        공무원의 유연근무제 활용 만족도와 조직몰입 그리고교육훈련 간의 관계에 관한 연구

        A Study on the Relationship Among Public Employees’ Satisfaction with the Use of Flexible Work System,Organizational Commitment, and Education and TrainingYongjin Sa Abstract: The main purpose of this study is to examine the relationship between satisfaction with the use of flexible work arrangements and organizational commitment among the public employees working in central and regional government offices and to empirically verify the moderating effect of education and training on the relationship. To this end, this study statistically analyzed the results of the 2020 Public Employee Perception Survey in addition to the regression analysis performed to investigate the moderating effect. As a result of the statistical analysis, it was confirmed that public officials’ satisfaction with their use of flexible work systems have a positive effect on their organizational commitment and education and training have a positive moderating effect on the relationship. The positive relationship between satisfaction with the use of flexible work system and organizational commitment verified through this study is indicative of the importance of improving satisfaction with the use of flexible work system, from the standpoint of the users of the system, through the willingness and effort of institutions for such improvement. In addition, this study also suggests that designing and providing education and training programs that are closely related and highly useful to public employees’ job performance can help further increase the positive impact of their satisfaction with the use flexible work systems on their organizational commitment. Key Words: Flexible Work System, Satisfaction with Flexible Work System Use, Organizational Commitment, Education and Training, Public Employees 공무원의 유연근무제 활용 만족도와 조직몰입 그리고교육훈련 간의 관계에 관한 연구사 용 진** 연구 목적: 본 연구의 목적은 중앙 및 광역자치단체 공무원의 유연근무제 활용 만족도와 조직몰입 간의 관계를 검증하고, 유연근무제 활용 만족도와 조직몰입 간의 관계에 있어 교육훈련이 갖는 조절효과를 실증적으로 검증하는 것에 있다. 연구 방법: 가설 검증을 위해 2020년 공직생활실태조사 설문 결과를 본 연구의 통계분석에 활용하였으며, 조절효과분석을 위한 회귀분석을 수행하였다. 연구 내용: 통계분석 결과, 공무원의 유연근무제 활용 만족도는 조직몰입에 긍정적인 영향을 미치는 것으로 확인되었으며, 교육훈련은 유연근무제 활용 만족도와 조직몰입 간의 관계에 있어 양의 조절효과가 있는 것으로 나타났다. 결론 및 제언: 유연근무제 활용 만족도와 조직몰입 간의 양의 관계는 유연근무제 이용자 관점에서 제도를 개선하려는 기관의 의지와 노력을 통해 유연근무제 활용 만족도를 제고하는 것이 중요함을 시사한다. 또한, 본 연구는 공무원의 직무와 연관성이 높고 직무수행에 유용한 교육훈련 프로그램을 설계하고 제공하는 것은 공무원의 유연근무제 활용 만족도가 조직몰입에 미치는 긍정적인 영향을 더 높일 수 있는 수단이 될 수 있다는 점을 제시하고 있다. 핵심어: 유연근무제, 유연근무제 활용 만족도, 조직몰입, 교육훈련, 공무원 □ 접수일: 2022년 6월 20일, 수정일: 2022년 7월 14일, 게재확정일: 2022년 8월 20일* 본 연구는 2020년도 계명대학교 연구기금으로 이루어졌음. ** 계명대학교 행정학전공 조교수(Professor, Keimyung Univ., Email: yjsa@kmu.ac.kr)

        Family Responsibility and Satisfaction with Teleworking in the United States Federal Government

        Beyond the context of a teleworker’s overall job satisfaction, very few studies have focused particularly on a teleworker’s satisfaction with teleworking arrangement itself. As a result, public managers, practitioners and public administration scholars do not have data regarding the factors that may be associated with federal teleworkers’ satisfaction levels with teleworking. To address, the main purpose of this study is to empirically examine the association of federal government teleworkers’ family responsibilities (i.e., child and elder care obligations) and satisfaction levels with the dependent care programs provided by their organizations with their teleworking satisfaction levels. The empirical analysis of this study demonstrates that federal teleworkers who have child and elder care obligations exhibited lower levels of teleworking satisfaction than did the teleworkers who do not have such obligations. The study also supports that federal teleworkers with higher levels of satisfaction with their child and elder care programs reported higher levels of teleworking satisfaction. The empirical findings, theoretical and managerial implications, and limitations of this research with suggestions for future teleworking research are thoroughly discussed in this article.

