of green areas was analyzed. As a result, it was found that the ambient temperature reduction effect increased as the altitude range, volume, and slope of the green area increased. This is expected to affect not only topographical factors but also wind corridor creation policies at the level of urban planning when creating parks in the future.

        장기미집행 도시공원의 해제가 생태계서비스에 미치는 영향 - 홍수발생과 도시열섬현상을 중심으로-

        본 연구는 최근 정부 및 지방자치단체가 공원, 녹지, 도로 등의 공공시설을 건설하기 위해 도시 계획시설로 지정된 시설 중 결정·고시 이후 10년 이상 지난 장기미집행 도시계획시설에 대한 일몰제가 적용됨에 따라 지정도시계획시설 사유지에 대한 개발이 제한되면서 발생될 수 있는 녹지지역에 대한 개발의 영향을 분석하였다. 공원녹지의 개발로 인해 생태계서비스의 중요한 역할인 재해 저감의 영향을 분석하기 위해 도시지역에 가장 크게 영향을 미치고 자주 발생되는 홍수와 열섬을 대상으로 분석을 시행하였다. 그 결과, 대상지의 공원녹지의 개발로 인해 유출 량은 11% 증가되었고 대상지의 온도는 평균적으로 2.02℃ 증가한 것으로 나타났다. 따라서 도시 그린인프라의 재해저감 기능을 유지하기 위해서는 도시계획시설 일몰제로 인해 발생될 수 있 는 무분별한 개발행위를 방지할 수 있는 정책이 필요할 것으로 판단된다. Urban park operates as space to increase quality of people living in urban environment. One of the important function of urban park is reducing urban disaster risk. As sunset law of un-implemented long term urban planning facilities starts to effect in 2020, development pressure of urban park will increase which will also affect the venerability of urban area. In this study, we assessed the change of urban disaster risk according development in urban area. We chose two risk, urban flood and urban heat island, which impact is mostly high as well as frequency. As the urban parks been develop, risk of urban flood increases by same precipitation and land surface temperature also increases which causes urban heat island effect. Therefore, to prevent indiscriminate development, a new policy with pragmatic guide line of urban park development will be needed.
