어촌뉴딜 300 선도사업의 공간환경 마스터플랜 연구 - 목포시 달리도, 외달도를 중심으로 -

This study examines the contents and promotion process of the spatial environment master plan conducted on Dallido and Oedaldo, near Mokpo city, the target site of the '8 leading projects', which was selected as a preliminary research project in implementing the 'fishing village new deal 300 project'. The leading project is to implement a design management system suitable for the “fishing village new deal 300 project” through pilot application schemes and monitoring to enhance the value of spatial environment design. In this project, a new coordination deliberation committee and a system for encouraging spatial environment coordinators were newly introduced. As a result, it was possible to create an integrated design and establish systematic management and regional specialization plans. In addition, a master plan was established through consultation, coordination, and the agreement of residents, administration, and experts in all processes. Also, the fact that the project was conducted in this way is different from the existing planning and implementation method. In particular, the emphasis was placed on realizing a sustainable fishing village new deal through promoting understanding of the fishing village new deal business model and establishing a local council with residents' workshops through strengthening prior capabilities. The basic development strategy of the fishing village new deal leading project promoted on Dallido and Oedaldo designating them as “slow cities” is as follows. An island with convenient living, an island where residents can enjoy life, and everything is set as a beautiful island. The next step was to establish a basic concept and prepare a master plan for the spatial environment. At the implementation stage of the plan, a specialized unit project was developed to collect the opinions of the residents and continuously utilize local resources. Typical unit projects include port environmental maintenance, fishing village landscape maintenance, walking trail development and shelters (slow step stop), the Dallido multi-community center construction, the Oedaldo sea natural garden construction, resident income experience project and processing plant construction. In addition, Dallido and Oedaldo also revitalized the islands. Finally, a spatial environment master plan was proposed. Currently, a detailed design for the proposed master plan is underway, and some projects are being promoted in part through coordination between the ministries.

This study examines the policies, projects,and sites that are planned and implemented in Korea. It is intended to present the direction of the plan through this analysis. In particular, this study examines the linkage and comparison between central and local ministries through examining the case ofJeollanamdo, which has many islands in Korea. The results of this study are summarized as follows. In the project promoted by the central government, there is no direct correlation between the number of islands selected as sites and the number and area ofislands possessed by cities and provinces. The number of islands selected by cities and provinces with a large number of islands is high, but it is not related to the ranking of islands by region. However, depending on the nature of the project, the phenomenon of bias by city and province could be identified. In case of the projects implemented by the central government, it is found that the cases of overlapping support are insufficient even though the timing and the departments are different. However, in Jeollanamdo province, 14 out of 55 islands were found to be overlapped, accounting for 25.5%. In the case of the central ministries, it was analyzed that it is necessary to make coordination through cooperation and linkage between the ministries.

This paper analyzed the linkage between Corporate Social Responsibility activity and Corporate Image. For the purpose this study focused on the following 3 categories. First, the linkage between corporate Social responsibility activity and the bounded duty, Second, the linkage between corporate Social responsibility activity and the reliability, Third, the linkage between corporate Social responsibility activity and Corporate Image. This paper executed research for 450 people including the questionnaires for corporate Social responsibility activities, Corporate Image, demographical charateristics. From the results, corporate Social responsibility activities, especially economical development activities, Advertisements and marketing activities have positive impacts on the bounded duty of social responsibility. Comparing with this, Consumer protection activities do not have positive impacts on the bounded duty of social responsibility even though it has been proved as statistically unreliable.

There are long-lasting concerns on particulate matters(PM) which deliver negative health and social issues, in particular areas such as industrial complexes. These areas should be prioritised for employees and local people. Accordingly government-centred schemes which seek to alleviate PM and other air noxious substances have been conducted, but these did not reach the construction stages in many cases. This is because of not enough governance processes which share acceptable and feasible issues with such stakeholder perceptions in relating with industry complexes. This study therefore tries to determine the acceptability and feasibility of PM alleviation based on the perceptions of business places conducted by public hearings and on-site interviews. These are analysed by qualitative methods Nvivo and theme-based approaches. Results showed that several key issues were found which are maintenance-related issues, and those pertaining to decision-making and cost & budget. In terms of acceptability and feasibility, four main issues (general perceptions, decision-making, potential sites and legal review) in an acceptability context and another four issues (cost & budget, maintenance, labour & skills, and economic effectiveness) in a feasibility context were drawn up. According to the ranked correlation cluster between the issues, two primary issues (general percpetions and decision-making) in acceptability and single issues (cost & budget) in feasibility dominated the other issues. Importantly, project map analysis revealed that the correlation between the two main concepts (acceptability and feasibility) found that some issues drawn in this study in both acceptability and feasibility had cross correlations meaning that understanding these issues in the context of correlation could improve both acceptability and feasibility. This study therefore proposed two considerations which are firstly actively governance-formed via private-public-academia partnerships and the suitability analysis was based on the correlation between acceptability and feasibility. This will help improve the acceptability and feasibility of the schemes in related to particulate matters, ultimately contributing to people's health in industry complexes and local areas.
