성인지적 관점에서 여성장애인을 위한 직업재활예산 분석

The aim of this research is to analyze the budget expenditures and to propose the necessity of gender sensitive budgets. We make an analysis budgets for the job placement and vocational rehabilitation ones among general budgets areas. This study found that the handicapped women's budgets are very small and they are rarely gender sensitive perspective in budgets. And they are not included the budgets for after management and contents development, so they result in gender inequality in terms of women's participations and costs. This study will contribute to identify the reality of gender blinded budgets and to propose the necessity of gender budgets for the handicapped women' s equality, the construction of gender statistics, and the education for the public officials.

한국 장애인복지의 국제협력 및 교류의 변천과정에 관한 소고 : Review of the international corporation and interaction of the welfare for the handicapped in Korea

장애아동 재활치료 서비스의 치료과정과 환경, 치료효과가 서비스 만족도에 미치는 영향

This study is to identify the affecting factors on service satisfaction of the rehabilitation therapeutic service for the handicapped children. Specially, We analyze the factors which affect on the service satisfaction of the handicapped parents use to rehabilitation therapy for the handicapped children. We focused on the therapeutic effectiveness, therapeutic process, and therapeutic environment. We implement a survey research on the 399 handicapped children’s parents who use the rehabilitation therapy voucher service for the handicapped children of the Ministry of Health and Welfare from 2009. The sampling method was extracted the 10 peoples of each agency which is layer in the area. In order to investigate the service satisfaction relation factors, We executed a multiple regression analysis. As a result, factors of the therapeutic effectiveness, therapeutic process, and therapeutic environment significantly affected on the service satisfaction. 본 연구는 장애아동 재활치료 서비스의 만족도에 영향을 미치는 주요 요인들을 규명하고자 한다. 특히, 장애아동 재활치료 바우처 서비스를 이용한 장애아동의 부모가 인지하는 만족도에 영향을 미치는 요인들을 재활치료 과정, 치료환경, 치료효과 요인을 중심으로 살펴보았다. 본 연구는 보건복지부에서 2009년부터 실시한 장애아동 재활치료 서비스 바우처 선정기관을 지역별로 층화한 후 이용자를 10명씩 추출하여 총 399명의 서비스 이용부모를 대상으로 설문조사를 실시하였다. 서비스 만족도 관련 요인을 파악하기 위해 다중회귀분석을 실시하였다. 연구결과 치료과정, 환경, 그리고 서비스 효과가 만족도에 유의미한 영향을 미치는 것으로 나타났다.

The purpose of this paper provides the fundamental data of the support service development for the handicapped womens' motherhood rights protection. This paper is composed of parts as follows. First, Tries to observe the motherhood rights and parent role of the handicapped women. Second, Analyzes the pregnancy, child birth, and child care experience of the handicapped women. The research method was used literature review, FGI for the handicapped women and the related experts. The research results are as follows : the handicapped women are afraid of the disability of their child during the pregnant, child birth. And they experienced deficiency of informations and education and helping. And they experienced the difficulties about emergency, outdoor life, and their child development. It is necessary to develop the support plan about information provision, education and many related service supports. 중증장애인 직업재활 지원 사업 수행시설의 효율성 비교

The purpose of this research evaluates the efficiency of the vocational rehabilitation institutions and presents the alternatives that the institutions improve the organizational performance of efficiency for the severe handicapped people's vocational rehabilitation and employment. The research was conducted using secondary data from evaluation result of 78 vocational rehabilitation institutions from 2010 evaluation project for the severe handicapped people's vocational rehabilitation and employment. We also used the DEA(Data Envelopment Analysis) for the relative evaluation of the efficiency. Input coefficients were staff member, vocational rehabilitation budget etc. Output coefficients were the employed handicapped members, the employment confirmed members, and the consumers' satisfaction level. As a result, sheltered workshop appeared the most efficiency. 본 연구는 직업재활시설의 중증장애인 직업재활지원사업에 대한 효율성을 평가하여 효율적인 운영방안을 제시하는데 목적이 있다. 본 연구를 위해 2010년 중증장애인 직업재활지원사업 수행시설 78개소(직업훈련시설 8개소, 작업활동시설 29개소, 보호작업장 41개소)에 대한 평가결과자료를 활용하였다. 연구방법은 시설의 효율성을 상대적으로 비교평가하기 위해 자료포락분석(DEA: Data Envelopment Analysis) 기법을 활용하여 재분석하였다. 효율성 평가를 위한 투입요인으로는 지원사업 종사자 수, 지원사업 지원금액, 사례관리체계 과정을 설정하였고, 산출요인은 사업의 효과성으로 평가할 수 있는 취업장애인 수, 취업확정장애인 수와 이용자 만족도를 적용하였다. 연구결과 투입요소는 3가지 유형의 시설이 비슷한 반면, 산출요소 중 취업장애인 실적과 취업확정장애인수는 보호작업시설이 다른 시설에 비해 높은 수준을 나타냈다. 순수기술효율성 수준은 보호작업시설이 가장 효율성이 높은 수준이었다. 주요한 시사점은 작업활동시설과 직업훈련시설은 투입요소를 증가하더라도 규모수익이 감소 상태에 있었으며, 보호작업시설은 투입요소를 증가하면, 산출요소도 비례적으로 증가하는 규모수익불변 상태였다. 따라서, 보호작업시설이 다른 유형의 시설보다 효율적이라 할 수 있다.

