1980년대 초 서울의 실내외 대기질 수준 - Sherwood 교수의 측정 자료 활용

Objectives: This paper was prepared in memory of Jerry Sherwood, who provided a significant contribution to the Korean environmental and occupational health fields. Methods: Rare air quality data in Seoul were gathered by Jerry Sherwood when he visited Korea in the early 1980s. $SO_2$ and TPM concentrations were measured. These air quality measurements were based on ambient stationary monitoring and indoor air quality monitoring in various locations. Measurement during transportation was also applied. Results: Ambient $SO_2$ and TPM concentrations in Seoul were very high in the early 1980s. Ambient $SO_2$ concentrations were higher at nighttime. While ambient $SO_2$ concentrations varied by location, the Guro industrial area showed high levels. When indoor sources were presented, indoor $SO_2$ concentration was higher than outdoor level. Coal briquettes were closely associated with high indoor $SO_2$ concentration. Conclusion: This paper provided valuable historical information of air quality in Seoul.

이 글은 2016년 3월에 설립되어 운영되고 있는 한-인도네시아 전자정부 협력센터의 추진배경을 설명하고, ODA(정부 개발원조) 사업의 새로운 정부간 협력모델로서, 동남아시아의 개발도상국 중의 하나인 인도네시아에서의 센터 역할과 성과를 공유하였다. 이를 통해, 향후 전문성이 필요한 ODA 분야에 대한 새로운 협력모델이 될 수 있음을 보여주고자 한다. This article explains the background of the Korea Indonesia e-Government Cooperation Center established in 2016 as a new intergovernmental cooperation model of the ODA (Official Development Assistance) project in Indonesia, one of the developing countries in Southeast Asia, and shares the center s role and achievements. Through this, we show that it can be a new cooperation model for ODA field that needs expertise in the future.
전완의 등척성 수축시 상대적인 중력토크를 고려한 근지구력시간 추정의 회귀모델

Despite of muscle group and posture variability, regression model to estimate endurance time have mainly developed by using the percentage of maximum voluntary contraction (%MVC). This paper presented two regression models by using the relative load intensity %MVC and the relative gravitational torque ratio %GTR (gravitational torque ratio) as a prediction variable for the biceps brachii muscle, and compared these models with the existing models. Sixty volunteers (30 females, 30 males) participated in this study, and performed isometric contraction exercises at 6 relative load intensities from 30% to 80% of MVC increasing by 10%, respectively, until their exhaustion to determine endurance times. Two regression models were induced from two relations between the measured endurance times and %MVC and between those and %GTR, and compared with the existing models by their correlation, determinant coefficients (r2) and mean square errors (MSE). The results demonstrated that the presented models were valid to estimate muscle endurance time by using %GTR of the biceps brachii muscle.

향후 신용보증제도는 민간 금융기관들의 중소기업 금융역량을 확충할 수 있는 유인을 제공하고, 공적 지원자금을 배분하는 창구로서의 기능을 지양하고 수익성을 추구할 수 있는 원리를 확립하는 방향으로 개선되어야 한다. 시장친화적인 신용보증제도를 위해 신용 보증기관은 신용보증을 담당하는 금융기관에 대해서 적격성 심사 후 이들에게 보증심사권을 이양할 필요가 있는데 이는 위탁보증제도줄 보완하여 활성화하는 방법으로 추진될 수 있다. 또한 부분보증제도의 강화 대위변제율과 연계한 출연료율 책정을 통해 민간 금융기관의 도덕적 해이를 방지하고 중소기업 금융역량을 확충할 수 있다. 신용보증기관의 만성적인 적자에 의한 정부재정부담을 완화하고 수익자부담의 원칙을 강화하기 위해서는 보증료의 현실화 및 차등화, 출연 금융기관의 확대뿐만 아니라 기금손실의 상한이 명시적으로 도입되어야 한다. The loan guarantee system for S&M firms in Korea should be improved in such a way that private financial institutions do more active roles in providing credits to S&M firms. To establish a market-friendly loan guarantee system, screening procedures should be transferred from public guarantee bodies to private financial institutions. Also in order to alleviate moral hazard problems of financial institutions, strengthening partial guarantee discipline and differentiating fund raising by financial institutions based on performances are needed. And to reduce financial burdens of government it is necessary to raise guarantee fees and levy a cap to the maximum loss of funds.
