        새마을운동의 인식과 성과평가에 관한 비교연구: 새마을운동 국민의식조사 비교를 중심으로

        The performance evaluation of Saemaul Undong has been taken place in various aspects including economy, social development and mind development, Now nearly four decades after Saemaul Undong started, however, more concrete and accurate assessments are needed. Therefore, this study was intended to analyze the changes of popular attitude towards Saemaul Undong and outcome of this movement by conducting public opinion survey. Specifically, comparative analyses on general aspects, achievement and globalization strategy of Saemaul Undong were conducted and a direction of Saemaul Undong was explored by reinterpretation of its outcome. Once we summarize the results of Public Opinion Survey for Saemaul Undong, we can see that the recognition of Saemaul Undong has 2.3% points increased since 2010 to 2013 and 6 persons out of 10 persons has recognized that Saemaul Undong is the movement for a better life. We could verify that most of the people have reviewed positively about Saemaul Undong contributed to national development, recognized that the biggest achievement for Saemaul Undong is economic development. And proposed the opinion to people for 'enlightening a diligent national character' and 'inspiring can do confidence' through Saemaul Undong. In the future, an opinion came out that it is required to initiating foreign countries into Saemaul Undong up to 81.5%. The opinion what the study of Saemaul needs as a study has shown 1.4%p has increased since 2010 to 2013 and 7persons out 10persons recognize the necessity of study about the study of Saemaul. The results suggest the following tasks for development of Saemaul Undong; first, educating people about Saemaul Undong and their participation in the movement are demanded. Next, its own brand of Saemaul Undong and systematization of the study of Saemaul are required.

        新村运动的发展过程及评价

        This article attempts to describe processes and principles relating to Saemaul(New Community) Movement policy which is regarded as one of the most successful policies in Korean history, to evaluate the achievements which the policy has made up until now, to analyze the successful factors behind the policy, and to suggest how the Saemaul Movement policy can be transplanted into other developing countries suffering from poverty. disease, famine, and other problems. In doing so, it employs documentary study and comparative method. It is found that the major factors affecting the success of the Saemaul Movement policy are strong leadership on the part of president and government officials, effective resource allocation method, competitiveness-led motivation, ordinary people’s strong willingness to live better, village leader’s role, good governance in which ordinary people could effectively participate.

        새마을운동 연구경향과 ‘새마을학’ 정립에 관한 연구

        본 연구는 1970년대 박정희 대통령에 의해 추진되어 한국의 빈곤퇴치와 경제발전에 크게 영향을 미친 것으로 평가받고 있는 새마을운동에 대하여, 첫째, 그동안의 새마을운동에 관련된 연구경향을 학문적으로 분석하여 그 특징을 도출하고, 둘째, 새마을운동에 관한 연구가 하나의 연구물에 그치는 것이 아니라, 하나의 독자적 학문으로서 발전할 수 있는지 그 가능성을 탐색해 보며, 셋째, 하나의 독자적 학문으로서 ‘새마을학’의 향후 발전방향을 제시해 보고자 하는 것이다. 이를 위해서 1970년대부터 2012년까지 수행된 연구들 -학위논문 및 학술지 논문-에 대해서 네트워크 텍스트 분석방법을 적용하여 연구경향을 분석하며, 학문의 구성조건을 기준으로 하여 새마을운동에 관한 연구가 하나의 독자적 학문이 될 수 있는지 탐색해 보았다. 그 결과, 새마을운동의 주요연구대상들은 몇 가지 차원으로 구분될 수 있었으며, 학문의 구성조건을 통해서 볼 때 새마을운동 연구는 독자적 학문으로 성립할 수 있다고 평가된다.

        Until rexent times, regional development policy of our country has focused on the metropolitan area and the growth of industry. Therefore, rural community has been confronted with underdevelopment to the contrary. But, it is difficult to consider a balanced development of our country without having a new understanding of local area. In the near future, our country will enforce a local automony having been held back for 27 years since 1961. From now on, citizen must assume leadership of community development, participation in it suvjectively and voluntarily. The purpose of this study is to explore the device for effectiveness of citizen participation in sub-region development. To quarantee citizen participation in sub-region development effectively it is required to expand chances for citizen participation, to cultivate qualities of participatiors (citizens, public officials, planners), to institutionalize citizen participation and finally, to study this subject continuouslly.

      • 基礎需要戰略에 의한 地域開發計劃에 관한 考察

        The concept of this Basic Needs primarily focuses upon the satisfaction of some ssential requirements for a human being to survive under conditions compatible with human dignity. But, Basic Needs include four broad areas; personal consumption of biological needs, public goods and services, access to economic opportunity and institutional aspects. Planning for Basic Needs consists of the allocation of resources towards satisfying as many needs as possible within the limts of available resources. To make the concept operational, there is a need to specify and quantify variables that fall within the Basic Needs category. Parallel to the determination of basic needs, institutional mechanism has to be activated to ensure participation of the people in the development process. Planned decentralization of economic activity is the favorable spatial startegies designed to meet basic needs and to create conditiozs for continuing increase in social welfare. In this regards, to strengthen the function of rural center and regional town could have the favourable impacts on rural and urban areas.

      • 地域綜合開發計劃의 背景과 實際 : 경산지역을 중심으로 A Case of Kyongsan Region

        The purpose of this study is to examine background and characteristics of integrated rural development policy facing localization ages and to find out the effective ways for integrated rural development planning responding local settlement development and local autonomy. For this study, the case of Kyongsan region development planning was adopted. Policy issues were summarized as follows : 1. Endeavours for self-reliant regional development should be region-wide. Especially, residents, local government, local council, and local group concerned should be integrated through mutual cooperation. 2. Policy processes, including policy agend setting, policy making, policy implementation, policy evalution, should be opened to the public and should be institutionalized with the arrangement of participation of residents and experts. 3. Institutional arrangement should be made to compensate for scarce resources for regional development.

      • 地域綜合開發計劃의 樹立을 爲限 住民開發需要調査 分析 : 慶尙北道 永川郡事例를 中心으로 A case study of the Youngchen Gun , Kyngsang Buk Do

        The purpose of this study is to establish the integrated rural development plan based on the consciousness and development need of inhabitants in Youngchen Gun. Youngchen Gun is located near metropolitan Taegu city. It is a satellite town of Taegu. In the future it will become an industrial, educational center in a gardenlike environment. Youngchen Gun is an area having high level of the settlement consciousness in comparison with the other counties in Kyngsang Buk Do, but it has as ever the structural problem of rural. Obtained results of this study are as follows : 1. In a section of regional settlement consciousness, it is needed to establish the well organized settlement system. 2. In a section of zone of life, it is necessary to expand a marketing route for inhabitants. 3. In a section of agricultural industry, it is needed to expand the facilities for circulation, to improve an income crops and mechanize an agriculture. 4. In a section of residence, it is needed to expand the facilities of life benefit and enlarge housing lands. 5. In a section of transportation, it is needed to extend all sort of roads and traffic facilities. 6. In a section of education, it is necessary to elevate the qualities of education and modernize the education facilities. 7. In a section of medical service, it is needed to increase the medical specialist and expand medical facilities. 8. In a section of cultural service and welfare, it is necessary to establish and increase cultural and welfare facilities.
