소방현장지휘관 및 화재조사관 전용 호흡보호구 개선방안에 관한 연구

도시발전에 따라 화재는 복합적인 이유로 발생하고 있으며, 화재로 인한 피해도 커지는 양상을 보인다. 이에 대한 피해를 최 소화하기 위하여 화재를 진압하는 소방관과 화재현장을 지휘하는 현장지휘관의 안전은 가장 중요하다 할 수 있으며, 화재가 발생한 원인에 대한 규명을 위하여 화재현장의 여러 위험요소로부터 화재조사관의 안전을 확보하는 것 또한 중요하다. 현장지 휘관은 무전을 통한 화재현장 지휘, 주변과의 소통 등의 업무를 수행하는 데 있어서 호흡보호구의 착용이 불편을 유발하여 착용 하지 않는 경우가 빈번하며, 화재조사관의 경우 사진촬영 및 현장 의사소통을 위해 반면형 호흡보호구를 착용 또는 호흡보호구 를 미착용하는 경우가 빈번하다. 이에 따라 소방현장지휘관 및 화재조사관의 현장임무에 적합한 호흡보호구의 개발이 필요하 다. 본 연구에서는 골전도 이어폰과 블루투스 5.0을 지원하는 통신모듈을 적용하여 현장지휘 및 화재조사 시 외부상황에 대한 안전 확보와 무선통신을 통한 정확한 지휘체계를 구축하고자 한다.

안전한 오픈뱅킹 구축을 위한 정책 및 B2B2C 모델에 관한 연구

The fourth industrial revolution and digital transformation are also bringing major changes to the financial ecosystem inKorea. Already, global financial firms overseas are opening their financial markets and exploring new financial businesses byseeking ways to co-prosperity with fintech firms. However, it is also true that the domestic financial environment has failedto respond to the changes due to its monopolistic and closed structure. In response, the government began pushing for theintroduction of open banking in December 2019 with the aim of fully opening the financial settlement system. However,unlike the existing simple financial transaction structure, open banking still has an unresolved part due to the unclearrelationship of responsibilities between interested parties in the event of financial accidents due to the complex linkagestructure of transactions such as financial firms, fintech firms and customers. This study analyzed the security threat of openbanking in depth. By doing so, the government and financial firms want to present policy proposals that need to beimproved to enhance the safety of open banking in korea and protect financial consumers, as well as new financial modelsthat have improved the vulnerable parts of existing models. 4차 산업혁명과 디지털 전환(digital transformation)은 국내 금융 생태계에도 큰 변화를 가져오고 있다. 이미해외 글로벌 금융회사들은 금융시장을 개방하고 핀테크 기업들과 상생의 방안을 모색하여 새로운 금융 비즈니스를 발굴하고 있다. 하지만 국내 금융환경은 독점적이고 폐쇄적인 구조로 이러한 변화에 대응하지 못했던 것도 사실이다. 이에 정부는 2019년 12월 금융결제 시스템의 전면 개방을 목표로 오픈뱅킹의 도입을 추진하기 시작했다. 하지만 기존단순한 금융거래 구조와 달리 오픈뱅킹은 금융회사, 핀테크 기업, 고객 등 거래의 연계 구조가 복잡하여 금융사고 발생 시 이해 당사자 간 책임 관계가 불명확하여 해소되지 못한 부분이 아직도 존재하고 있다. 본 연구는 오픈뱅킹의보안위협을 심도 있게 분석하였다. 이를 통해 국내 오픈뱅킹의 안전성을 높이고 금융소비자 보호를 위해 정부와 금융회사가 개선해야 할 정책 제안과 기존 모델의 취약한 부분을 개선한 새로운 금융모델을 제시하고자 한다.

