        독일의 정신건강 연구 흐름을 통해 본 한국의 통일심리학 방향

        This study was performed to decide how to do research and resolve on mental health problems of the people after reunification, which is recognized as ultimately important issue. At first we analyzed the case of Germany. To do so, we reviewed the existing research, which included various issues such as reunification for the Germans, chronological research flow analysis, the issues of mental health, research methods for mental health problems, therapy for mental health problems and so on. And then we sought the ways to connect research for the North Korean defectors and unification era, and suggested the several research orientation and methods for mental health study of the unification period. 본 연구는 한국 통일의 궁극적인 문제로 인식되는 통일 후 국민들의 정신건강을 어떻게 연구하고 조치해야 하는가를 결정하기 위해서 이미 통일을 이룬 독일의 경우를 분석하는 것을 먼저 하였다. 이를 위해 기존 연구들을 개관하였는데, 세부 내용으로는 독일인들에게서의 통일, 연대기적인 연구 흐름 분석, 정신건강 연구의 주제, 정신건강 연구 방법, 정신건강 치료 방법을 분석했다. 다음으로는 현재 북한이탈주민 연구를 통일 시대와 어떻게 연관시킬 것인가를 살펴보았으며, 향후 통일 시기의 정신건강 연구를 위한 방안을 모색해보았다.

      • 북한의 핵개발과 미ㆍ북 핵합의의 제문제

        While this world approaches the New World Order of the post-Cold War Era, the political situation of the Korean penisular continues to be in severe tensions caused by North Korea's nuclear development. In terms of IAEA Nuclear inspection, North Korea has caused a lot of conflicts with U .S., but in the end both of U. S. and North Korea have succeeded in establishing a common base for alleviation of tension by making an agreement of the current nuclear issue in Geneva on Oct. 21 1994. However, it seems to be certain that North Korea retains one or two atomic bombs otherwise can build them at any time when North Koreans want to do. We can recognize that the Nuclear Agreement between U. S. and North Korea may have some positive aspects in terms of the nuclear freezing of present and future. Nevertheless, we can not help denying that it could't make sure of the nuclear transparency of the past. In addition, it is very suspicious that North Korea may guarantee the implementation of the above mentioned nuclear agreement because of North Koreans' incredible behavior of the past. I suggest that Korea and U. S. have to do their best to urge North Koreans to implement that agreement, but some strong and relevant measures have to be taken by Korea and U. S. when North Korea delays the implementation of that agreement. The South-North Dialogue doesn't need to be coerced. When North Korea does not accept the Korean-type light water reactor and the initiative of Korea, Korea will not give North Korea any financial assistance. Finally, it is, I think, very important that Korea and U. S. intensify the coordinated system in establishing related measures against North Korea in detail and sharing informations about North Korea's nuclear development. We have to retain hard-line policy against North Korea to lead into a reformed and open regime.

        훈증처리가 출토복식유물의 강도 변화에 미치는 영향

        This study examines the effects and influences of fumigation using chemical composite of Methyl Bromide and Ethylene Oxide on the change of strength of excavated dresses. The fabric strength immediately after washing and fumigation increased slightly, but it decreased greatly as the time progressed. The strength of the test sample from Museum A showed a steady decrease with time, while that of Museum B decreased rapidly 5 months later. Compared with the non-fumigated sample, fumigated sample was greater in strength regardless of the time progression, and the strength of sample kept in the exhibit hall was greater than that kept in the storage room. The strength of the fumigated sample was almost same regardless of the three different time periods, before washing, after washing and immediately after fumigation, and it decreased steadily with time, whereas the non-fumigated sample became much weaker in its strength in 10 months after washing. Even 5 months later, the fumigated sample was about as strong as immediately after fumigation, but the strength dropped to a great extent 10 months later.

