정보처리 및 통신 분야 자격종목 개선방안 연구

정보처리 및 통신 분야의 자격종목정비는 동 산업과 관련 분야 기술의 활발한 융․복합현상, 새로운 기술의 출현 등을 적극적으로 반영할 수 있도록 하는 방향으로 자격종목 관리․운영 방향의 근본적인 개선이 필요하다. 이 연구는 국가기술자격 중 가장 응시생이 많은 정보처리 및 통신 분야 자격종목에 대한 개선 방안을 마련하기 위해서 수행되었다. 연구방법은 문헌조사, 전문가 협의회, 정보처리 및 통신 분야 자격종목 개선(안)에 대한 전문가 그룹의 의견조사 등의 방법을 활용하였다. 국가기술자격법을 기반으로 자격 종목개선 및 정비를 위한 폐지, 통합, 존치 기준이 각각 마련되었다. 연구 결과는 첫째, 정보처리 및 통신 분야 자격 중 20개 자격종목이 통합되어 8개의 자격종목으로 정비되는 것이 적절하였다. 둘째, 정보처리 및 통신 분야 자격으로 존치가 필요한 자격종목은 7개로 나타났다. 셋째, 정보처리 및 통신 분야 자격으로 신설이 필요한 자격은 9개의 자격 종목이 있는 것으로 조사·분석 되었다.

상담자의 성인애착, 상담자 발달수준 및 공감과 상담 초기 내담자가 지각한 작업동맹 및 상담성과의 관계

This study examined the relationship between the counselor’s adult attachment, the counselor’s development levels and empathy of counselors, the client’s working alliance and their effect on the counseling process. Three hypothesized models were analyzed using structural equation modelling. The results are as follows: First, it appears that both counselor attachment anxiety and counselor avoidance negatively influence, either directly or indirectly, the counselor’s development levels and empathy. Second, the counselor’s development levels positively impact both counselor empathy and the client working alliance. Additionally, results showed that counselor’s empathy seems to have direct impact on the client counseling outcomes. Third, both counselor attachment anxiety and avoidance have an indirect effect on the client’s working alliance and the counseling outcomes through counselors development levels. Fourth, counselor attachment anxiety has an indirect effect on client counseling outcomes through both counselor development levels and empathy. Implications and limitations of the study are discussed. 본 연구는 상담자의 성인애착과 상담자 발달수준 및 공감, 그리고 상담 초기 내담자의 작업동맹 및 상담성과의 관계를 구조방정식 모형을 통해 검증하였다. 초기 상담(3회기~6회기)을 진행하는 상담자-내담자 총 192쌍의 자료를 분석에 활용하였으며, 애착이론 및 선행연구를 바탕으로 연구모형과 대안모형을 설정하고 모형의 적합도를 검증하여 최종모형을 선정하였다. 최종모형의 결과는 다음과 같다. 첫째, 상담자의 애착불안과 애착회피는 상담자 발달수준에 부적인 영향을 미쳤다. 둘째, 상담자의 애착불안은 공감에 부적인 영향을 미쳤고, 상담자 발달수준을 통해서도 공감에 부적인 영향을 미쳤다. 상담자의 애착회피는 상담자 발달수준을 통해서 공감에 부적인 영향을 미쳤다. 셋째, 상담자 발달수준은 공감과 내담자의 작업동맹에 정적인 영향을 미쳤고, 공감은 내담자의 상담성과에 정적인 영향을 미쳤다. 넷째, 상담자의 애착불안과 애착회피는 상담자 발달수준을 통해서 내담자의 작업동맹 및 상담성과에 영향을 미쳤다. 다섯째, 상담자의 애착불안은 공감과 상담자 발달수준 및 공감의 이중매개를 통해 내담자의 상담성과에 영향을 미쳤다. 본 연구 결과는 상담자의 성인애착 안정성이 상담자 발달수준과 공감을 높여 상담 초기 내담자의 작업동맹 및 상담성과에 기여함을 경험적으로 확인하였다는 데 의의가 있다. 끝으로 본 연구의 시사점 및 제한점을 논하였다.

미국 대학교의 정보보호 표준교육과정 분석

Korea government had been set up the information security human resource development policy to meet the demand of industry field promptly through making new information security subject and related with security department in University in the level of total government. Korea information security education training curriculums and human resource development system have been developed by security major and security related professors in university but the its quality and demand did not meet the requirements of industries. Nowadays the security human resource development system is a keen issue, it must be developed and managed the education curriculum to adopt the demand of industry market need immediately. There fore, it is very meaningful to study the case of United States that captured 75% portions in worldwide security industry market in order to enforce the system effectively and efficiently. Korea government need to present the standard information training currriculum for the instruction, development and management of Korea information security human resource development system through studying US standard information security education curriculum development and management examples. 정부는 범정부적 차원에서 정보보호 분야의 과정 신설을 통한 인력 양성과 산업체 현장에 바로 적응할 수 있는 정보보호 인력 양성 방침을 수립하고 있다. 우리나라 정보보호 교육과정은 관련 분야 전공교수를 중심으로 협동 또는 연계 과정의 형태로 인력을 양성하기 시작하였으나, 수요나 질이 산업체의 요구에 미치지 못하고 있다. 정보보호 인력 양성이 핵심과제로 떠오르는 시점에서, 시장수요에 즉각적으로 대응할 수 있도록 정부 차원에서 정보보호 교육과정이 개발·운영될 필요가 있다. 그러므로 이를 효과적이고 효율적으로 시행하기 위하여 정보보호 산업 분야에서 전 세계 시장의 75% 이상을 점유하고 있는 미국의 사례를 살펴보는 것은 의의가 있다. 본 연구는 미국의 정보보호 표준교육과정 개발과 운영사례에 대한 분석과 우리나라의 정보보호 교육과정에 대한 비교 분석을 통하여 정보보호 인력 양성을 위한 표준교육과정의 필요성과 개발 및 운영에 대한 방안을 제시하였다.

