일반적으로 지방자치단체를 둘러싼 현재의 환경변화는 지방재정수요를 증대시킴으로써 지방자치단체의 재정적 어려움을 야기시킨다고 인식되고 있다. 우리날 지방자치단체의 재정수입도 최근에 급증하고 있는 재정수요를 충족시키지 못하고 있다. 이러한 인식하에서 본 연구는 우리나라 지방재정수입의 현황을 살펴보고, 이를 토대로 문제점과 개선방안을 논의한다. 우리나라 지방재정수입의 문제점으로는 지방세의 비중이 낮으며, 지방세수입이 재정과세중심적이고, 지방자자치단체의 재정자립수준이 낮아서 자주재원이 해당 자치단체에 근무하는 공무원들의 인건비를 충당하지 못하는 경우가 다수 존재하며, 경영수입사업과 지방채발발행이 효과적으로 수행되지 못하는 점 등이 지적될 수 있다. 따라서, 지방재정을 확충하기 위해서는 다음과 같은 방안들이 시행되어야 한다. 첫째, 국세중 일부를 지방세로 전환한다. 둘째, 세외수입을 증대시키기 위해 경영수입사업을 효과적으로 운영해야 하며, 이를 위한 수단으로 전담조직을 구축하고 민영화와 업무평가를 시행한다. 셋째, 지방자치단체간의 재정력 격차를 완화시키기 우해 지방재정조정제도를 활성화하되, 지방교부세와 지방양여금 중심적으로 운영되어야 한다. 넷째, 지방자치시대에 맞게 탄력적으로 운영해야 한다. The recent change in function and role of local governments has increased the local finance demands, thereby causing the fiscal stresses of most municipalities. This is true ok Korean local governments. In this respect, the study is focused on reviewing the present financial conditions of Korean local governments, on analyzing their problems, and on suggesting the policy alternatives. In Korea, there are many problems in local finance as mentioned below: (1) the portion of local tax revenue vs national tex revenue is low; and (2) local tax revenue is property-tax-oriented; (3) local finance capacities are in low; and (4) local businesslike enterprises and municipal bonds are managed ineffectively. Therefore, the policy alternatives to improve local fiscal capacities are: (1) to enlarge the local tax bases; (2) to effectively manage the businesslike enterprises of local government; (3) to activate the grants system to reduce horizon and vertical finance inequality among local governments; and (4) to set up theeffective institutional mechanism and operation system of municipal bonds.

Hip-hop and English Education for Korean EFL Learners: An Investigation of Hip-hop English Content on YouTube

The majority of English as Foreign Language (EFL) practitioners think hip-hop and English education in South Korea are incompatible, partly due to the lack of academic discussion about the use of hip-hop for EFL education. This paper examines how hip-hop is utilized in online discourse to teach Korean learners English. This study’s findings showcase that hip-hop provides Korean EFL learners with unique opportunities to learn the English language and culture in an original way that may look different from the public English education method. In terms of language, hip-hop content is used to teach hip-hop community vocabulary, localized English, the translanguaging of vocabulary pronunciation, English expressions in certain contexts, and rap poeticism via rhyming. Regarding culture, hip-hop content is used to explain the tension between Asians and Black Americans in the US, and provides an Asian woman’s narrative of Black culture. The findings suggest that hip-hop benefits Korean EFL learners in many ways. There is a strong need for more in-depth research on the best ways to utilize hip-hop for Korean EFL curriculum and to provide practical guidelines to practitioners.

파일타입기반 캐싱 정책의 성능평가

This paper proposes a new access method which is to considered the high variability in World Wide Web and manage the web cache space. Instead of using a single cache, we divide a cache and store all documents according to their file types. Proposed method was compares with current cache management policies using LFU, LRU and SIZE base algorithm. Using two different workload, we show the improvement hitting ratio and byte hitting ratio through simulation on the file type caching.

