      • 국내개발 Lagrangian, Eulerian 및 ALE Hydrocode 기법 비교

        A new hydrocode which is still under development using Lagrangian, Eulerian and arbitrary Lagrangian-Eulerian operators, has been described. The three operators are implemented into a single framework by incorporating the sequential three stages of Lagrangian, remesh and remap stages. Several numerical schemes used for each operator are discussed briefly in this paper. In order to evaluate the characteristics of each operator, the Taylor Impact Test has been simulated using each operator and the results are compared. Currently the code is 1st order accuracy in the material interface tracking algorithm and can not handle multimaterial in the mixed cell. The areas of possible enhancement of the code are also provided.

        It is crucial to predict the intensity of typhoons since they cause massive casualties and damage in property. We propose a model for estimating the maximum wind speed of typhoons using Convolutional Recurrent Neural Network (CRNN). Compared to the current method in investigating typhoons which is fully subjected to the meteorologist’s analyzing skill and domain knowledge, the proposed model assists meteorologists to obtain the objective analysis of typhoons. In previous studies, they construct the model utilizing only CNN. However, our suggested model is built with CNN followed by LSTM to consider the fact that the typhoons occur sequentially. We train the model by using each single channel in COMS satellite data composed of IR1, IR2, WV, and SWIR. As a result, the CRNN model trained on WV shows the lowest RMSE error, which is 9.84knot.

      • 3단계 시화호 종합관리계획 변경계획(2017-2018)의 이행실적 평가

        1994년 1월 시화 방조제 물막이 공사 완료로 인공호수 시화호가 만들어졌다. 담수화 과정 중 시화호 오염을 개선하기 위하여 시화호 종합관리계획이 수립· 시행되고 있다. 2018년에는 3단계 변경계획(2017∼2018년)을 종료하였다. 본 연구에서는 3단계 변경계획의 이행실적을 평가하기 위하여 목표수질 달성 및 사업별 투자예산을 파악하고, 동 계획의 성과와 한계를 도출하였다. 3단계 변경계획 종료연도인 2018년의 연평균 수질은 생태기반 해수수질 기준 Ⅱ등급으로 목표인 Ⅲ등급보다 양호하였다. 투자계획인 3,387.7억원에 대비하여 투자실적은 2079.9억원으로 61.4%의 집행율을 보였다. ‘통합관리’와 ‘지역역량 강화’ 분야는 높은 집행율을 보였지만 ‘연안자원 이용’과 ‘환경 조사・예측’분야는 사업 지연으로 실적이 부진하였다. In January 1994, the construction of the Shihwa dike completed the construction of an artificial lake, Shihwa Lake. In order to improve the pollution of Shihwa Lake during the desalination process, the comprehensive management plan of Shihwa Lake has been established and implemented. In 2018, the 3<SUP>rd</SUP> extension plan (2017-2018) was completed. In this study, in order to evaluate the performance of the three-stage change plan, the achievement of target water quality and investment budget by project were identified, and the results and limitations of the plan were derived. The average annual water quality in 2018, the end of the 3<SUP>rd</SUP> extension plan, was better than the target III, the ecologically based seawater quality standard II. Compared to the investment plan of 387.7 billion won, the investment result was 22.79.9 billion won, which was 61.4% of execution rate. The areas of "integrated management" and "regional capacity building" showed high execution rates.However, the coastal resource use and environmental research and forecasting sectors performed poorly due to business delays.

        BES를 이용한 연동형 온실의 냉 · 난방 부하 산정 및 PV 시스템 발전 성능 분석

        The price competitiveness of photovoltaic system (PV system) has risen recently due to the growth of industries, however, it is rarely applied to the greenhouse compared to other renewable energy. In order to evaluate the application of PV system in the greenhouse, power generation and optimal installation area of PV panels should be analyzed. For this purpose, the prediction of the heating and cooling loads of the greenhouse is necessary at first. Therefore, periodic and maximum energy loads of a multi-span greenhouse were estimated using Building Energy Simulation(BES) and optimal installation area of PV panels was derived in this study. 5 parameter equivalent circuit model was applied to analyzed power generation of PV system under different installation angle and the optimal installation condition of the PV system was derived. As a result of the energy simulation, the average cooling load and heating load of the greenhouse were 627,516MJ and 1,652,050MJ respectively when the ventilation rate was 60AE·hr<SUP>-1</SUP>. The highest electric power production of the PV system was generated when the installation angle was set to 30°. Also, adjustable PV system produced about 6% more electric power than the fixed PV system. Optimal installation area of the PV panels was derived with consideration of the estimated energy loads. As a result, optimal installation area of PV panels for fixed PV system and adjustable PV system were 521m² and 494m² respectively.

