대학 내 인권센터의 역할과 개선에 관한 연구

연구목적 다양한 구성원이 존재하는 대학에서는 구성원들의 인권에 대하여 관심을 가지며 다양한 문제들을 수면위로 드러내기 시작한 것은 사실상 오래되지 않아, 사실상 현재는 인권에 대하여 점진적으로 변화가 시도되고 있는 시기라고 볼 수 있다. 대표적인 시도로는 기존에 설치된 ‘성평등상담실’ 등의 기구에서 ‘인권센터’로 확대·개편하고 있는 움직임을 들 수 있다. 이에 본 연구에서는 아직까지 명확하게 정립되지 못한 대학 내 인권기구의 업무영역에 대하여 재정립하고 개선방안을 제시하는데 목적을 가지고 있다. 연구방법 본 연구에서는 선행연구 및 문헌을 기반으로 연구를 수행함과 동시에 실증연구를 수행하였다. 대학 인권기구를 파악하기 위해 인권기구를 운영하는 대학 중 자료를 공개하고 있는 대학을 중심으로 수도권 11개 대학, 비수도권 10개 대학을 선정하여 통계자료 수집과 동시에 담당자 인터뷰를 실시하였다. 이를 기반으로 대학 인권기구에서 수행하는 업무 현황을 분석하였다. 연구결과 예방 및 보호업무와 관련하여 학내 예방교육을 의무적으로 이수하도록 시스템을 구축한 대학이 적으며, 대학 인권센터에서 연구수행이나 교외 예방프로그램 등 수행이 미흡한 대학이 다수 존재하였다. 결론 첫째, 대학 내에서 각종 침해에 대한 예방교육의 업무영역을 강화하는 방안을 제시하였다. 둘째, 대학의 여견에 맞춰 고충사건을 처리하는 업무영역을 명확화 하는 방안을 제시하였다. 셋째, 대학 인권기구에서 대외적으로 협력 네트워크를 구축하여 학술적·사건 대응적 역량을 강화하는 방안을 제시하였다.

자활사업참여자의 심리적, 정서적 안녕을 위한 긍정심리프로그램의 효과

본 연구는 자활사업 참여자의 심리적, 정서적 안녕을 위한 긍정심리프로그램의 효과를 검증하고자 하였다. 이를 위해 수도권 지역 B자활센터에서 2018년 5월〜6월까지 자활사업 참여자 30명을 모집하여 실험집단과 통제집단으로 나누고, 실험집단은 긍정심리프로그램을 주 1회 총 8회기 동안 실시하였다. 연구결과 첫째, 긍정심리 프로그램이 자활사업 참여자의 심리적 안녕감에 유의미한 차이가 나타났다. 둘째, 긍정심리프로그램이 긍정정서를 향상 시키고 부정정서는 감소시켜 정서적 안녕감에 유의미한 차이가 나타났다. 셋째, 긍정심리프로그램이 정신적 고통을 감소시키는데 도움이 되었다. 넷째, 집단 간 비교에서 심리적 안녕감, 정서적 안녕감에 유의미한 차이를 나타냈다. 따라서 긍정심리프로그램이 자활사업 참여자에게 심리적, 정서적 안녕에 효과가 있음이 입증 되었다. The purpose of this study was to verify the effectiveness of the positive psychological group program for psychological and Affectivity well-being of self-support program participants. To this end, 30 participants in the self-support program were recruited from the B-Self-Sufficiency Center in Gyeonggi Province and divided into an experimental group and a control group, and the experimental group conducted a positive psychology program once a week for a total of 8 sessions. As a result of the study, first, the positive psychology program showed a significant difference in the psychological well-being of self-support program participants. Second, the positive psychology program improved positive emotions and reduced negative emotions, resulting in significant differences in Affectivity well-being. Third, the positive psychology program helped to reduce mental pain. Fourth, in the comparison between groups, there were significant differences in psychological and Affectivity well-being. Therefore, it was proved that the positive psychology program is effective in psychological and Affectivity well-being for self-support program participants