Stance and Engagement in Korean Secondary EFL Students’ NEAT Writing

The present study explored the use of stance and engagement by Korean secondary EFL students in practice writing for the National English Ability Test (NEAT). The research questions that guide this study are: (1) how do they use stance and engagement in their writing? (2) Does the use of stance and engagement differ according to gender, academic level (middle vs. high school) or major academic branch (liberal arts vs. science)? Two hundred and sixteen NEAT practice compositions written by middle and high school students constitute the corpus of the study. These essays were analyzed based on Hyland’s (2005b) model of stance and engagement by employing Antconc 3.2.3. Post-interviews were also conducted in order to reveal the rationale behind the participants’ use of metadiscourse features. The results indicate that Korean secondary EFL students used more stance and engagement features than both native English speaking academic writers and Korean advanced EFL writers. There were no significant differences according to gender. Regarding academic level,self-mentions and reader pronouns were used to a significantly higher degree by middle school students than by high school students. For major academic branch,hedges were used more by science majors, while directives were used more by liberal arts majors.

주택특성가격이론의 발전 모색

본 연구는 주택을 이질적 구성요소의 합성체로 간주하는 주택특성가격이론의 이론적 틀, 이용 현황, 활용상의 문제점 및 활성화 방안을 논의한다. 본 연구를 위한 조사대상 학술지를 검토한 결과, 미국의 55편의 연구에 비해 우리나라의 연구는 2편에 불과하다. 이들 연구들을 내용별로 검토한 결과 여덟 영역으로 분류되었으며 각 영역의 주요 내용을 살펴보고 있다. 또한, 주택시장 분석차원에서 제기될 수 있는 정체성, 다공선성 및 이분산성 문제가 주택시장의 분석에서 의미하는 바를 검토하고, 실제로 이 이론의 활용이 잘 되지 않은 이유를 우리나라 주택정책담당공무원과 주택공급자의 주택문제를 보는 인식에서 찾고 있다. 이러한 문제점들을 바탕으로 이 이론의 발전을 위한 방안을 모색한다.

Functional Graphene Oxide-Based Nanosheets for Photothermal Therapy

Cancer is one of the main causes of morbidity and mortality. Although a number of techniques are available for treatment, these methods still have a number of drawbacks, destroying healthy tissues and cells to cause various side effects. Here we present the synthesis and biological application of a composite nanomaterial, folic acid (FA)-conjugated graphene oxide (GO) nanosheets functionalized with manganese dioxide (MnO2) nanoparticles. While FA-conjugated GO nanosheets can be used for targeted photothermal therapy (PTT) when irradiated with a near infrared (NIR) light, MnO2 nanoparticles degrade hydrogen peroxide (H2O2) in the cancer microenvironment, countering hypoxia. Further the nanoparticles can be used as a contrast agent in MRI imaging. We demonstrated that MnO2-FA-GO nanosheets were uptaken by HeLa cells overexpressing FA receptors to induce NIR irradiationmediated hyperthermia (35% viability). Therefore, this composite MnO2-FA-GO nanosheet could be a powerful carrier for cancer targeting and PTT applications.

생태계 보전을 위한 관리방안

우리나라는 그동안 급속한 산업화와 도시화를 추진하면서 비계획적인 국토개발과 자연생태계의 파괴로 인해 친환경적 삶의 터전을 많이 상실하였다. 이에 대한 대책을 마련하기 위해 본 연구는 우리나라의 생태계 보전 현황을 살펴본 결과, 환경지속성지수의 생태계 분야 평가에서 하위권에 머무르고 있음을 파악하였다. 이의 원인으로 환경보다 개발이 우선시되는 법, 자연생태계 보전 법령과 업무의 분산, 비효율적인 자연생태계 관리, 제한적인 주민참여, 그리고 과도한 배출가스와 화학비료의 남용 등을 지적하였다. 이를 해결하기 위한 방안으로 환경을 우선시하는 법률체계 구축, 자연생태계 보전 관련 법령과 업무의 통합, 모니터링의 활성화와 종합적·합리적 관리체계 구축, 사전환경성 검토제도와 환경영향평가제도의 확대·실시, 적절한 보상과 관·민 파트너십을 통한 주민참여 증대, 내실있는 대기오염총량제도·오염자부담원칙·친환경농법 확대·적용 등을 논의한다.