        북한주민에 대한 효과적인 블렌디드 러닝 방안과 정책 방향

        The importance of education in unifying nation is well known via the case of Germany already unified. Unified German government consumed billions of dollars in the area of the public education and career re-education for East Germans. In considering current Korean situation, education support for the North Koreans will be necessary. Then, the most important issue is how to support the North Koreans' education. Blended learning can be the answer. Blended learning is proved educationally efficient and effective. For success of the North Koreans' education via blended learning, at first, it needs to study systematically the benefits and conditions for the successive learning via blended learning. In this study, the way to operate blended learning for the North Koreans is suggested, based on the understanding of blended learning. It can be said that we can decrease tremendous government budget annually for the North Koreans' education support through blended learning. 국가 통일 과정에서 교육의 중요성은 이미 통일을 이룬 독일의 사례에서 충분히 알게 되었다. 서독 중심으로 진행된 통일 과정에서 동독주민을 상대로 한 학교교육과 직업재교육 등의 분야에서 천문학적 교육비를 지출했다. 한국도 통일을 고려할 때 한국이 북한을 흡수통일을 하지 않는다고 하더라도 북한주민의 교육지원을 어느 정도 해야 할 상황이다. 그렇다면 북한주민을 위해 어떠한 방식으로 교육지원을 해야 하는가가 문제인데, 최근 들어 교육효율성뿐만 아니라 교육효과성이 검증된 블렌디드 러닝(blended learning)이 최적의 대안으로 거론되고 있다. 이 블렌디드 러닝을 통한 북한주민의 교육을 성공적으로 이루기 위해서는 블렌디드 러닝을 통해 얻을 수 있는 편익과 성공 조건을 체계적으로 연구할 필요가 있다. 이에 본 연구는 블렌디드 러닝에 대한 이해를 기초로 북한주민을 위한 블렌디드 러닝 방안을 제시하고, 이를 통해 연간 최소 수천억 원에서 최대 수조 원, 한 세대 정도의 통일 기간이 필요하다는 점을 고려하면 수십조 원의 교육예산을 절감할 수 있음을 제시하였다.

        This article is to analyse the ground of political obligation in Thomas Hobbes. Political obligation is concerned with the relationship between people and the political community of itsmembers. The problem of the political obligation appeared in the era which was religiouscoflict and civil war in the 17th century In this circumstnace of the modem society, theimportant problem was in reconciling the needs of individuals with those of the political community. Political obligation concerns the moral bonds between individuals and politisal community.The justification of political obligation accounts of the morality of freedom and authority. So,political obligation is said to be defined by the moral obligation to obey the law. Hobbes divided the concept into the natural obligation and prudential one. But the conceptisn't incosistent in his thought. By analyzing its moral justification it can be evident. He asserted the natural 1aw and the Prudencial Principle based on the selfish psychology asthe ground of political obligation. The subjects is obliged to the soverign by the renounce ofthe natural right. According to Hobbes, the state of nature is that of the disorder and fear.They want to establish the common power in order to resolve the self. Such an authorization is based on the consent of the original contractor. The political obligation theoryof Hobbes by the arguments of the social contract was based on the consent logic. However, it is natural to say the moral obligation to obey the authority to secure the justice and well-being. So, I think he empathized on the utility of self-preservation.

        사람중심의 통일교육 모델의 제안: 통일 단계에 따라

        The purpose of this study is to propose what psychological education is needed for activation of interchange between the South Korea and the North Korea and ultimately for the completion of Korean unification. We learned this reason from the German unification case. The Germany was unified 17 years ago, but many researchers evaluate that it will take about 30 years more for German people to complete real and inner unification. So, we proposed our own unification education in a psychological aspect for faster and inner unification, which is based on the principle that we should go ahead according to our situation, not simply follow the way Germany went. Therefore, we should start psychological education for unification from now on, even though unification is not accomplished at the present and Germany didn't do that. Because we can predict the pre-unification (interchange) stage would be long unlike the Germany, psychological education for unification is needed during this interchange stage consistently. For the person-oriented unification education, we should educate adaptation-enhancement strategy for each person to keep psychological stability in the interchange and unification stage, beyond simply educating ideology focusing on the political and structural unification. 본 연구는 ‘통일교육은 근본적으로 통일에 대한 심리교육이다.’라는 사람중심의 통일교육 관점에서 한민족에게 교류의 활성화와 통일의 완성을 위해서는 어떠한 심리적 요소에 대해 통일교육을 해야 하는 지를 제안하기 위한 것이다. 본 연구의 배경은 독일의 경우 통일된 지 17년이 지난 지금에도 완전한 통일 즉, 내적 통일을 이루기 위해서는 앞으로 30년 내외가 더 필요하다는 평가를 받고 있기 때문이다. 따라서 우리의 경우에는 독일이 하지 못했던 이 교육을 통일 이전부터 해야 한다. 그리고 우리는 독일과 달리 통일 이전의 교류시기가 상당히 길 것으로 전망되기 때문에 이 교류시기에 이 교육을 해야 한다. 우리의 상황에서 중시해야 할 사람중심의 통일교육의 요소는 이데올로기 중심의 통일 교육을 넘어서서 교류와 통일 시기에 개개인의 심리적 안정성 확보를 위한 적응력 증대 방안으로 이것을 통일 교육에 포함시켜야 한다.