인권에 관한 사회적 현안 분석: 언론보도를 중심으로

연구목적 본 연구는 최근 사회적으로 인권에 관하여 집중하고 있는 문제들을 종합하여 주요한 현안을파악하고 이에 대한 정책적인 방향성을 모색하고자 하는 목적을 가진다. 연구방법 연구의 목적을 달성하기 위해 본 연구에서는 한국언론진흥재단에서 제공하는 빅카인즈 시스템을 활용하여 최근 5년간보도된 언론자료 중 인권에 관한 문제, 현안에 관한 키워드로 총 17,406건을 수집하였다. 수집한 자료를 기반으로 텍스톰(Textom)을 활용하여 단어의 빈도 및 TF-IDF분석, N-gram분석, LDA((LatentDirichlet Allocation) 토픽모델링 분석을 실시하였다. 결과 분석을 통해 최근 5년간 인권과 관련된 현안은 인권 문제의 사법처리, 권리와 공직 관련 인권 문제, 인권침해 관련 조사, 성 관련 인권 문제, 사회적 인권 문제, 과거사건 관련 인권 문제, 교육기관의 인권 문제로 총 7가지 주제가 주요한 내용임을확인할 수 있었다. 결론 분석결과를 기반으로 도출한 주요한 현안에 대하여 본 연구에서는 다음과같이 제언을 하였다. 첫째, 교육기관의 인권 문제 대하여 심도있는 관리가 필요하다, 둘째, 성 관련인권 문제에 대하여 시각의 전환과 예방정책이 필요하다, 끝으로 과거 발생 사건의 피해자 대상 국가적 지원과 관심을 기울여야 할 것이다. Purpose This study aims to identify key issues by integrating recent societal focus onhuman rights issues and to explore policy directions to address these issues. MethodsTo achieve the research objectives, this study utilized the BigKinds system provided bythe Korea Press Foundation to collect a total of 17,406 cases from media reports overthe past five years on human rights issues and key words related to them. The collecteddata was analyzed using Textom to conduct word frequency and TF-IDF analysis,N-gram analysis, and LDA (Latent Dirichlet Allocation) topic modeling analysis. ResultsThrough the analysis, it was confirmed that the key issues related to human rights overthe past five years were judicial handling of human rights issues, rights and public officerelated human rights issues, human rights violation related investigations, gender relatedhuman rights issues, societal human rights issues, historical events related human rightsissues, and human rights issues in educational institutions, totaling seven main topics. Conclusion Based on the analysis results, this study made the following suggestions forthe key issues identified. First, in-depth management is needed for human rights issuesin educational institutions. Second, a change in perspective and preventive policies areneeded for gender-related human rights issues. Finally, national attention and supportshould be given to the victims of past incidents.

텍스트분석을 활용한 아동학대 동향 분석 : 코로나19 전·중·후를 중심으로

The type of COVID-19 infectious disease has brought many changes to daily life through strong quarantine policies. Especially, as face-to-face activities were limited, the time spent at home increased, which led to a problem of increasing crimes occurring within the home. In particular, child abuse cases increased by 21.67% compared to the previous year to 37,605 cases in 2021, demonstrating the seriousness of the child abuse problem in the pandemic situation. This study aims to identify current issues on child abuse at the point of transition to an endemic and propose alternatives. To achieve the purpose of the study, a theoretical framework was reviewed based on prior research. The data collected were media materials from 2019, before the outbreak of the coronavirus, to 2022, when face-to-face education was conducted. Based on the collected data, we attempted to identify current issues by dividing the point of view into before, during, and after the COVID-19 infectious disease. For the analysis of the study, TEXTOM was used, and N-gram analysis was conducted to check the frequency of words and the prevalence of associated words to derive key subject words and main keywords, and CONCOR analysis was conducted to confirm the discourse implicit in the document. Based on the analysis of news articles, it was confirmed that the main issues related to child abuse were related to response, prevention, and protection. 경찰 현장대응의 실태와 개선에 관한 연구