        무기계약직의 평가관리, 성과, 교육훈련 간의 관계: 지방자치단체 인사담당자의 인식을 중심으로

        본 연구는 지방자치단체 무기계약직의 평가관리가 성과에 미치는 영향을 실증적으로 분석하였다. 이와 더불어, 교육훈련이 평가관리와 성과의 관계에서 유의미한 조절효과가 있는지를 검증하였다. 분석 결과, 무기계약직의 평가관리는 성과관리에 긍정적이며 유의미한 영향을 미치는 것으로 확인되었다. 또한, 조절효과의 크기는 작지만, 교육훈련은 평가관리와 성과의 관계에 있어 유의미한 조절효과를 가지는 것으로 나타났다. 본 연구는 지방자치단체 무기계약직을 대상으로 인사관리의 구성요소들 간의 양적관계를 검증함으로써 무기계약직 선행연구들의 연구 범위 및 영역의 확장과 후속연구 수행의 활성화에 기여할 수 있다고 판단된다. 또한, 본 연구는 무기계약직의 인사관리를 담당하는 공무원과 조직이 보다 실질적이고 합리적인 무기계약직을 위한 인사관리 지침 및 방안을 구축하는 것에 활용될 수 있을 것이다. This research aims to empirically explore the link between evaluation management and performance of indefinite-term contract workers in local governments, perceived by public officials who are responsible for managing indefinite-term contract workers in local governments. In addition, this study examines the moderating effect of training for the relationship between evaluation management and performance. The results show the positive relationship between evaluation management and performance with the moderating effect of training for the link. This research contributes to expand the scope and level of the literature on indefinite-term contract workers through suggesting the empirical evidence among evaluation management, performance and training. Furthermore, the empirical results of this study have useful implications for local governments and public officials to construct management guidelines for indefinite-term contract workers.

        공공부문에서의 유연근무제 연구의 흐름과 방향 모색에 관한 연구

        공공조직에서의 유연근무제의 이용과 관심이 꾸준히 증가하고 있음에도 불구하고, 유연근무제도를 직접적으로 논의한 국내 연구들의 숫자는 그리 만치 않은 편이다. 또한, 지금까지 발표된 국내 유연근무제 논문들은 연구대상, 방법, 주제 등에 있어서 다양한 범주로 수행되어왔지만, 현재까지의 유연근무제 연구들에 대한 체계적인 정리와 분류 작업은 아직 이루어지지 않았다. 이에, 본 연구의 주요 목적은 국내 유연근무제 연구의 발전을 위해 후속 연구로서 수행될 필요가 있을 연구의 방향과 주제를 도출하는 것에 있다. 이를 위해, 본 연구에서는 행정학 관련 국내학술지에 게재된 논문들 중, 공공부문에서의 유연근무제만을 직접적으로 다룬 논문들의 주요 연구흐름과 내용에 대해서 정리하였다. 또한, 국내 유연근무제 연구 검토와 더불어 국외 유연근무제 연구의 추가 분석을 통해, 본 연구에서는 향후 국내 유연근무제 연구의 발전을 위해 필요하다고 고찰한 연구주제와 방향을 제시하였다.

        지방자치단체 공무직 근로자의 보수와 성과 그리고 평가 간의 관계에 관한 연구

        The main purpose of this research is to examine the link between remuneration management and performance of indefinite-term contract workers in local governments, and explore the moderating effect of evaluation on the relationship between remuneration management and performance. The empirical analysis used survey data responded by public officials who are responsible for managing indefinite-term contract workers in local governments. Also, this study conducted three-stage of moderating-regression analysis to examine its hypotheses. As a result, this study confirmed the significant and positive effect of remuneration management on performance, and showed that evaluation had its moderating effect on the link. Based on this result, this research suggested that local governments need to construct its specific remuneration system for indefinite-term contract workers, and conduct its more fair and rational evaluation management in order to expand the positive relationship between remuneration management and performance. 본 연구의 주요 목적은 지방자치단체 공무직 근로자의 보수관리와 성과 간의 관계를 검증하고, 보수관리와 성과 간의 관계에 있어 공무직 근로자에 대한 평가가 갖는 조절효과를 실증적으로 검증하는 것에 있다. 이를 위해, 전국 지방자치단체의 공무직 근로자 인사관리를 담당하는 지방공무원을 대상으로 수행한 설문조사의 결과를 활용하였다. 또한, 가설검증을 위해 3단계 조절회귀분석을 수행하였다. 본 연구의 분석 결과는 공무직 근로자의 보수관리는 성과에 유의미한 긍정적인 효과를 미치는 것으로 나타났으며, 보수관리와 성과 간의 관계에 있어 평가는 유의미한 조절효과를 갖는 것으로 확인되었다. 본 연구의 결과를 토대로, 지방자치단체에서는 공무직 근로자에 대한 구체적인 보수체계를 구축할 것과 보수관리와 성과 간의 긍정적 관계를 증대시키기 위해서 공무직 근로자에 대한 공정하고 합리적인 평가관리를 수행할 것을 제시하였다.

