The Constitution of Republic of Korea, Article 117, granting local government power to enact the local ordinances, only allows to perform the right within the scope of legislation so the local government currently had lots of restrictions regarding the enactment of local ordinances. In addition, the local government for themselves has rigidly interpreted the Local Government Act, Article 22, causing to not commit their important roles of the local government, public welfare. In this research we will look through the enactment power of local government from a view, which would be divided by an intrinsic and an extrinsic limitation and introduce two cases with practical approaches; the one was about, among the ordinances of Gyeonggido Assembly, the case which caused to reduce the enactment power of the local government due to the superiority of legislation and the other was about the case which had even brought the amendment of legislation, enlarging the enactment power of the local government. Neither is this thesis denying the principle of superiority for legislation nor refuting the limitation of fundamental rights with related to statutory reservation, however, enactment power of local government is expressly granted by Constitution, so we believe that the Article 117 of Constitution and Article 22 of Local Government Act can be interpreted in which the attempt to reinforce the enactment power of the local government will conform to the nature of local self-governing system and such an interpretation would be in accordance with the Constitution. Furthermore, with this re-interpretation through the discussions, the local government should build a foundation for developing their abilities as well as powerful centrifugal forces. These two efforts above can be a starting point to pass over the limit of enactment power of local government and also think that this would be a way to get close the nature of local governing system, reflecting the local characteristics of each region.

This paper presents the methodology for optimal design of power grid for offshore wind power plant (OWPP) and optimum location of offshore substation. The proposed optimization process is based on a genetic algorithm, where the objective cost model is composed of investment, power loss, repair, and reliability cost using the net present value during the whole OWPP life cycle. A probability wind power output is modeled to reflect the characteristics of a wind power plant that produces electricity through wind and to calculate the reliability cost called expected energy not supplied. The main objective is to find the minimum cost for grid connection topology by submarine cables which cannot cross each other. Cable crossing was set as a constraint in the optimization algorithm of grid topology of the wind power plant. On the basis of this method, a case study is conducted to validate the model by simulating a 100-MW OWF.
학습 오토마타를 이용한 화일 이동 (pp.210-215)

분산 처리 시스템에서의 일반적인 동적 화일 이동 알고리즘은 화일 이동을 위한 메시지 전송이 많고, 이동될 화일의 목적 프로세서를 결정하는 결정 함수가 복잡하므로 이에 기인한 오버헤드가 크다. 본 논문에서는 화일 이동 알고리즘을 위한 메시지 전송을 없애고, 학습 오토마타를 사용하여 간단한 결정 함수를 구한다. 그리고 학습 오토마타의 특성에 따라 동적으로 변화하는 시스템의 상태에 적절히 적응하여 화일 이동을 수행하는 알고리즘을 제시한다. Algorithms for migrating files in distributed systems need a lot of message transmissions. Complex objective functions to determine the destination processor to which files are migrated make a large computational overhead in the system. In this paper, a simple desion function based on the learning automata is suggested to reduce the number of message transmissions in the file migration. Also, we propose a file migration algorithm which is adaptive to the dynamic systme according to the characteristics of the learning automata.
해상풍력발전단지 간의 전력계통 연계에 관한 경제성 분석 연구

An offshore wind power plant (WPP) is very expensive and different from an onshore wind power system in many ways. There has been a continuous increase in the capacity of the offshore WPPs. Therefore it is essential to analyze the feasibility and reliability of the offshore wind power to optimize their redundancy. Besides, it is very important to study a planning for grid interconnection of adjacent offshore WPPs. This paper proposes a economic evaluation method to interconnect with adjacent offshore substations in offshore wind power grid. Also, we suggest the probabilistic reliability method to calculate a probabilistic power output of the wind turbine and a cost of the expected energy not supplied that is used as the reliability index of the power system.