According to the 「Police Officer Duties Execution Act」, the police have a responsibility to protect the lives, bodies, and property of citizens. However, recently, some police officers have been criticized for having suffered damage to the public for their poor response at the scene of the incident. The problems posed to the police include the lack of qualifications of some police officers and the problem of being unable to actively respond to legal problems that are not sufficiently supported. As there are cases where the police fail to protect the people due to these problems, distrust in the police is increasing. Changes are needed for the police to restore trust in the people. In particular, it is necessary to discuss ways to train police officers who can actively respond in the field and to improve legal and institutional measures. In this study, intends to identify the actual situation of police field response and seek improvement measures. In order to achieve the purpose of the study, previous studies and legal data were reviewed, and the actual situation was analyzed through statistical data and manuals of national institutions. Problems derived from the actual situation analysis could be identified in laws, education/training, and recruitment. Through this study, revision of laws, reinforcement of preventive police activities, reinforcement of education/training, and reorganization of new recruitment were suggested as ways to improve and respond to on-site police response. 「경찰관직무집행법」에 의거 경찰은 국민의 생명·신체·재산을 보호하는 책임을 가지고 있다. 그러나 최근 일부 경찰관이 미흡한 대응으로 인하여 문제가 되고 있다. 논란의 이면에는 일부 경찰관의 부족한 자질 문제, 대응이 어려울 수밖에 없는 법적문제 등이 제기된다. 이러한 문제들로 인해실질적으로 국민을 보호하지 못하는 사례가 발생함으로서 경찰에 대한 불신이 증대하고 있다. 경찰이 국민에 대한 신뢰를 회복하기 위해서는 변화가 필요하다. 특히 현장에서 적극적으로 대응할 수있는 경찰관의 자질 향상방안과 법률적·제도적 개선방안에 대한 논의가 필요한 시점이다. 이에 본 연구에서는 경찰 현장대응의 실태를 파악하고 개선방안을 모색하고자 한다. 연구의 목적달성을 위해 선행연구와 관계법령을 검토하고, 국가기관의 통계자료, 매뉴얼 등을 통해 실태를 분석 하였다. 실태분석을 통해 법률, 교육·훈련, 채용 등 여러 분야에서 문제점을 도출하였다. 본 연구를 통해서 경찰 현장대응의 개선과 대응방안으로 법률의 개정방안, 예방적 경찰활동 강화 방안, 교육·훈련 강화, 신규채용 개편을 제시하였다.

경찰의 재난관리 역할에 관한 연구

According to Article 34 of the Constitution, Korean state agencies have the responsibility and duty to protect the people from all disasters and crises regardless of whether they are natural or social disasters. Previously, the police centered on public security activities such as protecting people's lives, bodies, and property, and maintaining order. In line with social changes since the 2000s, various activities including disaster management have been carried out. However, there are difficulties in performing the currently given disaster management tasks in the unique role and mission of the police in performing disaster management activities. Terrorism, serial explosions, large-scale traffic accidents, etc., which fall under social disasters, do not have any difficulties in carrying out disaster management tasks related to the duties and activities of the police. However, when various disasters, including natural disasters, occur, the police are required to perform various activities such as rescue and restoration. Therefore, this study analyzed the actual situation of the police's disaster management activities, identified problems in the field of disaster management of the police, and suggested a role for efficient disaster management. First, unification of disaster management was suggested considering the role and duties of the police. Second, in the role of disaster management, amendment of laws and strengthening of preventive activities were suggested so that the focus could be on prevention. Third, an organizational reorganization plan was presented to improve the efficiency of preventive and response activities in the field.

불법도박의 실태 및 대응방안

Purpose: Illegal gambling is becoming more and more intelligent and characterized by a high degree of hidden crimes. Therefore, There is a difficulty in carrying out the crackdown. Recently, illegal gambling through smartphones as well as the internet, making it easier to access and cause an increase in rate. Methods: This study analyzes the current situation and scale of illegal gambling and gambling industry by analyzing preceding research and statistical data collected from various institutions of illegal gambling and gambling industry. In order to suggest some problems and countermeasures. Conclusion: Suggesting wise policy countermeasures of illegal gambling, First of all, A Control Tower is needed in countering illegal gambling, Secondly, policy utilization of legitimate gambling industry should be established, Thirdly, gambling addiction treatment centers should employ a large number of professional staff and call for a number of convention schemes of private institutions.

포스트 코로나 자치경찰의 치안활동 방향에 관한 연구: 충남지역을 중심으로

In 2020, the COVID-19 pandemic spread, and strong quarantine policies were implemented, which restricted social activities. As the lifestyle changed to a non-face-to-face-centered lifestyle, the crime pattern also changed. Crimes that could have occurred in daily life decreased, but non-face-to-face crimes and crimes committed at home showed an increasing trend. In the pandemic situation, not only the crime but also the police had a big change. In 2021, the autonomous police system was introduced and implemented, which led to various changes in the police's office area and activities. Since then, COVID-19 has changed to an Endemic of infectious diseases, and society is recovering from daily activities and the security environment is changing. In line with this situation, the police should develop policies and activities that reflect the changes in security activities. In this study, we analyze the changes in the public safety environment, focusing on Chungcheongnam-do, in the context of the COVID-19 pandemic and its transition to an endemic phase. Based on previous studies, we present the current issues within the police force and provide directions for public safety activities. Firstly, we propose strengthened responses and preventive measures against changes in crime and safety incidents resulting from the recovery of daily activities. Secondly, considering the continued economic downturn, we suggest preventive and responsive actions against financial and property crimes. Thirdly, we propose the formation of a security governance system, which includes welfare-oriented public safety activities tailored to specific crime types and targets.
