재난관리 국제표준 개발에 대한 인증의 효율적인 대응 방안에 관한 연구 : ISO 22301과 경감법의 우수기업인증제도를 중심으로

BCM(BCP)1) 관련 재난관리 국제표준(ISO22301)이 5월 제정되어 금년 말에 국가표준(KS A ISO22301)으로 제정될 예정이다. 따라서 해외 각국 및 국내에 진출한 국외 인증기업들의 인증사업이 활성화 되고 기업간 통상 시 표준준수 요구 등의 무역장벽이 예상되어 이에 대한 우리 기업들의 대응 방안을 모색 하고자 한다. 또한 경감법에서의 우수기업인증제도의 활성화 방안을 도출하고자 한다. As ISO22301 (Societal security-Business continuity management systems-Requirements) related to BCM (BCP) was established in May 2012, KS A ISO22301 (National Standards) will be enacted at the end of the year. Foreign certification agencies at home and abroad are expanding their business, accordingly. And it is expected that there will be a trade barrier such as a demand for compliance with the Standards in the trade between companies. Hence I am trying to find the countermeasures of domestic companies and ways to invigorate Top Company Certification System in the reduction law (The Legislative bill on the support of voluntary activities of enterprises for disaster reduction)

한·일 공항비상계획 비교 및 체크인카운터의 항공사 직원 비상대응 실태조사

본 연구는 공항여객터미널 일반구역에서 재난상황 발생에 대한 대응능력을 향상하기 위한 기초적인 연구로서, 공항비상계획과 재난 발생 시 항공사 지상직원의 비상대응 실태를 조사하였다. 첫째, 공항비상계획은 한국의 김포공항과 일본의 국토교통성의 공항피난계획을 조사하여, 국내 공항비상계획이 구체적이지 않음을 확인하였다. 둘째, 체크인카운터에서 근무하는 항공사 지상직원 100명을 대상으로 설문조사를 실시한 결과 응답자의 69%가 재난상황에서 본인의 역할을 인지하지 못하고 있었으며, 90%가 비상대응에 관한 교육을 받지 않았고, 98%가 일반구역에서의 재난훈련을 받지 않았다. 교차분석을 통해 근속연수가 근무하고 있는 공항의 체감안전도와 재난발생 시 역할인지에 유의미한 결과가 확인되었다. 따라서 향후 공항여객터미널 일반구역의 재난현장 대응능력 향상을 위한 공항 비상대응계획의 개선과 항공사 지상직원에 대한 재난대응 강화 교육 및 훈련을 진행할 것을 제언한다. This study is a basic study to improve responsiveness in the event of a disaster in the landside area of the Airport Passenger Terminal, and it investigated the airport emergency plan and the status of emergency response in the event of a disaster by the airline's ground staff. The Airport Emergency Plan examined the airport evacuation plan of Korea's Gimpo Airport and Japan's Ministry of Land, Infrastructure, and Transport, confirming that the domestic airport emergency plan was not specific. In addition, a survey of 100 airline ground employees working at check-in counters found that 69% of the respondents were unaware of their role in disaster situations, 90% were not educated in emergency response and 98% were not trained in disaster training in landside areas. Cross-analysis confirmed significant results in the safety of the airport where the service life worked and whether it was a role in the event of a disaster. Therefore, it is suggested that the airport emergency response plan should be improved to improve the ability to respond to disaster sites in the landside area of the airport passenger terminal and that the airline's ground staff should be educated and trained to enhance disaster response.

연구목적 : 본 연구는 자본주의 경제의 한 축을 이루고 있는 기업 재난을 관리하여 사업연속성(Business Continuity)을 확보하고 더 나아가 리질리언스(Resilence, 복원력)를 보장하기 위한 일환으로 제정된 기업재난관리표준의 법적성격을 규명하고, 기업재난관리표준의 관련 산업분야 적용 시 문제점 개선방향을 제안 목적으로 한다. 연구방법 : 연구를 위해 관련 자료를 수집하여 헌법 및 기업재해경감법 등 법령 및 학술적 체계의 논리적 규명, HLS구조 등에 대한 문헌 연구를 수행하였다. 연구결과 : 기업재해경감법상의 기업재난관리표준이 ISO 22301:2012 국제표준보다 법적인 측면에서 위계가 상위에 있다는 것을 확인하였다. 결론 : 본 연구를 통해 기업재해경감법에 따른 기업재난관리표준의 명확한 해석을 함으로써 현업적용 및 관련규정의 발전적 방향을 수립해야 한다. Purpose: The purpose of this study is to identify the legal status of enterprise disaster management standards established as part of business continuity management and to ensure resilience, and to improve the problem of application of industry disaster management standards in related industries. Method: We collected relevant data for the study and conducted a literature review on the logistical definition of laws and academic systems such as constitution and enterprise disaster reduction law, and HLS structure. Results: It has been confirmed that the enterprise disaster management standards in the Enterprise Disaster Management Standard are higher in the legal status than the ISO 22301: 2012 international standard. Conclusion: Through this study, it is necessary to establish a development direction of application and related regulations by clarifying the enterprise disaster management standard according to the enterprise disaster reduction law.

통신사업기관 재해경감활동관리체계(BCMS) 측정도구 개발을 위한 탐색적 연구

This study aims to develop a validated measurement tool for a disaster reduction activity management system in telecommunication business organizations. A total of 123 preliminary questions on 7 factors were prepared through prior research and Focus Group Interview (FGI) with communication disaster experts. A Delphi survey of BCMS experts was conducted twice on the prepared preliminary questions, and 60 questions were selected by reflecting the opinions of communication experts. An exploratory factor analysis was conducted on the selected questions targeting 327 employees from 11 major telecommunications companies, and 46 questions with guaranteed content validity and reliability were derived. The developed measurement tool can be used as basic data for research on disaster reduction activity management systems.

본 연구는 재난환경 변화에 대응한 인적재난 R&D 중장기 로드맵 수립 기획에 관한 것으로서, 인적재난 안전기술 분야의 기술개발 투자 확대 방안 및 관련분야 선진국 대비 기술수준 격차해소를 위한 전략 제시, 인적재난안전기술개발 사업의 차세대대응기술 예측을 통한 사업 고도화, 중장기 로드맵 및 중점추진전략 도출, 중점 추진전략에 따른 주요 추진사업 및 세부추진과제 RFP 도출 등의 방안을 제시하였다. 주요 성과로서, 인적재난안전기술개발 중장기 투자 확대, 미래 인적재난 발생 가능성 예측을 통한 향후 재난대응 환경 변화와 안전관리 정책관련 패러다임 예측 및 효율적 대응, 인적재난안전기술 개발 중장기 로드맵을 통해 인적재난기술의 가치향상과 미래도약 기반강화 등이 기대된다. This research has been shown the Research Plan for R&D Long-term Load-map Design in the Facility Disaster on response of the changing Disaster Environment, Showing the Strategy for the extending investment method of the technical development and related on that the advanced nation’s technical level gap is minimized in the same area, Designing for the business’ high-level, long-term load-map and the core driving strategy of the safety technology development business in the facility disaster, RFP Documentation on the core driving Business and the detailed driving Issue. This research has been resulted the three lists, trend analysis and Vision of the Technology Research Development (R&D) of the Safety Technology Area in domestic and foreign, the Responding Technology Predict and the Extended Research Strategy of the Next Generation Safety Technology in the facility Disaster, long-mid Term Road-Map of the Safety Technology in the facility Disaster, finally the Action Issue’s RFP of the Safety Technology in the facility Disaster.