수사사무환경이 시민들의 스트레스에 미치는 영향 연구

본 연구는 수사사무환경이 일반 시민들에게 미치는 영향을 설문조사(796명)를 통해 알아보았다. 경찰의 수사업무는 크게 행정과 수사로 구분되어 있어 일반 행정부서처럼 행정업무를 처리하는 역할과 함께 피의자, 피해자, 참고인 등에 대한 조사와 기타 증거물 등에 대한 수사 등 형사사법영역의 범죄수사라는 특수한 역할을 담당하고 있다. 문제는 위 모든 업무들이 각각 특수한 성격을 가지고 있음에도 불구하고 같은 장소에서 별도의 구분 없이 이루어지고 있다는 것으로 본 연구는 이러한 환경적 요소들이 일반 시민들에게 어떠한 영향을 미치는지 알아보았다. 연구결과, 현재의 수사사무환경은 별도의 조사공간이 마련되어 있지 않아 수사과정에서 발생하는 소음으로 매우 소란스럽고 결국 조사에 대한 집중도를 떨어뜨릴 뿐만 아니라 조사과정에서 청취되는 사적인 이야기들이 다른 사람들에게 알려질 수 있다는 우려가 있으며 결국 사생활 보호에 취약한 구조에 놓여 있다. 또한 주취자, 체포 또는 구속된 피의자를 일반 경미범죄 피의자, 참고인, 피해자들과 같은 공간에서 조사를 하기 때문에 시민들은 안전에 대한 불안감을 가지고 있다. 현재의 수사사무환경을 개선하고 종국적으로는 경찰수사에 대한 만족도를 향상시키기 위해서는 신문조사실을 별도로 설치하여 행정업무를 처리하는 공간과 조사공간을 분리하여야 한다. 공간의 분리를 통해 경찰조사에 대한 집중도를 높일 수 있으며 조사내용에 대한 사생활 보호가 가능하여 인권친화적인 수사사무환경이 마련될 수 있다. 또한 체포 또는 구속된 피의자를 조사할 수 있는 공간을 일반 조사실과 구분하여 설치함으로써 일반 시민들에 대한 안전확보 및 불안감 해소에 도움을 줄 수 있다. 마지막으로 개방형 조사공간이 가지는 장점인 조사공간의 투명성 확보를 위해서 진술과정의 영상녹화는 필수적인 요소이다. This study aims to explore office environment for the criminal investigation and its impact on citizens in South Korea. The research is conducted on the basis of a survey. 796 citizens have been surveyed about what they think the office environment in the police station would be proper for conducting interviews and protecting citizens in terms of privacy and security. According to the survey, most of the citizens respond that office environment of police station is inappropriate for the criminal interview. First, since there is no separated interview room it may cause much noise. Under this circumstance, citizens generally cannot focus on interviews with police investigators. At the same time, they are mostly worried that their privacy could be revealed to others while being interviewed by police investigators. Consequently, current office environment is not proper to protect human rights. Thirdly, in general there is no separated place for interrogating suspects of serious crimes. Most suspects, victims, and witnesses are interviewed at the same place. This leads many citizens to feel worried about their security. The structure of current investigation office should be improved to make citizens concentrate on intervew, to protect their basic human rights, and to guarantee security effectively. Such goals can be achieved by setting up interview rooms with an audio-visual recording system at the police station.

Production of hydrogen-rich syngas from methane reforming by steam microwave plasma

Steam-methane reforming (SMR) is most commonly carried out in a catalytic reactor at temperaturesfrom 700 to 1000 8C. During the reforming reaction, the catalyst agglomerates under the hightemperatures, showing degradation of catalytic performance with carbon deposition on the catalystsurface. Here, we report methane reforming in a steam plasma generated by microwaves at atmosphericpressure without the use of catalysts. The plasma reforming system is mainly composed of a 2.45 GHzmicrowave plasma torch and a plasma nozzle. Methane gas is introduced into the steam microwaveplasma, which is stabilized by a swirl flow. The steam microwave plasma provides highly active speciesand a high-temperature plasma flame, enhancing the chemical reaction rate and eliminating the need forcatalysts. We investigated the dependence of the hydrogen concentration on the steam to carbon ratio ata given plasma power. Using a specially designed plasma nozzle, we achieved high hydrogenconcentrations (>70 vol.%) in the effluent streams.