      • 법정녹음을 활용한 바람직한 재판의 운영 및 기록화 방안 -녹음제도의 확대 및 개선 방안을 중심으로-

        대법원은 구술변론에 의한 집중심리를 바람직한 심리모델로 설정하고 그에 적합한 기록화 방안으로 법정녹음을 채택하여 2015년부터 전국 법원에서 녹음제도를 운영하고 있다. 현재 법정녹음은 증인신문절차와 같이 교차신문에서의 진술이 주요 증거가 되는 경우에 의무적 절차로 진행되고, 녹음물로 조서를 대체하는 방식을 취하고 있다. 의무적 녹음제도는 시행 초기 낯선 기록매체에 대한 거부감이나 재판부별로 상이한 절차 운영 등의 실무상 혼선을 겪기도 하였으나, 6년의 기간이 지나면서 재판제도에 녹아들어 안정성을 확보하였을뿐만 아니라 진술의 정확하고 생생한 기록을 통해 구술변론의 활성화에 기여하였다는 법조계의 긍정적 평가를 이끌어냈다. 반면 다른 소송절차의 경우, 직권 또는 신청에 따라 법정 녹음이 이루어질 수 있으나 실무상 이용빈도는 낮은 편이고, 대부분 종전과 같이 요약된 형태의 조서를 작성함으로써 구술변론을 기록하고 있는데, 재판에 대한 불신을 내비치는 여론은 공정한 절차의 제도적 보장을 위해 녹음이나 녹화 등의 기술적 수단을 활용한 정확한 재판의 기록화를 요구하고 있고, 국회와 언론 역시 정당한 사법권 통제를 이유로 재판감시시 스템의 상설화 필요성을 강조하고 있다. 재판을 둘러싼 외부환경과 대중의 시선이 우호적이지 않은 상황에서, 재판의 독립과 사법권 행사의 권위를 인정받기 위해서는 사법부 스스로가 선제적이고 적극적인 재판공개의 확대 및 시스템 구축의 노력을 기울일 필요가 있고, 구술변론의 기록화에 적합성을 검증받은 법정녹음의 범위를 확대하는 데서 출발점을 찾을 수 있다. 법정녹음 범위의 확대는 단지 재판의 투명성을 높이는 효과에 머무는 것이 아니라,구술변론의 활성화를 유도해 심증형성을 용이하게 하고, 조서작성 업무 부담을 줄여 심리역량을 강화하는 긍정적 효과를 가져올 것이다. 의무적 녹음범위의 확대에 대비하여, 법원은 조서와 녹음물의 관계 설정, 녹음물의 적정한 관리방안, 녹음물을 활용한 바람직한 재판의 운영방안, 녹음물의 활용가치를 높이는 기술방안 등 변화된 재판환경에 적합한 방향으로 제도를 정비하고 개선책을 마련할 필요가 있다. The Supreme Court has established the concentrated trial system through oral arguments as a desirable model for trial, and has adopted courtroom audio recording as its well-matched documentation. Since 2015, courts across country have been running recording systems. Currently, courtroom audio recording is required as a mandatory process in such a procedure as the witness examination in case when testimony or statements during cross examination constitute the primary evidence, and thus recordings are to supersede transcripts. In the initial implementation stage of the mandatory recording system, not only some reluctance incurred from an unfamiliar documentation medium but also a practical confusion arouse from different process management by respective court panel. However the mandatory recording system has been well integrated into the trial system in the lapse of six years, securing system’s stability as well as bringing about positive evaluations from legal circles in terms of contributing to activation of oral arguments through accurate and vivid documentation of statements. While courtroom audio recording is also available for other legal procedures ex officio or upon party’s request, its frequency of use in practice is relatively low, instead with heavy reliance on summarized transcript as the usual means of documenting oral arguments. Public opinion insinuating distrust in trials calls for the accurate recording through technical means of audio/video recording in order to institutionally guarantee a fair process, and also both the National Assembly and the press put stress on the need to establish a permanent system for trial observation aiming at legitimate oversight of judicial power. In the face of unfriendly external ambience surrounding the trial and the public views, the judiciary needs to exert itself in expanding an arena and building a system for making trials open to the public in a more preemptive and affirmative posture. Such efforts can start from expanding the scope of courtroom audio recording proven to be suitable for documenting oral arguments. The impact from this expansion goes beyond enhancing the transparency of trials, consequently leading to facilitation of building court’s conviction through inducing substantiation of oral arguments as well as strengthening trial capacity derived from lessening practical burdens in the protocol redaction. On the court’s part, in order to accommodate the changed landscape of trials, system refurbishment and improvement measures are required in preparation for expanding the scope of mandatory audio recording, which includes establishing the relation between transcript and recordings, appropriate management of recordings, desirable management of trials when recordings are used, and technical solutions for enhancing the value of recordings.