Korea has introduced the levy-grand system in the vocational learning finance. The standard unit price system of training cost was utilized in the distribution of training budget and the reimbursement system including total or partial training cost return has been operated in the corporate training after completing the learning course particularly. The standard unit price was calculated in the base of analyzing on supporting budget by the government per training institutions and corporate payment decision to learning institutions. The proposing standard unit price system of training cost was analyzed in the current standard price unit of training cost and then an improvement policy and the implication are derived from it. At the result of this study, the current government supporting level to e-learning and postal distance learning indicates good status.

직업능력개발계좌제 훈련 참가자의 취업 영향 요인 분석

The object of this study is to suggest institutional improvements of skills development account by investigating the direct effect of skills development account in employment and the factors affecting employment. For this study, 33,555 unemployed people's data such as employment status, trainee information, training program information were analysed using logistic regression. The result showed that participants were more likely to be employed if they were younger and male. Secondly, participants were more likely to be employed if they satisfied with the training program and saw the high relationship between the training program and employment possibility. Thirdly, participants were more likely to be employed if they participated in short term but intensive courses. Fourth, participants were more likely to be employed in the same industry with the training program if they experienced satisfying training counselling provided by each training institute. This study focused on the effect of training in terms of employment, yet more study should be conducted to find out the effect of the training in the long term since the scale of skills development account related training is increasing every year. 본 연구는 실업자를 대상으로 시행되고 있는 직업능력개발계좌제 훈련이 인적자본이론에 근거하여 실제 취업에 도움이 되고 있는지를 비판적으로 접근하고 나아가 직업능력개발계좌제 훈련의 어떠한 요인들이 훈련생들의 취업에 영향을 미치는지를 살펴봄으로써 향후 직업능력개발계좌제 훈련의 개선방안을 제공하는 것을 목적으로 한다. 로지스틱 회귀분석을 사용하여 직업능력개발계좌제 훈련에 참여한 33,555명의 취업여부, 훈련생 정보, 훈련과정 정보 등을 분석하였다. 분석결과, 첫째 직업능력개발계좌제 훈련을 실시한 실업자 중 연령대가 낮을수록, 남성일 경우 취업확률이 높았다. 둘째, 훈련생이 선택한 훈련과정에 대하여 만족할수록, 해당과정이 취업과 관련되어 있다고 인식할수록 취업확률이 높았다. 셋째, 훈련시간은 길수록, 훈련기간은 짧을수록 취업확률이 높았다. 넷째, 훈련과정과의 동일직종분야로의 취업은 훈련기관의 상담만족도와 훈련과정이 취업과 관련되어 있다고 인식할수록 취업확률이 높은 것으로 나타났다. 본 연구에서 살펴본 직업능력개발계좌제 훈련은 매년 확대되고 있는 상황이므로 연구결과 밝혀진 사항들을 고려하여 향후 장기적인 관점에서의 훈련과 취업과의 긍정적 관계를 강화시키려는 노력이 추가로 이루어져야 할 것이다.

중장년층 고용활성화를 위한 지원 방안 탐색

This study is conducted to find out the readiness of retirement for middle aged workers and suggest structured support for them and eventually contribute to active employment of retired elderly workers. This study is conducted mainly in Seoul where the supporting system and institutions for retired middle aged and elderly workers to check the effectiveness of current system and to find political support for them. There have been several studies to find out vocational training needs for retired elderly people but very few study was conducted about psychological readiness for middle aged retirees. Survey and additional focus group interviews were conducted to find out integrated approach overarching factors affecting pre and after retirement. As a result, the needs for providing support for middle aged workers of pre-retirement program, after-retirement program. For those re-employed workers, careful counseling and educational support needs were found. 본 연구는 우리나라 중장년이 얼마나 퇴직에 대한 준비가 된 상태로 퇴직하는지에 대해 알아보고, 이들을 위한 체계적인 지원방안을 발굴하여 궁극적으로 중장년의 고용활성화에 기여하는 것을 목적으로 수행되었다. 특히 타 지역보다 중장년 인구의 절대수와 고령화정도, 중장년을 위한 사회적 제도와 기관이 다양한 서울시를 중심으로 연구를 진행함으로써, 현 시스템의 충분성을 검토하고 중장년층 고용과 관련한 정책적 시사점을 제시하고자 하였다. 과거 중장년의 직업훈련 요구분석과 같은 조사는 다수 수행되었으나, 중장년층의 퇴직 전․후와 고용에 영향을 미치는 다양한 요인에 대한 통합적인 분석과 연구는 매우 부족하며, 이에 근거한 중장년층을 위한 지원방안 연구도 다소 부족한 상황이다. 따라서, 본 연구는 중장년 퇴직예정자와 구직자들을 대상으로 설문조사를 수행하고, 중장년층의 고용과 밀접한 관련이 있는 고용서비스제공자, 직업훈련담당자, 기업인사담당자들을 대상으로 인터뷰를 수행하였다. 연구결과, 중장년층의 퇴직 전, 퇴직 이후, 재취업 이후의 단계로 나누어 심리적인 부분을 보완할 수 있는 기업적 차원의 퇴직관리와 공공부문의 심리상담의 필요성과 직업훈련 등의 부가적인 지원의 필요성이 도출되었다.