수사사무환경이 경찰 수사관의 직무스트레스에 미치는 영향 연구

본 연구는 수사사무환경이 경찰 수사관에게 미치는 영향을 포커스 그룹 인터뷰(28명)와 설문조사(772명)를 통해 알아보았다. 경찰의 수사업무는 크게 행정과 수사로 구분되어 있어 일반 행정부서처럼 행정업무를 처리하는 역할과 함께 피의자, 피해자, 참고인 등에 대한 조사와 기타 증거물 등에 대한 수사 등 형사사법영역의 범죄수사라는 특수한 역할을 담당하고 있다. 문제는 위 모든 업무들이 각각 특수한 성격을 가지고 있음에도 불구하고 같은 장소에서 별도의 구분 없이 이루어지고 있다는 것으로 이러한 환경적 요소들이 수사관들에게 어떠한 영향을 미치는지 알아보고자 한다. 연구결과, 현재의 수사사무환경은 별도의 조사공간이 마련되어 있지 않아 피의자를 조사하는 과정에서 발생하는 소음으로 매우 소란스럽고 결국 업무에 대한 집중도를 떨어뜨리는 것으로 조사되었다. 민원인들 역시 소란스러운 환경으로 인해 조사에 집중하기 어렵고 더욱이 사적인 이야기들이 다른 사람들에게 알려질 수 있다는우려가 있으며 결국 권리보호에 취약한 구조에 놓여 있다. 특히, 체포 또는 구속된피의자를 일반 피의자들과 같이 개방된 장소에서 조사를 하고 관리를 해야 하는 환경 속에서 경찰관은 항상 도주에 대한 우려를 가지고 있다. 결론적으로 수사사무환경의 세 가지 요소로 선정한 물리적환경, 권리보호, 피의자관리의 요인들이 모두 경찰관의 직무스트레스를 증가시키는 것으로 분석되었다. 현재의 수사사무환경을 개선하고 종국적으로는 수사의 효율성을 향상시키기 위해서는 신문조사실을 별도로 설치하여 행정업무를 처리하는 공간과 조사공간을 분리하여야 한다. 공간의 분리를 통해 업무에 대한 집중도를 높일 수 있으며 조사내용에대한 프라이버시 보호가 가능하여 인권친화적인 수사사무환경이 마련될 수 있다. 또한 체포 또는 구속된 피의자를 조사할 수 있는 공간을 일반 조사실과 구분하여 설치함으로써 피의자의 도주방지 뿐만 아니라 다른 사건 관계인에 대한 위해 방지에도 도움을 줄 수 있다. 또한 조사공간의 투명성 확보를 위해서 진술의 영상녹화는필수적인 요소이다. This study aims to explore office environment for the criminal investigation and its impact on investigators in South Korea. The research is conducted by focus group interview and survey. 28 leaders of the criminal investigation team at the police station have been interviewed. 772 police investigators have been surveyed about what they think their office environment would be proper for conducting interviews with suspects, victims, and witnesses; protecting citizens who visit police stations; and guarding arrestees. According to the survey, most of criminal investigators respond that office environment of police station is inappropriate for their investigation. First, since there is no interview room, they generally cannot focus on interview with suspects, victims, and witnesses. At the same time, they cannot concentrate on their administrative work because of noise caused by other investigators’ interview. Second, because of the noise, citizens also have difficulty in focusing on interview. In addition, they are generally worried that their privacy could be revealed to others while being interviewed by police investigators. Finally, the environment is considered to be unsuitable to guard arrested suspects. The structure of current investigation office should be improved to make investigators concentrate on their work, to protect human rights, and to guard arrested suspects effectively. Such goals can be achieved by setting up interview rooms with an audio-visual recording system at the police station.