        정책 논제 토론에서의 반대 측 내용 구성 양상

        This study recognizes the lack of domestic studies that focus on the role of the opposition team and understand its strategies from a broader perspective. It aims to provide a macroscopic perspective of the negative team that is essential to prepare and manage a debate on policy proposition. In particular, the study examined the different aspects of the first negative constructive in high school debates, and obtained results by learning the relevant strategies. The analysis shows that the oppositions use various strategies. However, they lacked effective reasoning and justification, and was not strategically presented because they can`t focuse the affirmative case and form the L-R-I structure.

        Magneto-Hydrodynamics 수치기법을 추가한 축대칭 유체동역학 코드 연구

        자체 개발 in-house 3차원 ExLO 유체동역학코드에 MHD(magneto-hydrodynamics) 모듈을 추가 접목하는 연구를 수행하였다. 운동량 보존 식 및 에너지 보존 식에 추가 항을 포함하는 대체로 쉬운 접목방법을 채택하였다. 플라즈마 물성을 모사하기 위한 상태방정식을 테이블 형태로 획득하고 코드에 연동하였다. 검정 예제로 물속에서 세선(wire)이 폭발하는 현상을 수치 모사하였으며 자체 실험 결과와 비교하였다. 직경 200 um 구리선 양 끝단에 전압은 13 kV를 부과한 후 반경 방향 여러 위치에서 시간에 따라 충격파 및 플라즈마 경계면을 측정하였다. 수치해석이 시험 결과를 매우 유사하게 모사함을 확인함으로써 플라즈마 상태방정식 및 수치 모델이 잘 구현되었음을 확인하였다. ExLO is an arbitrary Lagrnagian-Eulerian (multimaterial) computer code that has been developed in Korea since 2000. To perform simulation with confidence, we included a variety of validated material models and the sophisticated modern numerical algorithms. Recently, we incorporated the magneto-hydrodynamics (MHD) into the code to offer new physics such as magnetics. The test problem we chose was the exploding wires immersed in a water environment, as the material transforms from a solid state to liquid and finally to gas phases. A new plasma equation of state (EOS) was obtained for this study. The shock and plasma fronts were captured in the several locations in water. Our MHD simulations showed excellent agreement with experiments.

      • 형사재판절차에서의 개인정보 보호에 관한 연구

        The modern information-oriented society, represented by big data and artificial intelligence (AI), has a tendency to widely collect a large amount of personal data from both the private and public sectors, and through various types of information processing, makes information more valuable and useful with organic combinations while enhancing the utility of the services provided. As the industrial and administrative demand for personal data increases rapidly, practices allowing excessive collection of personal data and indiscriminate processing of them, have emerged as a new problem. Accordingly, social demands for the protection and proper use of personal data have arisen, which has led to the creation of the personal data protection legislation that aims at protecting the subjects of data with strong regulatory measures. The demand for personal data protection, which has spread throughout society, extends to criminal justice proceedings made in accordance with traditional rules and regulations comprising the unique attributes. Thus, the right to self-determination regarding the personal data of persons involved in a case is embodied as an extension of the due process of law, which acts as a new control norm for criminal justice agencies. In this context, it is necessary to reorganize the criminal trials into the procedures of the examination of evidence and the hearings that reflect the general principles of personal data protection and the idea of using personal data based on appropriateness. In the existing practical affairs and practices of criminal trials, a vast amount of personal data such as that of the accused, victims, etc. is collected and used in pleadings as evidence, and individuals are actually forced to state personal data such as their addresses or identification numbers, etc. for the purpose of confirming the identity of the parties in the trial process. However, in a new era where personal data protection has emerged as a major social issue, it is hard to keep such practices as they are. The personal data of various data subjects is scattered in the trial records managed by and in the custody of the court in criminal trials, and the security of personal data would highly likely be threatened in the procedure of accessing and copying the trial records in the course of guaranteeing the defendant's right to defense or the victim's right to participate in the proceedings. As a complementary measure for such problems, this paper has reviewed the ways to expand the redaction process in the stage of submission and production of litigation documents. The discussions on the introduction of disclosure system of judgments available on the Internet and also on the expansion of scope in disclosure would inevitably require multilateral analyses and multifold efforts in a bid to protect personal data regarding criminal judgments that contain detailed crime facts and the personal data of many persons involved in the cases. From the aforementioned perspectives, this paper has targeted to provide the improvement plans as regards the existing standards for the non-real name process and also has sought more flexible and detailed practical operation methods regarding the scope and level of disclosure of criminal judgments.
