        한국 육군 사단급 제대의 군사혁신 방향: 다영역작전과 MDTF 적용을 중심으로

        The Korean Army is promoting systematic and active military innovation in response to changes in security and operational environment, and the Army TIGER Brigade project has revealed tangible results, raising public expectations. The purpose of this study is to present a military innovation plan for division-level unit across the brigade for the completeness of the military innovation of the Korean Army. To this end, the military innovation theory was considered and the pursuit type model of military innovation was applied as a framework for analysis. Accordingly, MDO and MDTF were established and analyzed as observation targets for leading countries, and the impact on the Korean Army was evaluated, and the direction of the application of the Korean Army and the development of the Army TIGER Division were proposed in relative detail.

        미 육군 다영역작전 개념의 교리화 분석

        본 연구의 목적은 미 육군의 다영역작전 개념의 교리화를 분석하는 것이다. 분석을 통해 미 육군의 교리가 다영역작전 개념을 얼마나 반영하였고, 개념과의 간격은 어느 정도 있는지를 확인하고자 하였다. 이를 위해 본 연구는 먼저, 다영역작전 개념이 발표된 2017년의 교리와 2022년에 새로 발표된 교리를 비교하였고, 이어서 2022년 발표된 교리와 개념을 비교하였다. 비교 분석 결과, 미 육군의 교리는 다영역작전 개념을 대부분 수용하여 교리적으로 큰 변화가 있었다. 그러나 미 육군의 교리는 편성과 능력의 부족, 교리적 편의성 등으로 인해 여전히 개념과는 차이가 있었다. 2022년 10월부터 미 육군의 교리는 통합지상작전에서 다영역작전으로 변경되었고, 향후 미 육군의 작전은 다영역작전이 될 것이다. 이는 한미 연합작전을 기본으로 하는 한국군에게 주는 함의가 크며, 한국군의 적극적인 준비를 요구한다. The purpose of this study is to analyze the doctrinalization of the U.S. Army's Multi-Domain Operations. Through analysis, it is confirmed how much the U.S. Army's doctrine was influenced by the concept of Multi-Domain Operations, and to what extent the gap with the concept has become closer. Therefore, this study first compares the contents of the doctrine published in 2017 when the concept of Dayoung Station Operation was announced, the doctrine published in 2022, followed by the doctrine in 2022 and concept. As a result of the analysis, it was found that the U.S. Army's doctrine made a drastic change by greatly accepting the concept of Multi-Domain Operations, and compared to the concept, only areas that lack organization and ability and areas that require doctrinal interpretation are different. Therefore, the U.S. Army's doctrine is Multi-Domain Operations, and future U.S. Army operations will be carried out according to the doctrine of Multi-Domain Operations. This has significant implications for ROK and requires active preparation by the Korean Army.

        미 육군의 MDTF에 대한 이해와 함의

        This study assesses the US Army’s Multi-Domain Task Force (MDTF) by examining its background and content, and derives implications of the MDTF for the Korean military. The MDTF is a unit that is deployed to operating areas, works at the theater-level, and is flexible and can change its organization according to operational needs. The MDTF has several implications for the Korean military. At the strategic level, the scope and contents of the MDTF’s strategic assets on the Korean Peninsula and combined training with the Korean Army should be carefully reviewed in consideration of national interests. At the operational level, it is necessary to prepare for the possibility that the 8th U.S. Army will operate the MDTF, and Korean Ground Operations Command will organize a Korean MDTF. AT the tactical level, it is necessary to consider whether the Korean Army will organize and operate a Korean MDTF in tactical-level units (corps, division).

        전작권 전환: 미래 연합사 체제에 대한 비판적 고찰

        Wartime OPCON transfer is a central theme of the transformation of the ROK-U.S. combined defense system. ROK and U.S. agreed to Wartime OPCON transfer in 2007, but are currently in progress without completing it. ROK-U.S. combined defense system after Wartime OPCON transfer is to maintain the current ROK JCS-CFC system, but appoint the commander of CFC as a Korean four-star general. The purpose of this paper is to analyze the problems of Future CFC and to present solutions. Future CFC System has problems such as the dualization of the current ROK JCS-CFC System, the inefficiency of the Korean military command structure, the reversal of authority between the future CFC commander and deputy-commander. Measures to address these problems include the strategic approach to wartime OPCON transfer, the establishment of the ROK Joint Force Command, the coordination of PMC status and representation of South Korea Armed Forces of PMC, the location of the integration of Future CFC into ROK Joint Force Command, the granting of authority at peacetime to U.S. troops to reinforce in case of emergency, abolition of the CODA.

