해군의 함정획득사업 개선방안 : 연구개발절차를 중심으로

The purpose of this study is to identify the problems arising from the R&D process of the current naval ship acquisition program and to suggest better policy alternatives. Research findings show that inefficiencies occur often in the normal R&D process, and this affects the naval ship design and building works due to the lack of the technology management personnel, defense budget, R&D-related infrastructure, and so on. To ameliorate these, it is necessary first to strengthen drastically the function of the Requirements Planning & Concept Design. Second, problems arising from the R&D Process of the basic and detailed design stages must be improved. Third, schedule delays in naval ship delivery must be improved, and task duplications between trial run and operational test and evaluation (OT&E) in the shipbuilding and test and evaluation stages must be remedied. These alternatives must be reflected institutionally into the 'Defense Power Development Task Directive' and 'Defense Program Management Regulation.' It will be helpful for the Navy to enhance efficiency and effectiveness in conducting naval ship design and building works.
Stakeholder Orientation, Customer Concentration, and Trade Credit Provision

This paper examines whether stakeholder orientation affects firms’ trade credit policy and whether the relation between stakeholder orientation and trade credit provision is affected by customer concentration. Trade credit is the deferment of payments for purchases, and it can benefit customers by providing then with short-term financing. Stakeholder orientation allows managers and directors to incorporate the interests of non-shareholder stakeholders into making business decisions, for example, by extending trade credit to customers. We use the staggered enactment of state-level constituency statutes in the U.S. as an exogenous shock to stakeholder orientation to investigate the relation between stakeholder orientation and trade credit provision. The difference-in-differences analysis reveals that compared to the suppliers unaffected by the constituency statutes, those affected increase trade credit provision to a greater extent. Furthermore, we find that this relationship is more salient for suppliers with a lower customer concentration, indicating that suppliers are better able to extend trade credits when they have a stronger bargaining power towards customers. We further find that the increase in trade credit attributable to the rule change is associated with the enlarged customer base. Lastly, the additional analysis on dynamic effect of treatment shows that our findings are unlikely to be driven by pre-existing trends in trade credit provision. Combined, this study implies that enhanced stakeholder orientation significantly affects firms’ decision making process.

An experimental study on the performance evaluation of a brazed plate heat exchanger with 10USRT of normal cooling capacity has been carried out. In the present study, a brazed plate heat exchanger was tested at a chevron angle $25^{\circ}$with refrigerant R-22. Refrigerant mass flux was ranged from 23 to 58 kg/$m^2$s in condensation, and from 22 to 53 kg/$m^2$s in evaporation. The heat transfer coefficients and pressure drops are increased as the mass flux increases. The water side pressure drop is increased as the cooling water flow rate and chilled water flow rate increase, while mass flux has little effect. It is also shown that the system performance can be improved by enlarging condensation heat transfer area.