장애인 고등학생의 졸업 후 진학진로와 장애인 초등교원 임용에 대한 인식

The purpose of this paper research the handicapped high students' awareness on vocational course after graduate high school and employment of the handicapped primary school teacher. This paper is composed of parts as follows. First, researcher will try to review the disabled elementary teacher employment system, employment reality and a vocational course of the disabled person high student after graduate through the literature review. Second, researcher will try to investigate about the disabled high students' vocational course plan after graduate and preference about the employment expandition of the handicapped elementary teacher. 직업재활센터의 중증장애인 직업재활지원사업 평가결과 관련요인

The purpose of this research is identify the correlation of the 2010 vocational rehabilitation evaluation result data which is vocational rehabilitation center implement to the vocational rehabilitation support program. Also it is find to the important meanings about the severe handicapped people's vocational rehabilitation support. The evaluation index was composed of program result 35%, program management 40%, resource management 10%, fiscal administration 3%, community relationship 2%, service satisfaction 5%, and the evaluation committee's qualitative evaluation 5%. The research result as followed: the highly correlation to evaluation result is the program result and the program management and evaluation committee's qualitative evaluation score. It was found to important result which appeared the network activities for an enterprise development and very different employment types were magnified. The social job for the severed handicapped people, other employment of lapse characteristic job etc. And program management region shows the improvement which is qualitative, but the staff's duty continuity is not secured, because of that sfaff was working with the contract position. Finally, the centers' Self-confidence budget is average 48.5% in the whole vocational rehabilitation business.

장애인복지관 사회복지사의 empowerment 방안에 관한 소고

The purpose of this paper presents the practical methods about empowerment of social workersI who work in welfare center for the handicapped. The present paper is composed of 4 kind parts as follows. First, researcher presents the importance of social worker's empowerment about social worker's individual professional dimension, rehabilitation center's organizational dimension, and social environment dimension. Second, researcher will try to investigate the empowerment concept and the characteristics which are demanded from rehabilitation centers.Third, researcher will try to investigate the factors and expectative effects which affect the empowerment of social workers working at the rehabilitation center. These are relate to present the practical methods for the empowerment of social workers working at the rehabilitation center.Fourth, researcher will present the major approach, process, and methods for empowerment of social workers working at the rehabilitation center. 장애인전용주차구역제도에 대한 정책순응 요인

This study is to identify the affecting policy compliance factors on system of the parking area for the handicapped, and to present the alternatives of the effectiveness of the policy. We implement a survey research on the 211 non handicapped citizen. The sampling method was extracted randomly the 50 places from the 16 Cities and Do in our country. The handicapped people and officers investigated to the policy compliance. We executed a logistic regression analysis. As a result, factors of the policy(Policy desire characteristic, Clarity), Policy objective group(Knowledge), and Policy implement agency affected on the system of the parking area for the handicapped. System of the parking area of the handicapped have the characteristics of regulative policy, therefore if the policy becomes the institutional success, there must be active participation of the non handicapped citizen. Consequently, in order to success of the policy, contents of the policy must recognize clearly to non handicapped people and the policy implement agency's ability must to empowered. 본 연구는 장애인전용주차구역제도에 대한 정책대상 집단, 즉 시민의 정책순응에 영향을 미치는 요인을 파악하여 정책효과를 높이는 방안을 제시하는데 목적이 있다. 분석자료는 2011년 장애인차별금지법 이행 및 차별개선 모니터링 연구’를 위해 수집된 자료 중 장애인전용주차구역제도를 위반한 비장애인 사례를 활용하였다. 연구결과 정책순응에 영향을 미치는 요인으로 정책요인(정책 소망성, 명확성) 중 명확성이, 그리고 정책대상 집단 요인으로는 정책인식(지식) 요인이, 정책담당 기관요인으로는 정책집행능력과 홍보요인이 영향을 미친 것으로 나타났다. 즉 장애인전용주차구역 제도가 비장애인에 대한 규제 정책의 성격을 갖고 있기 때문에 성공적인 제도시행이 되기 위해서는 비장애인의 적극적 참여가 있어야 한다. 본 연구결과를 통한 함의는 장애인전용주차구역제도의 내용이 정책대상 집단인 비장애인시민에게 명확하고 실효성 있게 인식되어야 하며, 정책집행기관의 능력(적발가능성, 처벌의 엄격성)이 제고되어야 한다.

비경제활동장애인구의 특성 및 변화추이

The purpose of this study is presented support plan on expanding employment for the handicapped people. The researcher suggested the labor market entry ways of the handicapped people through literature review and the data analysis. The research results are as follows: First, the employment system is transfer to workfare policy. Disability benefits is based on the work-loss rates. Second, I suggest to linkage plans about the department of labor, welfare, and education. Third, Magnifies an occupational knowledge and a job adaptation contents in occupational curriculum for the handicapped people. Key words : disability, labor market, workfare