        한국의 전략사 창설 정책 평가 : 목적 정합성과 구조 효율성 중심으로

        The establishment of a Strategic Command was discussed by the Moon Jae-in government to effectively develop and operate the 3-axis system, and the current government is pursuing its establishment with a target of 2024. However, there are many opposing views as much as there are those who support the establishment of a Strategic Command. The purpose of this study is to analyze the validity of these concerns in the situation of a significant military event like the establishment of a Strategic Command. To achieve this, the study examines the concept of a Strategic Command, sets the scope and form of the Strategic Command based on the current government’s policy direction, and evaluates its goal consistency and structural efficiency to identify its direction and issues. As a result of the evaluation, if established, the optimal form of a Strategic Command would include not only the 3-axis system but also the forces of space and cyber domain within the scope of subordinate units, and the command relationship with subordinate units would add at least the authority to control force development tasks to operational control, and be maintained as is in case of conflict. On the other hand, risks to be assumed due to the establishment of a Strategic Command were identified, which exceeded the benefits of the establishment, thus requiring a new approach. The new approach proposed in this study is to strengthen the function of the Joint Chiefs of Staff in the short term rather than the establishment of a Strategic Command and the establishment of a Joint Forces Command that separates operational functions from Joint Chief of Staff in the long term. 한국은 북한의 핵 위협에 대응하기 위해 동맹의 확장억제력의 실효성 제고와 자체 재래식 억제를 위한 3축 체계 능력 강화에 높은 정책적 우선순위를 두고 있다. 전략사령부 창설은 3축 체계의 효과적 발전과 운용을 위해문재인 정부에서 논의가 시작되었고, 현 정부에서는 2024년을 목표로 창설을 추진하고 있다. 그러나 전략사령부 창설을 지지하는 의견만큼이나 반대의견도 많다. ‘비행국가인 한국에 전략사령부가 필요한가?’, ‘전략사령부 창설은 한국군 지휘체계에 혼선을 준다’, ‘전략사령부는 한미 연합방위체계에통합되지 못해 전시 유병화가 될 수 있다’ 등이 그러하다. 본 연구의 목적은 전략사령부 창설이라는 중대한 군사적 사건을 앞둔 상황에서 이러한 우려(반대 의견)의 타당성을 분석하는 것이다. 이를 위해 연구는 전략사령부의 개념을 파악하고, 현 정부의 정책 방향을 기초로 전략사령부 창설의 범위와 형태를 설정한 후 목적 정합성과 구조 효율성을 기준으로 평가하여 창설의 방향과 문제점을 점검하였다. 평가 결과, 전략사령부의 최적 형태는, 예하 부대의 범위에 3축 체계 전력뿐 아니라 우주 및 사이버 영역의 전력을 포함하고, 예하 부대와의 지휘관계는 최소한 작전통제+(전력발전 업무 통제 권한 추가)이어야 하며, 전시에도 해체되지 않고 그대로 유지되는 것이었다. 또한 전략사령부 창설로인해 감수해야 할 위험으로 연합성 발휘 제한, 중복성 발생, 지휘체계의 혼란 등이 식별되었는데, 이는 창설의 이익을 능가하는 수준이어서 새로운접근이 요구되었다. 본 연구에서 제안한 새로운 접근은, 단기적으로는 전략사령부의 창설보다는 합참의 기능 보강을, 장기적으로는 합참의 작전적기능을 분리하여 합동군사령부를 창설하는 것이다.

        한국군의 합동성 문제 고찰: 인식에 기초한 평가와 해결책

        Military joint refers to joint activities, organizations, and operations of the Army, Navy, and Air Force, and jointness is a desirable characteristic that joint should have for synergistic effects. Since the concept of cross-domain synergy was presented, the view has shifted from military service to domain-centered combat power integration. The purpose of this study is to diagnose the level of jointness of the Korean military and present tasks and directions for improving jointness. To this end, this study summarizes the concept of jointness and cross-domain synergy as a theoretical consideration, and evaluates the jointness of the Korean military using the survey results. And based on the evaluation, tasks and directions for improving jointness are proposed. As a result of the study, the level of jointness of the Korean military was evaluated as “coordinated” - the second step of jointness, and three high-priority tasks were derived: joint special operation development, joint cyber and space capability development, and joint education development.

        학교급식의 효율적 개선방안

        The ached catering service has gained national attentions and has been expanding unto high schools after offering meals at elementary schools over years. This study is to identify problems and solutions in kitchen hardware areas to provide nutritiously balanced meals to schoolchildren thorough establishing standard menu planing. The survey analysis shows that 59.2% of dishes except for rice, Kimchi and soup are prepared by oil deep-fried or oil pan broiled. This indicates that school meals are so limited to serve baked or steamed dishes. Main reasons on the limited menu selection is that schools don t have equipment to prepare baking and steaming dishes mainly due to budget issues. All the dietitians who answered the surveys have been requesting to purchase Convotherm Ovens. Improvement solutions to the problems are: Publish the Revised Standard Equipment Layout that may allow to serve baked and steamed dishes. Establish Budget Support Program from the Government.
