해외 플랜트 수주액은 지난 2005년 158억달러를 시작으로 지난해 462억까지 최근 몇년간 고성장을 해왔으나 전세계 경제침체 및 국제자금시장의 위축 등으로 하락세로 돌아섰다. 이는 유가 하락에 따른 주요 발주국의 재정 악화, 원자재 가격하락을 활용해 입찰단가를 낮추기 위한 입찰 연기 및 취소 등에 따른 것으로 풀이된다. 전체의 46%를 차지한 중동이 34억달러로 전년보다 54% 감소했고, 아시아, 아프리카 등이 전체 평균을 밑돈 반면 유럽과 미주 지역의 감속폭이 컸다. 그러나 올 하반기에는 글로벌 금융위기의 진정 등 제반 환경 개선으로 얀부 정유프로젝트, 로열더치셸 해양프로젝트 등 그동안 연기됐던 대형 프로젝트 발주가 재개될 것으로 전망됐다. 본지는 해외플랜트 시장을 알아보고 앞으로 회원사들이 해외플랜트 진출 시 고려해야 할 점 등을 알아본다.
Construction Materials Allocation with Genetic Algorithm

The construction material allocation method provides a logical order and priority for space planning decisions with reasonable costs. Genetic Algorithm (GA) modeling assumptions are made in order to properly allocate space for construction materials after super structure work. It will result in lower computational costs and increase in productivity. A Java program was developed to experiment and implement the Genetic Algorithm (GA) system. Computational result from a case of GA is presented. There was significantly different objective for a case that was applied on the actual ongoing building that is located in a high-density area. The model improved 14% in the total distance between working space and materials.

Dynamic nature of the A/E/C industry, rapidly changing global market environment, and lowest cost competitive bidding make it difficult to survive in global engineering markets. To understand of the global design&engineering market, a case study has been undertaken. The top 150 global design forms represented in the ENR(Engineering News Record) from 1995 to 2003 are classified three groups for the case study, First group is the firms that its rank is getting raised from 1995. Second group is the firms keep holding its rank from 1994 until 2003. Third group is the firms that its rank has gone down from 1995 until 2003. However, finding key factors and changing business strategies of successful top design fm are the fundamental goals in this paper, After examined case study, this paper concludes and suggests that professionalization, M&A strategies, patrons of government, and academic supporting are needed to be succeeding in the global design & engineering industry.
Strategic Selection of Green Construction Products

The South Korean economy is now focusing on Green Growth as a key development strategy. In terms of structural conversion,Green Growth can be summarized as converting the nation’s industrial structures into eco-friendly environments with reduced carbon dioxide production, while keeping its growth pace by employing innovative technologies. The construction industry, as with other industries, must be prepared for the Green Growth policy, which calls for a strategic approach and should result in significant benefits−not only for the environment but for the economy, as well. Accordingly, this study analyzes the strategic value of 15 cuttingedge green construction technologies and suggests the strategic plans (for both government and private enterprise) for the promotion of green construction. It also analyzes recent international trends in green construction. Green Growth is summarized as the national growth strategy to enhance the quality of life as a whole by converting not only the lifestyle but the Korean national economic and industrial structures into the low carbon and eco-friendly environments. Green Growth industries, with low carbon as the momentum for new growth, base themselves in green technologies including renewable energy technologies, energy and resource efficient technologies, convergence technologies that reduce the environmental pollution. The construction industry, along with other industries, is in a position to play a key role and secure cooperation between government and industry to meet environmental and economic challenges with Green Growth. Accordingly, this study analyzes recent trends of overseas green construction and presents responsive plans for both government and private enterprise for the implementation of green construction by selecting 15construction sectors and analyzing their progress and green strategies in the Korean market.

This trend demonstrates that engineering business is changing into a comprehensive engineering demanding not only technology in respective areas, but also financing procurement functionality. Also, as projects increase in complexity and scale, the comprehensiveness and high-quality of engineering technology has been recognized as a competitive factor. On the other hand, it has been assessed that Korean engineering firms are at a phase in which they are developing from mid-low technology to mid-high technology. Yet, in the global market, Korean firms are placed between US, European and Japanese firms which possess advanced technology and firms from China and other developing nations which possess price competitiveness, and this placement leads to ambiguity in Korean firms' essential competitive factor. To understand the global design markets, a case study has been undertaken. The top 150 global design firms represented in the ENR (Engineering News Records) from 1995 to 2005 are classified into three countries(US, Europe, and Japan) for the case study. However, finding key changing business strategies of successful top engineering firms are the fundamental goals in this paper. After examinations of case studies, this paper concludes and suggests that professionalization, bench marking strategy, patrons of the government, and academic support are needed to be successful in the global design & engineering industry.