        Relationship between the Duration of the Marriage and the Intent to Maintain Marriage on the Causes and Consequences of VIOLENCE in Multicultural FAMILIES in KOREA

        Purpose: The purpose of this study is to verify whether the marriage period and intent to maintain the marriage will be statistically significant in relation to the causes and consequences of violence in multicultural families. Through this, this research aims to provide practical implications for establishing policies for multicultural families as well as theoretical contributions to research on domestic violence in multicultural families in Korea. Method: In order to achieve the objectives of this study, statistical verification was performed using SPSS 23.0 as follows. First of all, frequency analysis was conducted to determine the subject's intent to maintain the marriage and marriage period variables. The t-test and One Way ANOVA were then used to verify the statistical differences between the causes and results of the questionnaire by the intent to maintain the marriage and marriage period. Finally, Cross Tabulation(Chi-Square) was conducted to identify the differences in the association between the intent to maintain the marriage and marriage period. Results: According to statistical tests, some questions about the causes and consequences of violence in multicultural families showed different levels of response depending on the period of marriage and whether the couples were willing to continue their marriage. In addition, the statistically significant relationship between the period of marriage and the intent to maintain the marriage was verified Conclusion: Through the analysis results of this study, the agency in charge of establishing and implementing policies to support multicultural families needs to continuously raise the awareness that different and diverse approaches are needed to reflect the policy subjects' marriage duration and their will to continue their marriage.

        Relationship between satisfaction with flexible work system and work-life balance in public sector : The moderating effect of martial and dual income status

        The primary purpose of this study is to statistically verify the effect of satisfaction with the use of the flexible work system on the level of work-life balance of public officials. In addition, the purpose of this study is to analyze the moderating effect of the variables of whether public officials are married and whether they are double-income in the relationship between the satisfaction with the use of the flexible work system and the level of work-life balance. In order to achieve the purpose of this study and verify the hypothesis, a survey was conducted on public officials of the D local government in Korea from September 10th to 24th in 2021. The statistical analysis methods used to verify the hypothesis of this study are basic statistical analysis, correlation analysis, and regression analysis. The main results, theoretical contribution and practical implications of this study are throughly discussed in this paper.

        GOVERNMENT SIZE, ECONOMIC GROWTH AND UNEMPLOYMENT: EVIDENCE FROM ADVANCED AND DEVELOPING ECONOMY COUNTRIES (A TIME SERIES ANALYSIS, 1996–2006)

        The primary objective of this study is to estimate empirically the impact of government size on economic growth in 32 advanced and 51 developing countries from 1996 to 2006. Specifically, how do the effects of government size on economic growth in two groups of countries differ? In contrast to previous studies, this one attempts to gauge the relative effect of government size on economic growth by using a united regression model combining advanced and developing countries, as well as the same control variables. As theoretically expected, this study demonstrates that the effect of government size on economic growth is positive for developed countries and negative for advanced countries. Furthermore, the model confirms that the relative effect of government size on economic growth in developing countries is almost five times higher than in advanced ones. Another purpose of this study is to estimate the impact of government size on the unemployment rate in two groups of countries. The evidence from the regression results shows that greater government size is associated with a higher unemployment rate in both groups of countries. The study demonstrates that a larger government has a detrimental effect on economic growth, due, at least in part, to a higher unemployment rate. In addition, the model confirms that the relative effect of government size on the unemployment rate in developing countries is almost three times higher than in advanced countries. Finally, based on the result that government size has significantly different effects on economic growth and the unemployment rate across two groups of countries, this study implies that policy makers need to consider different levels and types of fiscal policies to improve economic growth depending on the country’s economic level.

        An Empirical Study on the Linkage between an Employee's Perceived Strategic Management Constructs and Performance: Evidence from U.S. Federal Agencies

        For the past thirty years, considerable literature on strategic management in public and non-profit organizations has been discussed and published. However, to date, because empirical linkages between strategic management components and performance still must be investigated, it is difficult to conclude that managerial efforts and support on strategic management lead to enhanced performance in the public workforce. To contribute to the development of the strategic management scholarship, this study constructs six constructs of strategic management components derived from the strategic management literature and theory, and explores the extent to which employees in the U.S. federal government perceive a linkage between each of the strategic management constructs and performance. The implications of findings, limitations and future research suggestions of this study are thoroughly discussed.

        Strategic Management Components, Performance and Supervisory Status: Evidence from U.S. Federal Agencies

        Over the past three decades, strategic planning and implementation in public sectors have been discussed by both public management scholars and practitioners. To respond to future research directions and empirical gaps in the current state of strategic management research proposed by Bryson, Berry & Yang(2010) and Poister, Pitts & Edwards(2010), as well as devote to the development of the literature, this study tests empirical relationships between strategic management components and employees’ perceived work group performance in the U.S. federal agencies. Furthermore, this research examines how those empirical links are relatively different across employees’ supervisory levels. Then, the findings, implications, and limitations of this study and future research suggestions are discussed in the article.