        심리학적 관점에서의 남북한 문화이질성: 북한이탈주민의 심리적 적응을 중심으로

        This study is performed to understand and resolve psychologically the issue of North Korea-South Korea's cultural heterogeneity which is treated importantly in unification debates. We collected data from 181 North Korea Defectors through survey, and found out that the North Korea Defectors perceived cultural heterogeneity so much especially at the early settlement stage. However, this fact itself didn't give a serious suggestion, What is significant was how much South Korean cultural orientation they had as a coping strategy. When they coped with South Korean cultural orientation, they showed high level of self-efficacy, and furthermore they demonstrated high level of psychological adaptation. By the way, this psychological adaptation level was not significantly correlated with positive index such as life satisfaction, but correlated with negative index such as depression. That is, low self-efficacy group showed high level of depression and 43% of them could be classified as a depression-symptom group. Thus, we can conclude that it is rather helpful for the North Korean Defectors to have South Korean cultural orientation for overcoming North Korea-South Korea's cultural heterogeneity, and coping strategy is more important than cultural heterogeneity itself. 본 연구는 남북한 통일 논의에서 중요하게 다루어지는 남북한 문화이질성 논란을 심리학적으로 파악하기 위해 북한이탈주민들 181명을 대상으로 설문지법을 적용하여 실시되었다. 여기에서 북한이탈주민들은 정착 초기에 이 문화이질감을 상당히 많이 지각하는 것으로 드러났는데, 이 자체가 곧바로 문제로 드러나는 것은 아니며, 이에 대한 대처의 전략으로서 남한 문화지향성을 얼마나 구사하느냐 하는 매개변인의 기능이 중요하다는 점이 밝혀졌다. 즉, 남한 문화지향성을 중심으로 적절하게 대처하게 되면 자기효능감을 높게 가질 수 있었으며, 이에 따라 심리적 적응 수준도 높았다. 그런데, 이 심리적 적응 수준은 생활만족도와 같은 긍정적 지표에서는 유의미한 차이가 발견되지 않았으나, 우울감과 같은 부정적 지표에서는 유의미한 차이가 발견되었다. 여기서 자기효능감이 낮은 집단이 우울감이 높았고, 우울증상군으로 분류할 수 있는 경우가 해당 집단의 43% 수준에 이르는 정도로 많았다. 따라서 본 연구를 통해 북한이탈주민들의 남북한 문화이질감 극복을 위해 남한문화 적응 지향성을 많이 가지는 것이 중요하다는 점을 확인할 수 있었고, 이질감 그 자체만을 문제시하는 것보다는 이에 대해 대처하는 전략이 중요함을 알 수 있었다.

There are primary factors of nuclear proliferation contantly because of insurance of self-help for the national security in spite of subsistance for the factors of nuclear non-proliferation after the Cold War. Beside United States, France, Great Britain, Russia and China, those are nuclear powerful countries, Israel, India and Pakistan and so on are recognized nuclear armed nations powerful coutries could not arrest those denuclear nations become nuclear nations. Japan arrived at the phase that could product the nuclear weapons already if he intend to, North Korea entread the process of succeeding performance of United States and North Korea nuclear agreement playing the nuclear game with United States after North Korea gave clinged to exploit the nuclear weapon. But it is the situation that many issues about nuclear can be protruded by Not고 Korea according to his past behaviors so far. And NPT system contracted 1968, could not have been performed the rolls of effective nuclear non-proliferation because, there are structual inequalities that nuclear powerful coutries are permitted to have nuclear weapons only and nuclear potential nations evade to enter the NPT system. In these tendencies of nuclear proliferation, Russia and Japan admitted the United States nuclear policy to North Korea that takes no notice of its past nuclear, and China support still North Korea. Now, South Korea must reexamine the denuclearized policy that has been pursued up to date and estavlish resolute and new nuclear policy. Joint Declaration of Denuclearization of the Korean Penisula proved a dead letter already as a fabrication, because North Korea had been possessed nuclear reprocessing and uranium enrichment facilities. So South Korean nuclear poicy have to ve like that he shall not possess nuclear weapon but shall extend the right of usage of nuclear energy for peaceful purposes and possess nuclear option. At last South Korea must assert a Nuclear-Warpon-Free-Zone in Northest Asia as long period nuclear policy of it.
